Shell and Deck Steel Replacement - AMENDED
1.0 ABSTRACT:
1.1 This item describes the requirement for shell and deck plating renewal as well as insulation from frame 70 to frame 71, 3rd deck, Stbd Side.

3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location/Quantities:
3.1.1 Location/Quantity:
3.1.1.1 Frame 70-71 Stbd. Side Main Machinery Room 5-66-0.
3.1.2 Quantity:
3.1.2.1 Contractor shall provide the ABS Certified AH 36 steel required for shell and deck replacement.
· Shell Plate, 25mm ABS Certified AH 36 STL. Contractor shall assume 100 sqft.
· Deck Plate, 9.5mm Certified AH 36 STL. Contractor shall assume 50 sqft.
3.1.2.2 Contractor shall provide the following insulation;
· 101.6 (4”) Thermal Insulation w/50.8 (2”) Insulation Beam Wrap w/Cloth Facing (C/F), 150FT^2 per reference 2.3 and 2.4. Including Pin and Caps.
3.1.3 Enclosure: None.
3.2 Item Description/Manufacturer’s Data:
None.
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES:
4.1 Government Furnished Material (GFM):
PPG Paint Product As Required.
4.2 Government Furnished Services (GFS): The Government shall provide the services of the paint manufacturer's authorized technical representative throughout the performance of this work item.
4.3 Government Furnished Information (GFI): None.
5.0 NOTES:
5.1. The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors, regardless of tier, shall comply with the requirements of all applicable GTR’s.
5.2. The contractor and all subcontractors, regardless of tier, are advised to review other Work Items under this contract, to determine their effect on the work required under this Work Item.
5.3. Containment, removal, handling, storing, and disposal of any/all contaminants, blast materials, HAZMAT related materials, excess/spent paint and solvent products, that would be generated as a result of work accomplished in this work item, shall be accomplished in accordance with any/all local, state, and/or federal regulations. Contractor document materials and include in Item 023.
5.4. MSC Rep shall coordinate a Ship Check with ABS and SY before SY starts work.
5.5. All welding shall be in accordance with ABS requirements for building and classing steel ships.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Arrangements and Outfitting:
7.1.1 The Contractor shall provide all labor, materials, tooling, shop services, rigging, staging, crane services or barges necessary to perform work, shipping and transportation to accomplish the requirement below.
7.1.2 Cut, Crop out and remove the steel to scrap, and sectional steel structural areas identified in paragraph 7.2 below.
7.1.3 All Steel shall be ABS certified. Contractor shall provide all certificates. ABS Surveyor to review material certification prior to beginning work.
7.1.4 ABS inspection is required during all aspects of installation and materials used. All repairs shall be in accordance with ABS rules and to the satisfaction of the ABS surveyor.
7.1.5 Blast to Near White Metal all new steel.
7.1.6 Prep, prime, and paint new sections using PPG Coating System. Paint Rep shall provide supervision as well as witness processes.
7.1.7 Target, template, roll, bend, shape, fit, weld, and install new sections. This includes decking. Back gouge, NDT Dye penetrate test, and re-weld.
7.1.8 Renew disturbed sectional areas of insulation as required per references 2.3 and 2.4.
7.2 Structural:
7.2.1 Locations of Steel and Insulation renewal and preservation on the STBD Side of the ship:
7.2.2 Main Machinery Room 5-66-0 Frames 70-71.
A Side Shell Plate between frames 70- 71. Remove 10ft by 10ft section of damaged plate and replace with new.
B Deck Plate between frames 70-71 on 3rd deck. Remove 10ft by 5ft damaged plate and replace with new.
7.2.3 Accomplish watertight integrity test on all hull and bulkhead repairs; air or other per requirements of the attending ABS Surveyor.
7.3 Mechanical / Fluid: None
7.4 Electrical: None.
7.5 Cleanliness:
7.5.1 Contractor shall be responsible for cleanliness of deck and surrounding areas.
7.6 Preparation of Drawings:
None.
7.7 Inspection/Test:
7.7.1 Inspection:
ABS and USCG as well as Ships Force and MSC Rep will routinely inspect steel renewal. Contractor shall provide drawings/sketches and welder ABS certs when requested.
7.7.2 Test:
Perform NDT tests to satisfy ABS and USCG. An approved method is either NDT and/or vacuum box.
7.8 Painting / Coating Application:
7.8.1 All coatings shall be applied in accordance with the manufacturer’s recommendations. This includes temperature, humidity, and cure time limitations.
7.8.2 Prep, prime, and paint disturbed areas post hot Work (includes opposite/adjacent sides).
7.8.3 PRIMER - Apply the following primer to UHP Water jetted and power tool cleaned surfaces:
A One (1) coat of Amercoat 240, (Red Oxide) at 5-6 mils DFT to surfaces requiring reference 2.8 surface preparation requirements.
B One (1) coat of Amercoat 240, (Haze Gray) at 5-6 mils DFT to surfaces requiring reference 2.8 surface preparation requirements.
7.8.4 PAINT - Apply one (1) final top coat at 3 to 4 mils DFT; once all surfaces have been prepared.
7.9 Manufacturer's Representative:
7.9.1 A Coating technical representative will be in attendance, on the government's account, to observe the surface preparation and coating application and to advise the MSFSC Port Engineer as to the quality and the appropriateness of the contractor's efforts.
8.0 GENERAL REQUIREMENTS: None additional.
