Information Assurance Contractor Training and Certification. Are
FACTS, IRSS, and STARS categorized as “Information systems” as referred to in the above clause? If so, is CompTia Security +
Certification sufficient to meet the requirements of the contract?
Are CompTia Security + (or other) initial certifications and annual renewals chargeable to the contract as other direct charges (ODC)?
If it is required at award of contract, it is not chargeable to the contract.

8 Attachment 2
Attachment 2, List of Applicable Wage Determinations. The
Department of Labor (DOL) issues two wage determinations for each locality that are identical except for the fringe benefit requirements. The even-numbered wage determination requires the contract to have a fringe benefit plan requiring compliance on an
“average cost” basis. The odd-numbered wage determination requires the contractor to satisfy the fringe benefit requirements on a
“per employee” basis. Of the 14 wage determinations listed, there is a mix of both even and odd-numbered wage determinations. As quoted from the U.S. Department of Labor SCA Prevailing Wage
Resource Book
(https://www.dol.gov/sites/dolgov/files/WHD/legacy/files/Tab14.pdf
) page 28: “Even-number wage determinations, when incorporated in a covered contract, require compliance with the health and welfare fringe benefits on an “average cost” basis. Since June 1997, the WHD has issued such wage determinations only for successor contracts. Thus, agencies should use even-numbered wage determinations only when a bid solicitation (or RFP) succeeds a contract that previously contained the “average cost” fringe benefit compliance requirement.” It is our understanding that the current
FACSFAC Maintenance contract (N00178‐14‐D‐7748/M801) uses odd-numbered wage determination; thus, will the Government update the 11 of 14 even-numbered wage determinations to odd-numbered wage determinations?
Attachment 2, List of Applicable Wage
Determinations has been updated to reflect all odd numbers.

Final_RFP_Q+A_12.14.20, Answer to Question #2; states
FACSFAC VACAPES STARS installation is scheduled for March
2021, FACSFAC Pearl Harbor STARS installation is scheduled for
September 2021 with the disclaimer that these dates are subject to change. Should one or both of these STARS installations occur during the FACSFAC Field Maintenance contract, how will the in-place FACTS technicians receive training on the replacement
(STARS) system? Will training be provided by NAWCAD WOLF
ISEA personnel during STARS delivery/installation or will training be provided at a designated military schoolhouse site? If training will be conducted at a designated military schoolhouse site, what entity is required to fund tuition, travel, billeting, meal, and per diem costs during the duration of training? If training will be conducted at a designated military schoolhouse site, what is the location and duration of training? Will these costs be chargeable to the contract as other direct costs (ODC)? Will the Government fund overtime labor for the engineering technicians remaining at the home site of the engineering technician absent from the home site for training at a designated military schoolhouse site?
The training plan has already been established for all
FACTS to STARS sites. This is not a requirement of the contractor.
Final_RFP_Q+A_12.14.20, Answer to Question #4; states “but may need to travel to PAX for training.” Is this training associated with the STARS replacement of FACTS at FACSFAC
VACAPES or FACSFAC Pearl Harbor; or will this be for some other topic? If contractor engineering technicians are required to travel to NAWACAD Patuxent River for training (regardless of topic), what entity is required to fund travel, billeting, meal, and per diem costs? Will these costs be chargeable to the contract as other direct costs (ODC)? Also, will the Government fund overtime labor for the engineering technicians remaining at the home site of the engineering technician absent from the home site for training at NAWACAD Patuxent River?
The training plan has already been established for all
FACTS to STARS sites. This is not a requirement of the contractor. Overtime will be authorized when necessary.
11 Final_RFP_Q+A_12.14.20, Answer to Question #5; states
“Marine Corp Base Guam …will become a permanent facility during the duration of the contract.” P-6 Staffing Requirements, Iwakuni site; states “this position will be filled when site is established.” Will the Government consider adding the future
Guam requirement to P-6 Staffing Requirements in the same manner in which Iwakuni is listed to include populating the
“Hrs/Wk Per Person”, “Days/Wk”, and” Coverage Time” columns?
This is unknown at this time.
12 Since most of labor categories in this RFP are covered by the
Service Contract Act we believe FAR 52.222-43, Fair Labor
Standards Act and Service Contract Labor Standards – Price
Adjustment (Multiple Year and Option Contracts) should be included in the RFP; however, we do not see it listed. Would the
Government confirm that this clause applies to this procurement and will be added to the RFP?”
This clause is not applicable to this contract as it is a
Cost Reimbursable type contract.
