About this file

This is a questions and answers document containing 5 questions from potential offerors and the government's responses related to Amendment 0001 of an Integration & Production (I&P) Follow-On RFP for the Naval Air Warfare Center.

The key clarifications address: 1) The minimum direct labor rates for SCA positions and their escalation based on BLS/WD data for the California-Lexington Park, MD area, 2) A reference to Amendment 0002 regarding timeline extension requests, 3) Confirmation that the CPFF labor minimum remains as stated in the RFP despite escalation questions, 4) Direction that offerors should not complete the B-1 table and clarification on key labor categories, and 5) Guidance on pricing documentation requirements for Time & Materials/fixed price subcontractors, specifying they need only provide itemized breakouts customary for their contract type rather than full cost reimbursable details.

Q# Questions Answers

Per Amendment 0001, the minimum Direct Labor rates for SCA positions are escalated twice by 1.0% and do not reflect the current Wage Determination (2015-4279 Rev 25). With an estimated Period of Performance start of July 1st, 2025, will the Government consider reverting to the current published WD for the provided location, specifically reverting to the single 1.0% escalation in the out-years for SCA?

As stated in Section L, Part B, para. 3.3 (g), "The minimum rate is based on data from the Bureau of Labor Statistics (BLS) wage data by area (California-Lexington Park, MD metropolitan area) and occupation for each labor category’s SOC code or on data from the respective Wage Determination for any SCA labor category. The rates from the BLS wage data/SCA data were then escalated based on the anticipated Period of Performance (PoP) start date of this contract." The minimum rates on the Attachment P1 for the base year are from the BLS or WD (2015-4279 Rev

25) and then escalated to the anticipated PoP. The minimum rates are then escalated one time for the out years.

If the SCA escalation rate remains unchanged, each of our teammates will need to reprice their proposed labor. To ensure small business teammates have adequate time to respond to Amendment 0001’s pricing updates, in addition to accounting for the upcoming holidays, will the Government please grant a due date extension to 1/9/25?

Please see Amendment 0002.

In Attachment P1 Cost Summary Amendment 0001, the minimum Direct Labor Rates for both SCA and BLS labor positions include escalation starting in Ordering Period 1. Please confirm if this should result in a higher total estimated CPFF labor minimum of $52.5M?

The CPFF labor minimum stands as stated in the RFP.

The B-1 Negotiated Rates table in the RFP shows multiple instances of the Electrical Engineers Senior* & Logisticians Journeyman* labor categories.

Will the Government confirm a composite rate is desired for each of these categories, as instructed?

The Offeror shall not complete the B-1 table. The Electrical Engineers Senior* & Logisticians Journeyman* are Key labor categories.

In 3.2 of Ground Rules and Assumptions of Section L of the RFP, the Government says, “Subcontractors that are proposed on a Time and-Materials or fixed price basis (e.g. FFP, T&M, etc.) are not required to provide the same level details as required under cost reimbursable proposals, but shall still provide an itemized breakout of pricing that is customary with the contract type proposed.”.

Will the Government please clarify the specific details and documents required of Time and Materials subcontractors? (i.e., FPRAs, payroll verifications, etc.)

As stated in the RFP, Section L, Part B. Para. 3.2, "Subcontractors that are proposed on a Time-and-Materials or fixed price basis (e.g. FFP, T&M, etc.) are not required to provide the same level details as required under cost reimbursable proposals, but shall still provide an itemized breakout of pricing that is customary with the contract type proposed."
