About this file
This document contains questions and answers related to a draft Performance Based Statement of Work for contractor logistics support, research, development, test, and evaluation, engineering services, and aircraft maintenance services in support of the Presidential Helicopters Program Office. Services are required for designated aircraft and questions were submitted regarding clarifications to the statement of work, cost proposal templates, and distribution statements on data items. Responses updated the statement of work, added columns to the cost proposal template to capture out-year escalation and subcontractor indirect rates, and revised distribution statements and delivery frequencies on some data items.

Question # Document Para Question Answer
1 PBSOW
3.3.2.3.4.11-
3.3.2.3.4.23.2 Pages 60-63
The PBSOW number sequence jumps from 3.3.2.3.10.2 to 3.3.2.3.4.11 (Aircraft Compass Calibration Program) and continues in sequential order through 3.3.2.3.4.23.2 (Oil Sample).
Should the offeror assume that the change in number sequence is a typo and PBSOW paragraphs numbered 3.3.2.3.4.11 through 3.3.2.3.4.23.2 are meant to fall at the appropriate level under paragraph 3.3.2.3.10 (Unscheduled Inspections / Special Requirements)?
The paragraph numbering has been corrected and the revised PBSOW is incorporated in Solicitation Amendment 0001.

CDRLs A001-A007, Block 7 have been revised to "LT".

Attachment P-
Cost Type Tab
The instructions tab within the P3 states “Within the work sheet any cell colored "blue" contains a formula and should not be edited”; however, columns K “Year 2”, M “Year 3”, O “Year 4”, and P “Year 5” formula’s reference column G “Rate”.
Would the Government update the P3 with a separate “Rate” column for each year and correct the formulas in columns K “Year 2”, M “Year 3”, O “Year 4”, and P “Year 5” to account for escalation?
Attachment P-3 has been revised to include a separate "Rate" column for each year and correct the formulas.

Attachment P-
Cost Type Tab
The Cost Type tab of the P3 does not capture the Overtime by labor category and hours by year (CLIN 1008) outlined in the Solicitation Section L - 3.5.2. Labor Hours.
Would the Government update the P3 to capture the Overtime by labor category and hours by year for CLIN 1008, as well?
Overtime, CLIN 0008, is captured on P-3 starting on row 415.
Attachment P-
Cost Type Tab
Would the Government confirm the assumption that offerors can modify the cost type tab to accommodate for their accounting system method of applying indirect burdens ?
Yes. Offerors can modify the cost type tab to accommodate for their accounting system method of applying indirect burdens.
Attachment P-
Cost Type Tab
Page 76 of the RFP under VOLUME 3: COST/PRICE PROPOSAL states “If subcontractors are proposed, they shall provide the same information required for the prime contractor unless otherwise noted below.” The cost type tab in P3 currently allows only Prime to show our indirect rate burdens (fringe, OH and G&A) on prime labor.
Does the Government expect subcontractors to modify P3 to show their indirect rate burdens (fringe, OH and G&A) for labor under the subcontractor section which is highlighted in yellow?
If subcontractors are proposed, the subcontractor shall provide a separate P-3 submittal with their indirect rates broken out. The Prime's P-3 submittal shall contain subcontractor fully-burdened rates.
