Airworthiness Checklist

PAO/Airworthiness Checklist Page 2 of 6 N00421-24-R-0001

AIRCRAFT PEDIGREE AND ELIGIBILITY FOR PAO/IFC:

No. Item Artifact 0 Describe where civil operating rules, limitations, or restrictions are in conflict with the requirements of contracted missions.

Notes:

An IFC may not be required if the contracted mission is conducted within the boundaries of the National Airspace System and is operated under the entirety of 14 CFR (i.e., no PAO needed)

The operating rules governing PAO trace to contract requirements, the applicable portions of DCMA INST 8210.1, and OPNAV 3710.7.

Contracted Air Services conducted on a joint air operation center’s air tasking order (ATO) require an IFC.

1 Legible photograph of the aircraft’s identification/data plate.

2 FAA type certification data sheet for proposed aircraft (if issued).

3 FAA airworthiness certificates for proposed aircraft (FAA Form 8100-2, Standard; or FAA Form 8130-7, Special).

For aircraft having a special airworthiness certificate, also include:

- FAA operating limitations

- Most recent annual program letter, per 14 CFR § 21.193

4 FAA registration certificates (FAA Form AC 8050-3).

5 Civil aircraft certificate of insurance (DD Form 2400).

6 Contents of Approved Aircraft Inspection Program (AAIP), per 14 CFR § 135.419; or Approved Inspection Program (AIP), per 14 CFR § 91.409.

- For aircraft with a standard airworthiness certificate, provide a copy of the logbook entry identifying the inspection program applicable to the aircraft.

- For aircraft with a special airworthiness certificate, include the FAA’s letter of endorsement authorizing the inspection program.

7 Approved Minimum Equipment List (MEL), per 14 CFR § 91.213.

- For aircraft with standard airworthiness certificates for which a master MEL exists, include the FAA letter authorizing the MEL.

- If no approved MEL exists, provide evidence of compliance with the provisions of 14 CFR § 91.213 as it relates to inoperative instruments and equipment.

Note:

Guidance on MELs for general aviation aircraft is contained in FAA Order 8900.1 Vol. 4 chapter 4 section 2, MEL Requirements for 14 CFR Parts 91, 137, and 142 Operations.

PAO/Airworthiness Checklist Page 3 of 6 N00421-24-R-0001

No. Item Artifact 8 MEL for mission readiness. For each model and configuration of aircraft, list the aircraft equipment or subsystems required to be operable for the aircraft to accomplish its contracted missions. For each subsystem, include the impact of system degradation on mission effectiveness, interoperability or both. Exclude additional subsystems that are not required for a contracted missions.

Notes:

The capability to perform a contracted mission is possible when all of a required subsystem’s capabilities, functions, and modes are operable.

An aircraft subsystem can be an overall system capability (e.g., aerial refueling system for all aerial refueling missions) or a specific part (e.g., landing lights, minimum one lamp operable for night flight).

9 Electronic copies of the approved the flight manuals for the proposed aircraft and the following (as applicable):

- operating manuals (performance manual, cargo loading manual);

- flight manual supplements (required by applicable STCs and approved modifications);

- aircrew operating handbook/guide;

- aircrew/pilot checklist;

- standard operating procedures, emergency procedures and limitations;

- loading and ordinance checklist;

- special mission checklist.

10 Weight and balance information for each aircraft, including:

- weight and balance record;

- latest aircraft weighing record;

- OEM equipment list (if supplied);

- CG range chart or diagram with weight and moment envelopes;

- loading graphs.

11 Aircraft safety alerts, including:

- status of applicable Airworthiness Directives (ADs) and evidence of compliance;

- actions taken to address applicable Special Airworthiness

Information Bulletins (SAIBs);

- applicable aviation maintenance alerts;

- actions taken to address applicable OEM service bulletins.

12 Maintenance record, including most recent annual inspection for the aircraft per 14 CFR § 91.409 or annual-equivalent inspection per the AIR or AAIP.

PAO/Airworthiness Checklist Page 4 of 6 N00421-24-R-0001

No. Item Artifact 13 Time-in-service data for all airframes, engines, and rotors. Include TSN, TSO, TBO, and TSR (as applicable) for the following:

- airframe;

- airframe major components (if tracked separately);

- engines;

- gas generators and turbines;

- life-limited engine accessories;

- rotors/rotor blades.

14 Life limited components and life remaining for all airframes, engines, rotors, and appliances (if not included in No. 14 above). Include OEM recommended life limits or an approved maintenance publication if that publication reference is used.

15 Status of critical safety items and description of inspection program under 14 CFR § 91.409, if applicable.

16 List overhaul and replacement schedules (including time since last overhaul/replacement) for all items that require overhaul/replacement on a specific time basis. Include OEM recommended schedules or an approved maintenance publication if that reference is used.

17 List manufacturer, model, type, unit weight, and quantity of onboard lithium-ion batteries (with or without agency approval or TSOA).

Note:

Lead-acid and Ni-Cd batteries with TSOA not required.

18 Maintenance record for altimeter system and altitude reporting equipment including tests and inspections, per 14 CFR § 91.411.

19 Maintenance record for ATC transponder including tests and inspections, per 14 CFR § 91.413.

20 Maintenance record for ELT, including inspections per 14 CFR § 91.207.

PAO/Airworthiness Checklist Page 5 of 6 N00421-24-R-0001

No. Item Artifact 21 Aircraft modification history and chronology, including:

- dates of completion;

- descriptions of amended TCs and STCs;

- major alterations, repairs, and field alterations;

- FAA Form 337s;

- FAA Form 8110-3s for FAA-approved technical data by ASI, ACO, DAR, DER, or ODA (as applicable).

- For minor modifications, a summary of the minor alterations annotated in the logbook is acceptable.

Notes:

The following references are excellent guides to industry modification practices: FAA Order 8300.16, AFS-300 Major Repair/Alteration Job Aid, and AC 43-210.

For aircraft with experimental airworthiness certificates, careful documentation research and up-front discussions with the platform class desk and NAVAIR ACO are essential to receive an IFC.

22 Company’s safety program and safety record, including:

- aviation safety program;

- aviation mishap response plan (see 14 CFR § 830 and 831 for reference);

- chronological list of company’s aircraft flight mishaps and aviation ground mishaps that resulted in death, serious injury or substantial aircraft damage (see 14 CFR § 830.2 for definitions);

SUMMARY:

This documentation is essential for the DoN to process a flight clearance and produce a PAO declaration. Valid and accurate submissions are:

- critical to establish the aircraft’s certification basis;

- the starting point for the airworthiness qualification plan (AQP);

- helps the DoN determine if the minimum yet sufficient data-deliverables required for the Engineering Data

Requirements Agreement Plan (EDRAP);

- required by the DoN to make a PAO determination.

NEXT STEPS:

DoN personnel will review:

- FAA certification information;

- maintenance program information (AAIP or AIP) and program letters through the operator’s FSDO;

- aviation safety related information through the FAA, NTSB, Naval Safety Center, Air Force Safety Center;

- flight, ground, and ordnance operating procedures.

Note:

A NAVAIR GFR will approve DCMA INST 8210.0 contractor procedures and programs before PAO flights can commence under a NAVAIR IFC. One or more site visits may be necessary. An aviation safety officer, CGR or ordnance-CGR may also be included.

A site visit by NAVAIR engineering representatives may be required to validate airworthiness basis and aircraft configuration.
