RFP Narrative Question Government Response

1 General comment General comment concerning solicitation page numbering. Page numbering is missing on pages 2 through 38. To facilitate administrative use of the solicitation/contract, will the Government reissue the solicitation with all pages numbered?

The page numbering is generated automatically due to the authomated procurement writing system that the Government uses.

2 Section C, paragraph 1.0, Scope

It is our understanding that AN/FSQ-204 Standard Terminal Automation Replacement System (STARS) has replaced/is replacing AN/FYK-39(V) Fleet Area Control and Surveillance Facility (FACSFAC) Air Control Tracking System (FACTS). Will the Government identify those sites at which STARS has already replaced FACTS? Will the Government identify those sites pending replacement and the projected month/year for replacement?

FACSFAC San Diego and FACSFAC Jacksonville have already received the STARS system. FACSFAC VACAPES is scheduled for March 2021, FACSFAC Pearl Harbor is scheduled for Sep 2021.

These dates are subject to change.

3 Section C, paragraph 3.1.2.1

Quantico, VA is listed twice as a Government site. Was another Government site inadvertently omitted?

No, this is an error. This will be updated in Amendment 0002

4 Section C, paragraph 3.1.5.1.

Will the Government re-confirm that NAWCAD Patuxent River, MD is a temporary travel location? If it is a temporary travel location, will the Government provide an estimate of travel periodicity similar to that which is provided in paragraphs 3.3.4.2 through 3.3.4.6?

There is no periodicity anticipated with NAWCAD Patuxent River.

The Contractor is not responsible for the maintenance of those systems, but may need to travel to PAX for training. See new attachment P6, Stafffing Requirements.

RFP Narrative Question Government Response

5 Section C, paragraph 3.1.5.1

Will the Government re-confirm that Marine Corp Base Guam is a temporary travel location? If it is a temporary travel location, will the Government provide an estimate of travel periodicity similar to that which is provided in paragraphs 3.3.4.2 through 3.3.4.6?

Marine Corp Base Guam is currently considered a temporary travel location; however, it will become a permanent facility during the duration of the contract.

6 Section C, paragraph 3.1.5.2

Which entity is required to purchase repair parts for AN/FYK-39(V) FACTS? Is it the Government site, NAWCAD WOLF ATC&LS Division, or the Contractor?

As the ISEA, NAWCAD WOLF is responsible for providing parts for the FACTS, not the Contractor.

7 Section C, paragraph 3.1.5.2.

Which entity is required to purchase repair parts for AN/FYK-39(V) IRSS?

Is it the Government site, NAWCAD WOLF ATC&LS Division, or the Contractor?

As the ISEA, NAWCAD WOLF is responsible for providing parts for the IRSS, not the Contractor.

8 Section C, paragraph

3.1.5.2 Which entity is required to purchase repair parts for AN/FSQ-204 STARS? Is it the Government site, NAWCAD WOLF ATC&LS Division, or the Contractor?

The sites themselves are reponsible for providing parts for the STARS, not the Contractor.

9 Section C, paragraph 3.1.5.2

For sites with pending replacement of AN/FYK-39 (V) FACTS with AN/FSQ- 204 STARS, will initial outfitting of spare parts be provided/funded by the Government as a part of the installation of AN/FSQ-204 STARS?

The sites themselves are responsible for providing parts for the STARS, not the Contractor. STARS is a quadruple redundant system, no spares are provided. The Contractor is not responsible.

RFP Narrative Question Government Response

10 Section C, paragraph

3.2.2.1 It is our understanding that on 26 March 2020, the DOD released DODI 5200.48 which mandates new guidelines for the marking, handling, and dissemination of Controlled Unclassified Information (CUI). This was previously handled by the term For Official Use Only (FOUO) under DODM 5200.01, volume 4 (now cancelled). It is our understanding that the new guidelines indicate to mark documents with CUI instead of FOUO, but a document previously marked FOUO does not immediately become CUI. Will the Government clarify that the content of this paragraph is current / correct per the new guidelines?

Please follow the new guidelines per clause 5200.48 and make any updates per this requirement.

11 Section C, paragraph

3.2.3.1. Regarding Government IT systems, will the Government provide/fund NMCI computer hardware/account access for the Contractor at each Government site with permanently assigned engineering technicians?

Yes, the Government sites are responsible for providing NMCI services for their Contractors.

12 Section C, paragraph 3.2.3.3

Refer to question #10 concerning FOUO Please see response to #10

13 Section C, paragraph 3.2.4.1

Refer to question #10 concerning FOUO Please see response to #10

14 Section C, paragraph 3.3.1(a)

This paragraph states “field maintenance services” yet it resides within paragraph 3.3.1 Operations Services. Paragraph 3.3.2 discusses Maintenance Services. Will the Government clarify/reconcile this mismatch? Should paragraph 3.3.1(a) state “field operations services” rather than “field maintenance services?”

Paragraph 3.3.1 (a) is properly titled. This refers to providing maintenance service in support of site operations (while the systems are active).

15 Section C, paragraph 3.3.1.2

Will the Government clarify the meaning of “secure operations?” It seems to be undefined. Does it mean “The Contractor shall provide continuity of operations.”?

This section allows the Field Engineer to have access to the site to provide services when the facility is considered secured due to emergent circumstances.

16 Section C, paragraph 3.3.1.2

Concerning the on-call requirement “arrive on site within two (2) hours of being notified”, will the Government clarify if this applies/does not apply to arrival at temporary travel locations? Or does this two (2) hour requirement only apply to less than 24/7 sites with a permanently assigned engineering technician? Will the Government clarify the difference between the “emergency” circumstance in paragraph 3.3.1.2 and the “emergency” support circumstance in paragraph 3.3.5.3?

This does not refer to temporary duty stations. Paragraph 3.3.5.3 refers to sites that are not manned daily.

RFP Narrative Question Government Response

17 Section C, paragraph 3.3.1.3

Will the Government clarify the meaning of “key operations?” It seems to be undefined. Does it mean “operations services” since this paragraph resides within paragraph 3.3.1 Operations Services?

This refers to sites that are not manned 24/7 and have major exercises that require operations and maintenance support during weekends and off hours. Please refer to Attachment P6, Staffing Requirement.

18 Section C, paragraph 3.3.2.4

Attachment X does not appear with the documents provided with release of the solicitation. Will the Government provide Attachment X?

This has been updated to Attachment 4, please see the RFP Amendment.

19 Section C, paragraph 3.3.3.1

Will the Government specify for which system(s) the On-The-Job Training curriculum must cover, in the same manner as paragraph 3.3.3.2 specifies IRSS?

The curriculum should be for IRSS systems at Marine Corps IRSS sites, FACTS at FACSFAC Pearl Harbor and FACSFAC VACAPES, and STARS at FACSFAC San Diego and FACSFAC Jacksonville.

20 Section C, paragraph 3.3.3.2.

Section C, paragraph 1.0 states that IRSS is in use at US Marine Corps range facilities. To correct the inconsistency between paragraph 3.3.3.2 and paragraph 1.0, should “and Navy on-site Government and military personnel” be changed to read “at Marine Corps sites for Government maintenance personnel.”? This further begs the question, is paragraph

3.3.3.1 focused on Navy sites, and paragraph 3.3.3.2 focused on Marine Corps sites? If so, will the Government make this clarification in each paragraph?

Para. 3.3.3.1 is the curriculum and Paragraph 3.3.3.2 provides the On the Job Training (vice curriculum) to Government, Contractor, and all Military personnel at all sites. Please see update to para.

3.3.3.1.

21 Section C, paragraph 3.4.8, Engineering Technician VI, Required experience

This paragraph’s narrative includes the phrase “with two (2) years of specific FACSFAC/IRSS systems experience.” Only the employees of the incumbent contractor can meet this requirement as in-the-field FACSFAC/IRSS systems do not exist beyond the sites listed as part of the existing contract/in this follow-on solicitation. These are not DOD-wide/Government-wide systems. This experience requirement provides an inequitable advantage to the incumbent. Will the Government consider removing this phrase from the ET VI required experience?

The Government has updated this qualification, please see Amendment to the RFP.

RFP Narrative Question Government Response

22 Section C, paragraph 3.4.8, Engineering Technician V, Required experience.

This paragraph’s narrative includes the phrase “with one (1) year of specific FACSFAC/IRSS experience preferred.” Only the employees of the incumbent contractor can meet this requirement as in-the-field FACSFAC/IRSS systems do not exist beyond the sites listed as part of the existing contract/in this follow-on solicitation. These are not DOD-wide/Government-wide systems. This experience requirement provides an inequitable advantage to the incumbent. Will the Government consider removing this phrase from the ET V required experience?

The Government has updated this qualification, please see Amendment to the RFP.

23 Section I Section I Contract Clauses, CLAUSES INCORPORATED BY REFERENCE includes, on page 57 of 105, Federal Acquisition Regulation (FAR) 52.222- 17 Nondisplacement of Qualified Workers. This FAR clause was cancelled by a Final Rule effective June 5, 2020 as issued on Wednesday, May 6, 2020 in the Federal Register, Vol. 85, No. 88, page 27087.

Please see Amendment to the RFP.

24 Section J Section J List of Documents, Exhibits and Other Attachments, page 66 of

105. Attachment 2 List of Applicable Wage Determinations does not appear with the documents provided with release of the solicitation.

Will the Government provide Attachment 2?

Yes, the Government will provide Attachment 2 List of Applicable Wage Determinations.

25 Section L, page 85 of 105, paragraph 3.0, second subparagraph, last sentence

In order to ensure consistent interpretation between this subparagraph and the table immediately below, will the Government modify the beginning of this last sentence to: “Recommended page limitations for each volume……..”?

See Amendment to the RFP.

26 Section L, page 89 of 105, paragraph 2.1.1

At the top of the page, this paragraph states: “Offerors shall not propose a prospective employee for a key labor category. The individuals proposed as Key Personnel shall be current employees of the offeror or contingent hires.” Will the Government provide its interpretation of “prospective employee” as well as its interpretation of “contingent hires.”? Is not a “contingent hire” a “prospective employee”?

A prospective employee is an individual who has yet to be identified. The definition for a contingent hire is in Section L, Part B, Para. 4.3 (b).

27 P1 (Cost Summary Spreadsheet)

This document implies that the Program Manager, Project Manager, and Management Analyst are located in Patuxent River, MD. Section C of the solicitation does not establish a geographical location requirement for the Program Manager, Project Manager, and Management Analyst. Will the Government confirm that these three positions can be physically located at any geographical location considering that the work effort is world-wide?

The Cost Summary Spreadsheet has these three labor categories listed at the CTR site. There is no geographical location requirement for these labor categories, thus "Patuxent River" will be removed from the P1 Cost Summary Spreadsheet for these three labor categories

28 Section C, 3.1.2.1 Work Location

RFP Section identifies Okianwa, Japan as a Work Location.

Will the Contracting Officer be updating the SCA Area Wage Determinations (AWD;s) to include this location?

There is no WD for Japan.

RFP Narrative Question Government Response

29 Section C, 3.1.5.1 Travel (O&M)

There is one (1) system at each site. The inventory for all equipment is a NAWCAD product. The contractor is not required to maintain the equipment. Please see response to #45 for more information.

47 section 1, Contract Clause

Clause 52.222-17 The experience requirements for the Engineering Technician V and VI positions are extremely specific and narrow, limiting the pool of possible candidates. Additionally, 52.222-17 No displacement of Qualified Workers requires that the successful offeror extend right-of-first-refusal to incumbent employees. If we can only hire the current employees why are we required to submit resumes for 12 Eng. Tech VIs? Will the CO reduce the key personnel to include only the Program and Operations Managers?

52.222-17 was removed; see amendment to the RFP.

RFP Narrative Question Government Response

48 Section, Statement of Work for FACSFAC Field Maintenance Support

Section C, 1.0 The final RFP appears to have limited detail on the equipment to be maintained. This confers a distinct advantage on the incumbent contractor and limits competition. Will the CO provide additional details to supplement the RFP?

Maintenance manuals can be provided for FACTS and IRSS upon request, but on-the-job training will be provided by NAWCAD for

STARS.

These are recommended, not required page limitations.

52 Section L Part A General Instructions

3.0 Proposal Content

and Volumes

Section 2.3- Management Approach For Section 2.3 Managmeent Approach - limited to 5 pages for each item, Management Plan and Transition Plan. Can the page limit be increased to capture all the requirements?

These are recommended, not required page limitations.

Section 1, Contract Clause Clause 52.222-17 Nondisplacement of Qualified Workers

It's our understanding this clause was deleted from the FAR with an effective date of June 5, 2020 (Federal Register/Vol 85, No. 88., May 6, 2020). Will the government consider removing this from the RFP?

Yes, this has been removed. See Amendment to the RFP.

54 PART B SPECIFIC

INSTRUCTIONS

2.1.1 Key Personnel Resumes – The Contractor shall provide

one (1) resume per Key Personnel. For all proposed current or contingent Key Personnel listed in the table in SOW paragraph 3.4.2, provide a resume of the work assignments, training, etc., that demonstrates the experience and specialized qualifications of each key person proposed.

This section states that resumes are necessary for the Engineering Technicians V and VI positions. Recommended solution:

Respectfully request the USG to vacate the directive in mandating resumes to Engineering Technicians because (1) even the playing field between competitors and the incumbent, and (2) considering the successful offeror must extend right of refusal to incumbent employees, the incumbent Engineering Technicians will most likely will remain on contract.

The Contractor is not required to extend the right of refusal to incumbent employees, as the clause has been removed from the RFP. Please provide resumes as required by the RFP.

55 P1_(Cost_Summary_Spr eadsheet)

When multiple lines are required for a single labor category due to multiple individuals performing the work, does the government want the same position number repeated for each of the added lines?

No, the position number was intended to show the different labor categories required. It is intended to be used for each labor category/row/individual in the cost spreadsheet.

56 P1_(Cost_Summary_Spr eadsheet)

Is the position number fixed to the labor category and location or is it intended to be unique to each labor category/individual in the Cost Spreadsheet (LOE) tab?

See response to #55.

57 P1_(Cost_Summary_Spr eadsheet)

The Instructions (P1) tab directs that both employee names and offeror labor categories be entered in Column C of the Cost Spreadsheet (LOE) tab.

Instructions tab states states that employee names be entered in Column C and labor categories in Column B.

RFP Narrative Question Government Response

58 P1_(Cost_Summary_Spr eadsheet)

The Instructions (P1) tab directs the use of “K” or “G” in columns G/H of the Cost Spreadsheet (LOE) tab to indicate work performed at the contractor’s facility or in the government spaces. Columns G/H of the Cost Spreadsheet (LOE) tab have been pre-populated by the government with “Govt” and “CTR”.

G=Gov.; C = CTR; The Governmet has already completed these columns to instruct the Contractor where the labor categories are required. The Contractor has no requirement for these columns and should follow what the Government has included for any additional rows added for multiple individuals per labor category.

59 P1_(Cost_Summary_Spr eadsheet)

The instructions for subcontractors on the Instructions (P1) tab appear to apply to a different template.

The instructions for subcontractors on the instructions tab are correct. Please follow the template and if more subcontractors are nedeed, you may add additional rows to accommodate them, as long as formula integrity remains.

60 P2_(Annual_Fully_Burde ned_Rates)

The Instructions (P2) tab directs offerors to insert prime or subcontractor name in Column A on the Prime Burdened Labor Rates tab. However, the offeror name column is Column B on the Prime Burdened Labor Rates tab.

Offeror Name is entered in Column B

61 P2_(Annual_Fully_Burde ned_Rates)

The Instructions (P2) tab directs that the Proposed Labor Category, as recorded in the Prime or Subcontractor's accounting system, that correlates to each of the Government solicitation Labor Category on that row be entered in Column C of the Prime Burdened Labor Rates tab. However, Column C is pre-populated with the government’s labor categories.

The Government labor categories are entered as an example. You are encourage to enter the Labor Category as recorded in the Contractors/Subcontractors accounting system. However, it must match to the Attachment P1 where the Government can see which Government labor category it relates to.

62 PWS Section C, SOW Paragraph 3.3.1

"The Contractor shall perform all system initialization, system configuration, operations, diagnostics, system maintenance, and reconfiguration specific to the assigned system in each location.

What is the scope of the "operations" activities and requirements? Operations require that the Field Engineer be cognizant on how the system runs while being used by the Air Traffic personnel.

63 PWS Section C, SOW Paragraph 3.3.1.3

"The Contractor shall provide key operations during weekends and other off schedule hours as required to support major exercises. The Government will provide a minimum one (1) week notice prior to any weekend exercises.

What is the scope of the "operations" activities and requirements? Key operations are exercises that need the system to be run and maintained outside normal site operating hours.

64 Section L, Part A, Para 3.0

The table for Page Limit and Copies Required show 10 pages for the "Past Performance Cross Reference Matrix.

However, this matrix is not called out as a requirement in the past performance instructions (Part B, Para 3.1).

Will the Government please clarify this requirement and/or the page limit for past performance?

These are recommended, not required page limitations.

RFP Narrative Question Government Response

65 Section L, Part B, Para 3.1

Section L requires offerors to complete the Attachment P3, Past Performance Information Form (PPIF) for each past performance reference. It further states, "The Offeror shall provide a narrative on each Past Performance Information form in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy criteria specified in Section M, Section B, Paragraph 3.0 of the solicitation." However, the Contract Effort Description field on the PPIF only allows approximately 1/4 of a page of information.
