8 Draft RFP Given that the previous solicitation was contracted via SEAPORT through a different contracting agency, and COVID travel and face-to-face meeting limitations, non-incumbent seem to be at an unusually large disadvantage in trying to better understand the work. In view of this, do you anticipate hosting an industry day, either in person or virtual? Other agencies have been able to conduct successful in person Industry Days with sound distancing and other safety measures in place.
The Government does not plan to hold any further industry days.
The most recent Industry Day (15 April 2020) was cancelled due to
COVID; however, one-on-one meetings were conducted for this particular package during the Industry Day held on 5 April 2019

17 LIST OF APPLICABLE WAGE DETERMINATIONS FASCFAC.docx" includes
AWDs for locations identified as “travel locations” in paragraph 3.1.5.1 of the Draft SOW. Specifically, Bridgeport, CA (Mono County), Yuma, AZ
(Yuma County), Camp Lejeune, NC (Onslow County), Quantico, VA (Prince
William County). The Draft SOW and Cost Summary Spreadsheet indicate that no engineering technicians are permanently sited at these travel locations and thus these AWDs not applicable. As a related matter, the AWD for Craven County, NC should be listed for the permanently sited engineering technician at MCAS Cherry Point.
The WDs will be updated in the Final RFP.

18 Draft SOW, paragraph 3.1.2 lists the paragraph 3.1.5.1 “travel locations”
Jacksonville, NC (Camp Lejeune) and Quantico, VA. Is this correct as other “travel locations” (Bridgeport, CA and Yuma, AZ) are not included in paragraph 3.1.2.
Yuma, AZ, Bridgeport, CA, and Quantico, VA are travel locations.
19 Draft SOW, paragraph 3.1.4.1 implies that the supported sites are standard 40-hour work week facilities. Is it true that a number of the supported sites are continually operated 24/7 facilities?
Yes
20 Draft SOW, paragraph 3.1.5.1 lists NAWCAD Patuxent River, MD as a
“travel location.” Is this correct?
Yes
21 Draft SOW, paragraph 3.3.1.2 establishes the requirement for at least one (1) off-duty Contractor to support on-call maintenance and operations during the emergency. Will the government pay the engineering technician while she/he is in a work status waiting to be recalled? The use of the phrase “off-duty” is somewhat of a misnomer as this engineering technician must be physically/mentally prepared for recall.
No
22 Draft SOW, paragraphs 3.3.4.4 and 3.3.4.6 discuss preventative maintenance for Yuma and Quantico. Although it appears that the preventative maintenance for these “travel locations” is on the same monthly basis, these paragraphs establish differing requirements. Are the IRSS systems at Yuma and Quantico of different complexities?
The complexities of the system are the same, the usage of the system is different.
23 Draft SOW, paragraph 3.2.2.2 Table indicates 12 engineering technicians
VI. Draft SOW paragraph 3.4.2, Table indicates 11 engineering technicians VI. “P1_(Cost_Summary_Spreadsheet).xlsx” indicates 12 engineering technicians VI. Please reconcile engineering technician VI quantities.
Please see Final RFP for clarification.
24 Under Section 3.4.8, the labor category descriptions in the RFP for the “Engineering Technicians, Except Drafters, All Other

3029, SCA 30085
