ID Title RFP Reference Question Response 1 Att C1 Cost Worksheet Cost Summary Tab There are numerous cells within the Cost Summary worksheet that feed directly from other tabs (i.e., Indirect Rates, etc.) and contain extensive formulas that may not be in accordance with the Offeror's accounting practices or Disclosure Statements. Will the Government confirm that the Offeror is able to change the formulas to match their own accounting practices/Disclosure Statement as applicable.

In accordance with Attachment C1 "Instructions" tab, Offerors will be able to change formulas to match their own accounting practices/Disclosure Statements as applicable. In accordance with Section L, Part B, para 2.3.8, "The Offeror, including Subcontractors, shall include a narrative to describe any changes made to the Attachment C1..."

2 Award Fee Determination Plan

Section J, Attachment 01 The Attachment 01, Award Fee Determination Plan, has not been included with the draft RFP.

Attachment 01, Award Fee Determination Plan, will be included with the final Request for Proposal.

3 Attachment C2 Cost Reimbursable Narrative In Tables 3, 4 and 5, will the Government please confirm if the Prime should include the information for each of the Subcontractors in these tables or if just the Subcontractors will include the information in their own Cost Narratives.

Each Offeror shall complete Attachment C2 Tables 3 through 5 with their own information.

4 Lease Requirements Section C, 3.1.2.1.2 Paralleling the contractor site requirements specified in 3.1.2.1.2 and 3.1.2.4, which note offerors must have facilities within 50 driving miles of NAWCAD WOLF, St. Inigoes, MD, will the Government consider adding a requirement that prime offerors submit a signed lease or similar artifact at time of proposal submission to substantiate claims of proximity to NAWCAD WOLF? Such a requirement would help ensure offerors are realistically positioned to begin contract execution at time of award and support a local workforce, substantially reducing risk to the Government.

It is not the Government's intention to require a signed lease or similar artifact at the time of proposal submission.

5 Transition Plan Section L In the interest of successful contract execution, especially to the extent that tasking involves safety of flight, will the Government consider adding a transition plan requirement to the Technical Volume? A transition plan will allow the Government to examine and validate offerors’ ability to commence contract execution in a timely and realistic manner, thereby reducing risk to the Government.

It is not the Government's intention to add a transition plan requirement to the Technical Volume.

6 Government Labor Hours Att C4 Government Labor Hours Workbook CPAF Hours worksheet in Year 2 for Quality Control Inspector (line 140) is missing 1,920 hours, however Shipping/Receiving Clerk (line 142) has only 1,920 hours. Was this intentional?

The Government Labor Hours document has been revised to correct the hours.

APE&I Draft RFP N00421-25-R-0002 - Questions and Responses

7 Minimum Direct labor rate Section L2.3.1.1.2 Prospective Hires Attachment C1 Cost Workbook RFP states the Quality Control Inspector, SCA 99610 utilize the WD rate for Engineering Technician VI however, in Attachment C1 Cost workbook, the minimum DL rate for the Quality Control Inspector ($47.53) is lower than the Engineering Technician VI ($52.76).

Would the Gov’t please clarify?

Minimum Direct Labor Rate for "Quality Control Inspector, SCA 99610" has been corrected.

8 Overtime Attachment C1 Cost Workbook Minimum Direct labor worksheet The minimum Direct labor rate for Ground Support Equipment Mechanic, SCA (Overtime) is less than Ground Support Equipment Mechanic, SCA WD rate. Would the Government please correct the Overtime for the minimum direct labor rate for that position?

The Minimum Direct Labor Rate for "Ground Support Equipment Mechanic, SCA" (Overtime) has been corrected.

9 Gen and Ops Mgr Key less than 1 FTE

Attachment C4 Gov't Labor Hours In Attachment C4, the Key Labor category of General and Operations Manager, Senior includes only 960 hours per year. Is this Key position intended to be part time, or will the Government adjust to 1,920 hours per year?

The Government intends the Key Labor category "General and Operations Manager, Senior" to be full time and will adjust the labor hours to 1,920 per year.

10 CPFF/CPAF Split for Reg/OT Hours - Systems Engineer Senior

Attachment C4 - Government Labor Hours For the labor category of Engineers, All Other (Systems Engineer), Senior (Key), both the Govt and KTR site LCATs indicate 960 hours under "regular" time on the CPFF tab, and 144 "OT" time on the CPAF tab. Was this intentional? It seems unlikely that all the OT hours would be under the CPAF CLIN but the regular hours would be under the CPFF CLIN.

For Labor Category "Engineers, All Other (Systems Engineer), Senior (Key)", OT hours for both the Govt and KTR sites will be moved to CPFF and not CPAF as originally listed.

11 Key LCATs are not full time? Attachment C4 According to the Government Labor Hours table, none of the Key personnel are expected to be full time employees on this contract. As these LCATs are critical to program execution, we recommend that Government adjust these LCATs to a full man-year (1,920 hours) for each year in the Final RFP.

Key personnel are not required to be full time employees and will be determined per project and role requirements.

12 Attachment 1 Determination and Payment of Award Fee (RFP Page 7) and Attachment 1

The Government issued Attachment 01 as a "placeholder" in the DRFP. To assist offerors to determination of risk, can the Government please provide a completed Attachment 01?

Attachment 01, Award Fee Determination Plan, will be issued with the final Request for Proposal.

13 CPAF Calculation Page 65, Section H, Award Fee Evaluation Procedures Page 117, "Fee" 2.3.1.5.1.1

Page 117, 2.3.1.5.1.1 states, "Fixed fee (rounded to exactly two decimal places) for CPFF and CPAF will be calculated based on fee per hour". Page 65, Award Fee Evaluation Procedures states, "the amount of the award fee to be paid is determined by the Government’s evaluation of the Contractor’s performance as specified in Attachment 01, Award Fee Determination Plan.

Any award fee provided to the Contractor is at the sole discretion of the Fee Determination Official and shall be final." Based on 2.3.1.5.1.1 , it appears that the CPFF and CPAF calculation methods are the same, which conflicts with the language from page 65. Will the Government clarify the CPAF calculation method?

The fee per hour calculation for CPAF shall be deleted. A maximum Award Fee Pool will be established at the time of award. An Award Fee Pool Allocation is the amount of the Award Fee Pool that is allocated and potentially earned from the Award Fee Pool for the specific award fee period.

14 CPAF base fee % Page 117, 2.3.1.5.1 Page 117, 2.3.1.5.1 states the CPAF base fee will be 0%. In the interest of competition, will the Government consider establishing a 2% CPAF base fee in order to better share risk with offering contractors?

The CPAF base fee will remain at 0%.

15 Attachment C1 Cost Reimbursable Worksheet

Attachment C1: Cost Summary Worksheets The Attachment C1 is overly restricted with formulas. Will the Government consider removing the formulas in the Cost Summary worksheet to allow Offerors to add and remove indirect pools, as applicable and made adjustments to their specific accounting practices.

16 Total Compensation Plan Section L, Part B3 Will the Government please confirm that a Total Compensation Plan is not required to be submitted.

In accordance with Section L, Part B, para 2.5.3, it has been determined that there is not a meaningful number of "professional" employees; therefore, a Total Compensation Plan for professional employees will not be evaluated.

17 Attachment T2 Key Personnel RFP, Section L, Part A To ensure the Offeror is able to accurately convey the qualifications for Key Personnel, will the government allow a font reduction to 10-point font in Attachment T2/Workforce template?

No font reduction will be allowed. Section L, Part A, para 2.2 states, "When using Government-supplied templates (e.g., Attachments C1 and T1), no modifications to font or scaling are permitted except to headers and footers which may be reduced to a 9-point font size. Offerors may remove the turquoise highlighted instruction text from Attachment T2."
