Question # Document Para Question Answer

1 Draft PBSOW 3.3.2.1.56

The Draft PBSOW states "The Contractor shall ensure that its employees are equipped with the necessary hand tools and personal safety equipment required to perform their duties."

However, its requested by the Government to report per 3.3.2.1.62.5 "All required SE, tools, production tooling and test equipment". We are used to all tools being supplied by Government for accountability and standardization. Does the Government propose that the contractor and its employees each provide their own tools?

The Government will be providing the required hand tools. The Final PBSOW will be updated to correct this discrepancy in paragraph 3.3.2.1.56.

2 Draft PBSOW 3.3.2.1.44

The Draft PBSOW states "The Contractor shall establish a Functional Check Flight (FCF) Program IAW COMNAVAIRFORINST 4790.2." Does the Government expect the contractor to perform FCFs and if so, we are unable to locate any pilot or crewmember positions. Please clarify.

The Contractor shall support the Functional Check Flights (FCF) line functions; however, the contractor will not be performing any of the aircraft functions.

3 Draft PBSOW 3.3.2.2.3.1, 3.5.2.13

The term Site Manager is used in paragraph 3.3.2.2.3.1 and 3.5.2.13; however, the term Group Manager is used through the PBSOW. Since the effort may include work at two or more locations, it is unclear if the Site Manager is different from the Group Manager. Is the term Site Manager synonymous with the term Group Manager?

Yes, the term Site Manager is synonymous with the term Group Manager.

4 Draft PBSOW 3.1.4.3.2

Paragraph 3.1.4.3.2 states "The contractor shall be able to support operations 24 hrs per day as required by the MO/COR"; however, paragraph 3.1.4 delineates normal coverage between the hours of 0600-2230. Since the PBSOW stipulates the number of FTEs and position assignments required to perform normal operations, to include outlining various surge, emergency, special RDT&E, overtime, etc. requirements, it is unclear what constitutes “required by the MO/COR”. Is the intent of paragraph 3.1.4.3.2 simply to support (extend) operations defined throughout the PBSOW, or is the Government requesting additional support without drawing from “normal” operations?

Although there is a requirement to support baseline schedule, circumstances may dictate/require support to be reallocated from within the current limitations of the

PBSOW.

5 Draft PBSOW 3.1.8.6 Paragraph 3.1.8.6 states “… the Contractor’s ability to assume the flight operations,…”. Are there any flight crew (rated or non-rated) position responsibilities associated with this effort?

No, there are no flight crew position responsibilities associated with this effort.

6 Draft PBSOW 3.2.2.1.3

Paragraph 3.2.2.1.3 states “…personnel assigned to support the HMX-1 EFD, Quantico, Virginia, possess a current Top-Secret YW clearance prior to assignment.” Since the YW clearance is only provided to people/positions that require access (a Tool Room attendant or Engineer working at 274 would more than likely not be required to travel to HMX-1); thus, it is unclear as to who the contractor has to ensure has the YW clearance for access at HMX-1.

Can the Government stipulate what positions may be assigned to support the HMX-1 assignment?

Security requirements per labor category are outlined in the PBSOW.

7 Draft PBSOW 3.3.2.1.1 There is no SOC or SCA code assigned to the DER/DAR. Does the Government have a code or guideline for which the contractor should follow?

No, there are no direct SOC/SCA aligned descriptions for this position.

N0042118R0042 Presidential Helicopter

8 Draft PBSOW 3.3.2.1.1

The Avionics Technician (AT) is coded as an SOC 49-2091/SCA 23183. The AT requires longer schools, higher clearances, access to encrypted equipment and handling of explosive devises (CADs and Countermeasures). The AT is an aircraft technician; he/she works on the aircraft in similar fashion as the aircraft mechanic. The AT performs the same inspections, troubleshoots advanced systems, services the aircraft, and performs scheduled and unscheduled maintenance similar to the aircraft mechanic. The SAC code listed in the PBSOW compensates the AT at far less than what the position should be. In fact, the GSE worker (23382), who does not work on the aircraft is compensated at a higher rate than that of the AT. The SCA directory of occupations defines the 23183 position, but this is geared towards an Industrial and Commercial Electrical Technician – not an Aircraft Electrician/Technician.

Because of the education, experience, duties and responsibilities synonymous with the AT, we believe the AT should be coded with the mechanics as a 23021, 23022 or 23023. Revising the codes/rates will assist in employee retention and program knowledge. Will the Government revise the codes to align them more with the aviation maintenance aspect and industry standards (23021, 23022, 23023)?

No. The SCA code for Avionic Technician will remain 23183.

9 Draft PBSOW 3.3.2.1.1

Engineering Tech, Journeyman. Similar to the AT described above, the SOC/SCA code synonymous with this position does not necessarily correlate with the aircraft/aviation industry, nor does it correlate with the industry (aviation) compensation standards. Will the Government consider revising the position codes to better align it with the aviation sector?

No. The Engineering Technician III SCA code was remain 30083. The Engineering Technician IV SCA code will remain 30084.

10 Draft PBSOW 3.3.2.1.6.1 The Draft PBSOW states “… shall be designated in writing by the Program Manager…”. Does this refer to the Contractor’s or USG Program Manager?

This paragraph refers to the Contractor's Program Manager. The Final PBSOW will be revised to specify this requirement.

11 Draft PBSOW 3.3.2.1.10 This paragraph speaks to aircraft unscheduled maintenance; however, the term “preventative maintenance” is used in conjunction with the unscheduled definition. Can the government confirm if this is a type-o?

Yes, this is an error in the Draft PBSOW. The Final PBSOW will be revised to correct this error.

12 Draft PBSOW 3.3.2.1.29

The Draft PBSOW states "The Contractor shall provide its personnel protective equipment."

The list of aviation PPE can be quite extensive. Additionally, every operating site has differ requirements for different operations. This information is needed for accurate pricing.

Can/will the Government provide a list of PPE provided by the Government (if any) and the PPE required per site?

A list of PPE provided by the Government is provided in paragraphs 3.3.2.1.55 and 3.3.2.1.62.

13 Draft PBSOW 3.3.2.1.34.1

The Government requires “All Contractor employees shall complete Environment Awareness Training within 30 days after award.” However, CDRL A007 Transition Strategy requires the transition plan to be submitted 180 days of contract award; thus it is unclear as to how the contractor can complete environmental awareness training within 30 days of award if the plan is due 180 post award. Can the government confirm when the environmental awareness training should be completed?

The Contractor employees shall complete Environmental Awareness Training within 30 days after award. CDRL A007 is a Transition Exit Strategy and is to be submitted 30 days before contract expiration. The Final PBSOW will be revised accordingly.

14 Draft PBSOW 3.3.2.1.34.2

The Draft PBSOW states "All Contractor employees shall be briefed on local Environmental Policy Statements and the Environmental Policy Statement is to be posted in various locations within the on-station work place." Will the Government please confirm who is responsible for providing the briefing?

The Contractor is responsible for providing the briefing.

15 Draft PBSOW 3.3.2.1.34.8

The Draft PBSOW states "The Contractor is responsible for the proper handling, use, storage and transportation to designated storage areas for disposal of all hazardous material/waste IAW pertinent regulations and local instructions." The hazardous materials regulations have changed significantly over the last several years; thus transportation of HAZMAT on public roads requires various DOT certifications. Can the Government confirm that “transportation” to the designated disposal locations are aboard the facility?

The transportation to the designated disposal location are only aboard the facility.

16 Draft PBSOW 3.3.2.1.36 The Draft PBSOW states "“maintain current Airfield Vehicle Operator training in accordance with NASPAXRIVINST 3721.2." Is the Government providing the initial airfield vehicle training?

Yes, NAS Patuxent River Base OP's conduct airfield training.

17 Draft PBSOW 3.3.2.1.44

The contractor shall establish a Functional Check Flight (FCF) Program. Since we do not see any requirements list for rated or non-rated crewmembers, and since the NAMP is used as a reference, we are unclear as to the exact requirement. The NAMP establishes MC and QA documentation and briefing requirements; hence, a ground support FCF requirement is already in place (following the NAMP). Can the Government please clarify if there is a flight FCF support requirement, or simply a ground FCF support requirement (NAMP).

The requirement is for a ground FCF support requirement

(NAMP).

18 Draft PBSOW 3.3.2.1.46

The Draft PBSOW states "The Contractor shall ensure that local safety requirements are observed by Contractor employees while traveling, working, or using equipment on a Navy installation. If conflicts arise, they shall be referred to the MO/COR for resolution." The intent of “while traveling, working, or using equipment on a Navy installation” is confusing. Does this paragraph pertain to hydraulic contamination, a hyd cart, or what?

The Final PBSOW will be revised to read "Hydraulic Contamination: The Contractor shall establish a Hydraulic Contamination surveillance program IAW DCMAINST

8210.1 series and NAVAIR-01-1A-17. If conflicts arise, they shall be referred to the MO for resolution."

19 Draft PBSOW 3.3.2.1.50 The Draft PBSOW states “wearing protective clothing (PPE) and working in approved areas.”

Does the Government provide any corrosion control and/or respiration PPE?

A list of PPE provided by the Government is provided in paragraphs 3.3.2.1.55 and 3.3.2.1.62.

20 Draft PBSOW 3.3.2.1.55.2.4 The Draft PBSOW states "Aircrew personal survival equipment on a check-out basis." What is the purpose of providing personal survival equipment? Is there an air crew requirement or is this simply for maintenance personnel accompanying the aircraft in flight for testing, etc.?

The survival equipment listed in paragraph 3.3.2.1.55.2.4 is supported and maintained by the Aviation Life Support Systems (ALSS) Specialist (paragraph 3.5.2.4) as outlined in paragraph 3.3.2.1.54 RDT&E Aviation Life Support Systems

(ALSS).

21 Draft PBSOW 3.3.2.1.56 The Draft PBSOW states “The Contractor’s common hand tools shall be clearly identified maintained and stored.” Can the Government provide a list of the common hand tools required?

The Government will be providing the required hand tools. The Final PBSOW will be updated to correct this discrepancy in paragraph 3.3.2.1.56.

22 Draft PBSOW 3.3.2.1.56.5

The Draft PBSOW states “Using IT resources to print any personal or union business materials is specifically prohibited.” The term Union implies there is a CBA in place. For purposes of putting together an accurate pricing mechanism, access to the current CBA is required. Will the Government please provide the current CBA?

There is no current CBA.

23 Draft PBSOW 3.3.2.1.58.1

The Draft PBSOW states, "In no case will the Government certify Contractor personnel."

Certain NAMPSOPS and certifications require a training syllabus, selection and assignment by the AMO and QAO. If the Government will not certify contractor personnel, is the contractor required to maintain a completely separate training system (other than T&R and/or

MATMEP).

The Contractor's training plans are outlined in DCMAINST

8210.1 SERIES.

24 Draft PBSOW 3.3.2.1.65.1

The Draft PBSOW states, "The Contractor shall prepare aircrew designation letters, NATOPS certifications forms for aircrew, instrument rating forms for aircrew, general correspondence, and serialized letters in accordance with current OPNAV 3710 series instructions.” We are unable to ascertain the aircrew requirements in the PBSOW. Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

25 Draft PBSOW 3.3.2.1.65.5 The Draft PBSOW states, "The Contractor shall provide support in obtaining flight authorization for individuals in the form of creation and maintenance of individual flight personnel records." Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

26 Draft PBSOW 3.3.2.1.65.6 The Draft PBSOW states, “The Contractor shall process and track required information for maintaining pilot/copilot currency in their designated aircraft.” Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

27 Draft PBSOW 3.3.2.1.65.8

The Draft PBSOW states, "The Contractor shall coordinate qualification and documentation of annual Aircrew Coordination Training in accordance with OPNAVINST 3710.7 series, and provide timely training schedule information to aircrew to ensure Aircrew Coordination training requirements are satisfied." Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

28 Draft PBSOW 3.3.2.1.65.9 The Draft PBSOW states, "Crew Resource Management: Coordinate qualification and documentation of annual CRM Training per OPNAVINST 3710.7 series.” Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

29 Draft PBSOW 3.3.2.1.65.10 The Draft PBSOW states, "The Contractor shall utilize the Flight Information Scheduling and Tracking system (FIST), and support shall include all aspects of the system and not be limited to the flight schedule portion.” Can the Government please define the aircrew requirement?

This PBSOW does not have an aircrew requirement.

Paragraph 3.3.2.1.65.1 are some of the duties that an Aircraft/Aircrew Scheduler/Coordinator would accomplish.

30 Draft PBSOW 3.3.2.2.1 Avionic Technician: We feel the AT’s SCA code cited in this section is not within industry standards. Will the Government revise the code to align it more with the aviation maintenance aspect and industry standard (23021, 23022, 23023)?

No. The SCA code for Avionic Technician will remain 23183.

31 Draft PBSOW 3.3.2.2.2.2

The Draft PBSOW states, "Contractor personnel authorized to certify completion of tasks shall be designated in writing by the Program Manager and the written designation made available to the MO/COR upon request." Is the Program Manager referenced in this section a USG official, or a Contractor PM or Contractor Group Manager?

The Program Manager referenced in this paragraph is the Contractor's Program Manager. The Final PBSOW will be revised to specify this requirement.

32 Draft PBSOW 3.3.2.2.6.1

The Draft PBSOW states, “All Contractor employees shall complete Environment Awareness Training within 30 days after award.” CDRL A007 (Transition Strategy) requires the transition plan to be submitted 180 days after contract award; thus it is unclear as to how the contractor can complete environmental awareness training within 30 days of award if the transition plan is due 180 post award.

33 Draft PBSOW 3.3.2.2.7

The Draft PBSOW states, "In-Service Aircraft Refurbishment: The Contractor shall safely perform aircraft preparation, painting, and detailing of in-service aircraft being modified under minimal supervision ensuring strict compliance with quality specifications." Since the requirements associated with aircraft painting differ substantially by area size (spot painting), (components – paint booth), (aircraft/sections – paint booth / forced air) (etc.), can the Government confirm what type of painting is required (small spot paining, component painting, entire aircraft or sections)?

The type of painting required is small spot painting, component painting, entire aircraft and/or section painting.

34 Draft PBSOW 3.3.2.3.2

We do not see Avionics/Electrical personnel listed in this support arena (Integrated Maintenance Concept/Program (IMC/P) Periodic Maintenance Inspection (PMI) requirements assigned to the PMA-274 Program Office in support of the VH-92A). Can the Government verify Avionics Technicians are not required in this support aspect?

Avionics personnel is required for Aircraft Integrated Maintenance Concept/Program (IMC/P) Operations Support. The Final PBSOW will be revised to include the Avionic Technician labor category under paragraph 3.3.2.3.2.

35 Draft PBSOW 3.3.2.3.4.1

The Draft PBSOW states, “Contractor personnel authorized to certify completion of maintenance shall be designated in writing by the Program Manager…” Is the Program Manager referenced in this section a USG official, or a Contractor PM or Contractor Group Manager?

This paragraph refers to the Contractor's Program Manager. The Final PBSOW will be revised to specify this requirement.

36 Draft PBSOW 3.3.2.3.4.13

The Draft PBSOW states, “The Contractor shall oversee the operation of an aircraft engine test cell ensuring testing and validation of engine performance.” The terminology “oversee the operation of a test cell” is a bit confusing. Is the requirement to oversee the test cell (Test Cell Supervisor) or to assist in the operation and troubleshooting of engines in the test cell?

The requirement isn't to oversee the test cell. The Final PBSOW will be revised to change the term "oversee" to "support".

37 Draft PBSOW 3.3.2.3.4.14 Aircraft Refurbishment (Corrosion Control, Stripping and Painting Operations). Can the Government confirm what type of painting is required (small spot paining, component painting, entire aircraft or sections)?

The type of painting required is small spot painting, component painting, entire aircraft and/or section painting.

38 Draft PBSOW Table B, Page

Quality Control Plan CDRL A001. This requirement is duplicated in the same Table B. Can the government confirm this is a duplicate line entry?

CDRL A001 was erroneously listed twice in Table B. This will be corrected on the final PBSOW.

39 Draft PBSOW 3.3.2.1.1

Engineering Technician: This same paragraph sub-section 3.5.2.15 lists an Engineering Tech, Journeyman (SCA 30083); however there is no Engineering Tech IV (SCA 30084) as listed in PBSOW paragraph 3.5.1. Should the Engineering Technician listed in 3.3.2.1.1 (3.5.2.6) be listed as a Tech IV and only listed with an SCA code of 30084?

Engineering Technician III (SCA 30083) and Engineering Technician IV (SCA 30084) are both applicable labor categories. The Final PBSOW will be corrected to correct this discrepancy.
