Question # Document Para Question Answer
1 RFP
Section L, Part B, para 1.3.3
The Government requires both Key and Non‐Key personnel to possess a TS‐YW clearance on Day 1. This requirement appears to present an unfair competitive advantage to the incumbent, as non‐incumbents would not have staff with a current YW unless their current staff are working a program requiring the YW access designation. Would the Government consider changing the requirement to hold a YW from "Day 1" to "within 3 weeks of contract award"? In our experience we have found that personnel who have a current TS are able to be granted YW access within that reasonable timeframe if not sooner.
No. The clearance requirements are as written. Due to program requirements, having cleared TS‐YW personnel on Day 1 of performance start date is a hard requirement and will not be revised. Without the appropriate clearances outlined in the RFP, contractor employees are not able to access the equipment or enter into the required spaces on the installation, essentially restricting the awardee from performing any of the performance tasks. However, there will be a 30 day transition period prior to the performance start date.

General Question
Will the Government please confirm that a foreign owned company is eligible to bid this solicitation as a Prime or member of a Joint Venture?
A foreign owned company may bid on this solicition as a Prime or member of a Joint Venture if the foreign country is a qualifying country and the company is eligible and registered to do business with the U.S.
Government.
3 PBSOW
para 3.5.1.2, 3.5.1.3, 3.5.1.4, 3.5.1.6
Due to the specific maintenance experience required for the key labor categories of Group Manager, Maintenance Manager, Integrated Maintenance Concept/Plan (IMC/P) Coordinator/Logistics Analyst, NALCOMIS Database Administrator (DBA/A)/Logs and Records, would the Government consider allowing an aviation or engineering degree in lieu of a business or management degree for these positions?
No. The degree requirements are as written and the PBSOW will not be revised.
4 QASP Enclosure (1) Attachment 2 of the Solicitation titled QASP, has an Enclosure (1), Maintenance Performance Standards, para 1.1 is titled "Presidential Helicopter Support Facility (PHSF)".
Are there supposed to be other tables for other locations?
QASP, Enclosure (1), para 1.1 will be revised to include HMX‐1 EFD, Quantico, Virginia.
5 QASP Enclosure (1)
Under "SOW Task Description", "Maintain/Correct aircraft material condition..." has an associated "Surveillance Level" entry that reads "GIO verifies RA reports, averages RA percentages and enters on monthly RA report. However, Enclosure 2, para 2.2.1 does not list an "RA" metric. A search of the PBSOW and Solicitation did not identify any abbreviation for "RA". Is it intended to be "RFT"?
Yes. The Surveillance Method should read "GIO verifies daily RFT reports, averages RFT percentages and enters on monthly RFT report." The QASP will be revised accordingly.
6 QASP Enclosure (4)
Attachment 2 of Solicitation titled QASP, has an Enclosure 4; the last block of the page 1 of that form has an untitled block with the following statement "As per enclosure one of the QASP, the contractor was graded on the following metrics:" and then lists 6 elements to be "graded". A review of Enclosure 1 lists only 4 elements to be graded; only 3 match the description listed in enclosure 4 of the QASP. Which enclosure lists the correct metrics, Enclosure (1) or Enclosure (4)?
Enclosure (1) lists the performance standards. The untitled block on Enclosure (4) is sample language; this block will be utilized for any written details that may be needed during the assessment. However, the sample language in Enclosure (4) will be revised to align with Enclosure (1) performance standards.
7 QASP para 12.
Attachment 2 of the Solicitation titled QASP, para 12, last sentence reads "The contractor's performance will be documented on the Monthly COR/GIO Monthly Report". Is the report mentioned supposed to be enclosure (4), titled "MAINTENANCE OFFICER/QUALITY ASSURANCE OFFICER'S MONTHLY REPORT"? If this is a different report, will a blank version be added to the QASP?
Yes. The report mentioned in Paragraph 12 of the QASP is Enclosure (4), titled "MAINTENANCE OFFICER/QUALITY
ASSURANCE OFFICER'S MONTHLY REPORT".
