About this file
This document is a Small Business Participation Commitment Document (SBPCD) related to a draft request for proposal (RFP) for the Air Platform Engineering & Integration (APE&I) procurement under solicitation number N00421-25-R-0002, issued by the Naval Air Warfare Center Aircraft Division (NAWCAD).
The SBPCD requires the contractor to commit to specific small business subcontracting goals as a percentage of the total contract value and subcontracted value, including goals for small disadvantaged businesses, woman-owned small businesses, HUBZone small businesses, veteran-owned small businesses, and service-disabled veteran-owned small businesses. The document provides a template for the contractor to fill out detailing these subcontracting commitments. The draft RFP states a minimum 18% small business participation goal for the total subcontracted value, and the SBPCD requires the contractor to provide rationale if their small business goal is less than 18%.

1 Small Business includes ALL small business dollars, inclusive of all socioeconomic categories. SB dollars planned for firms that qualify in multiple socioeconomic categories shall be included in each category for which they qualify; however, the dollar value for that firm should not be counted multiple times for the overall small business goal. For example, if you plan to subcontract $100,000 to a firm that is both WOSB and SDVOSB, then $100,000 should be included in the dollar values WOSB and SDVOSB categories in the table above, but only $100,000 for that firm would be included in the SB subcontracted value).
*The total percent for the Subcontracted Value shall not equal less than 100%.
As stated in the RFP, the SBPCD shall identify a minimum small business participation goal of 18% of the total subcontract value. If the SB goal is less than 18% of the total subcontract value, sufficient rationale must be provided below:
