About this file

This is a Questions and Answers document for RFP N0042124R0038, which is the Integration and Production (I&P) Follow-On solicitation from the Naval Air Warfare Center Aircraft Division. The document contains 7 questions and answers addressing various aspects of the RFP, including clarification of a numbering discrepancy in Sample Task 2 Response Requirements, confirmation of overtime hours for Electronics Technician Maintenance III positions at K-MD site (1920 regular hours and 1920 OT hours), updates to the OCI contractor list, clarification on DFARS 252.227-7020 rights for CDRLs (applying to technical documents like block diagrams and interface control documents), and confirmation that DFARS 252.225-7040 will remain in the contract.

The Q&A also addresses concerns about BLS labor rates in Attachment P1 Cost Summary Spreadsheet (referring offerors to Amendment 0001) and confirms that subcontractors must provide DCMA, DCAA, and Government Paying Office contact information. Multiple references are made to Amendment 0001, which appears to contain several important updates to the original RFP.

Q# Questions Answers 1 Reference: RFP Section L, Sample Task 2, Response Requirement 8/9 - Page 109 -

Question: Requirement Response 8 does not exist. Can you confirm this a numbering error, and the RFP is not excluding a Response Requirement, and we should refer to 9 as 8 to maintain one-to-one comparison.

That's accurate, There's a numbering discrepancy on Page 109, which requires correction from 9 to 8. Please see Amendment 0001.

2 Reference: Overtime Hours on Attachment P1 Cost Summary Spreadsheet - Question:

Overtime Hours for Electronics Technician Maintenance III at K - MD site are the same hours for Electronics Technician Maintenance III - regular hours at contractor site. Was this intentional? Or was the intent to reflect the 1920 Overtime hours under Electronics Technician Maintenance III at G - St. Inigoes site?

This is correct, one FTE (1920) regular at K-MD and one FTE (1920) OT at K-MD

3 Reference: Attachment_4___IP_OCI_List Question: Support contractors that are privy to incumbent rates on current contract number N00421-20-D-0117 should be listed on attachment “Attachment_4___IP_OCI_List”. Please update the OCI attachment to include contractors fitting this description.

Please see updated Attachment 4.

4 Reference: RFP Section I, Clauses Incorporated by Reference- Page 71 Question: Will the Government please identify which CDRLs in this RFP they intend to exercise the rights in 252.227-7020 Rights In Special Works (JUN 1995) over? If none, would the Government please remove 252.227-7020?

Specifically, the government intends to exercise its right under DFARS 252.227-7020 for various CDRLs, including Schematic Block Diagrams, Technical Data Packages, interface Control Documents, Installation Control Drawings, and several others.

5 Reference: RFP Section I, Clauses Incorporated by Reference- Page 71 Question: Would the Government please remove DFARS 252.225-7040?

No, the government will maintain the requirement for DFARS 252.225-7040 in the contract.

6 Reference: Attachment P1 - Cost Summary Spreadsheet and RFP Section L Question:

The Minimum Direct Labor Rates for the BLS labor positions in Attachment P1 tie to the Occupational Employment and Wage Statistics for California - Lexington Park, Maryland.

However, the rates are for the period May 2023. The language in the draft RFP Section L.3.3(g) stated the "rates from the BLS wage data ... were then escalated based on the anticipated Period of Performance start date of this contract" were removed from the final RFP Section L.3.3(g) and the rates were not escalated to the POP start date. Will the Government escalate the BLS rates contained in Attachment P1 to the contract start date to reflect the appropriate wage inflation and update the Cost-Plus Fixed Fee Minimum Labor price to reflect the updated BLS wage data?

Please see Amendment 0001 to the RFP.
