Ref. PWS Table 3.1.1, speed/altitude is specified as: (1) Capable of sustaining not less than 170 KTAS at all elevations between 200 and 10,000 feet Mean Sea Level (MSL) (Note 1); (2) Maximum structural cruising speed (VNO) not less than 170 Knots Indicated Air Speed (KIAS). ). If VNO unavailable, maximum operating limit speed (VMO) of not less than 170 KIAS. What is the driving factor on the requirement for a UAV/UAS/RPA to fly this fast at 200ft mean sea level
The driving factor on the requirement to fly at these speeds is to support a UAS escort between the base location and the operating area. Attachment
(1) Performance Work Statement (PWS) section 3.2.1 provides the Typical Profiles to be flown in support of this contract. Paragraph c is for a UAS Escort.
Ref. PWS Table 3.1.1, turn performance is specified as “Minimum of 2G turns, sustained, below 14,000 feet MSL.” Was this meant to say Maximum?
No, the Turn Performance within attachment (1) Performance Work Statement (PWS) table 3.1.1 was not meant to say Maximum of 2G turns, sustained, below 14,000 feet MSL. Minimum turn performance is required.
Your proposed solution needs to meet this minimum performance requirement.
Ref. PWS Table 3.1.1, Configuration / Special Equipment “2 x High Frequency (HF) antennas.” Can another BLOS communication system substitute, or is there a specific HF solution with the equipment?
Attachment (1) Performance Work Statement (PWS) Table 3.1.1 requirement for (2) High Frequency (HF) antennas is the requirement. One antenna will be used with the HF Transceiver. The second HF antenna is a provisioning requirement for the Secure Communications Relay System.
Ref. RFP section 2.1.4., and PWS para 3.1, will any of the specified aircraft modifications require us to place our aircraft into experimental status?
It is not anticipated that an aircraft needs to be registered as an experimental aircraft. Attachment (1) Performance Work Statement (PWS) Table 3.1.1 Configuration/Special Equipment requirements is not anticipated to require an experimental aircraft.
Dependent on your proposed aircraft solution, the Configuration/Special Equipment may require the aircraft to be registered as experimental.

Ref. RFP section 2.1.6., is there a CDRL # for the Ground and Flight Operating Procedures
(GOPS/FOPS)?
Yes, there is a CDRL number for the Ground and Flight Operating Procedures (GOPS/FOPS). The CDRL number is A001 Airworthiness and Related Substantiation Data.
See Attachment (1) Performance Work Statement (PWS) section 3.3.3 "If any operations are determined to be PAO by PMA-226" and 3.3.3.2 "The Contractor shall develop and submit to the GFR Training and Safety programs as well as Ground Operating Procedures (GOPs) and Flight Operating Procedures (FOPs) IAW Exhibit A, CDRL A001, and receive GFR approval for these documents."

Ref RFP 2.3.4. This section specifies only a NAVAIR IFC. Does a current/active MFR or AWR also satisfy this requirement?
No, the Government will not accept a current/active MFR or AWR to satisfy the requirement identified in RFP Section L, Part B, 1.0 Volume 1, Section 2.3.4.

10 Is the minimum CLIN 0001, and no minimum guaranteed flight hours?
Clause 5252.216-9506 Minimum And Maximum Quantities identifies the contract minimum quantity is CLIN 0001.
CLIN 0001 is for Capability Stand Up only and has an NTE of $200,000. There are no guaranteed flight hours on this contract.
For CLIN 0002, is this invoked if one of the coasts schedules flights in a particular month? (assuming it is invoked when flights are scheduled on both coasts)
Per the Section C CLIN description for CLIN 0002, " This CLIN will only be untilized in conjunction with CLIN 0003 and will not be ordered until after CLIN 0001 Capability Stand Up (PWS paragraph 3.3) is completed."
