SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
AMENDMENT 0002
Changes made to Solicitation N00421-18-R-0003 and responses to questions from industry via Amendment 0002 are outlined below. The proposals due date and submission time have not changed; all submissions shall be in accordance with Block 9 of the Solicitation cover page.
Questions and Answers
Q1: Please clarify the definition of “overtime”: Is it defined as any pay over 40 hours a week or the DoL definition
(i.e. overtime pay for hours worked over 40 in a workweek at a rate not less than time and one-half their regular rates of pay defined as time and a half pay)?
A1: In accordance with FAR 2.101, “Overtime” means time worked by a contractor's employee in excess of the employee's normal workweek. This solicitation does not authorize the use of overtime.
Q2: Please provide examples of “interdisciplinary” engineering degrees.
A2: Interdisciplinary engineering degrees are those that do not fall into the main engineering categories and are a combination of two or more engineering disciplines.
Q3: The qualification substitution chart provides standard experience/education substitutions. Candidates with an associate’s degree may add work experience to substitute for a bachelor’s degree. Can candidates with an associate’s degree add work experience to substitute for a master’s degree and if so, how many years are required?
A3: No, candidates may not substitute a Master's Degree with an Associate's Degree and additional work experience.
Q4: There is an inconsistent qualification shown in the RFP for SOC Code 17-2061, Computer Hardware Engineer.
According to the Bureau of Labor Statistics (BLS), the degree for a Computer Hardware Engineer includes
Electrical Engineering, Computer Engineering, and Computer Science. The RFP only lists Computer Science as a qualifying B.S. degree. This limitation is inconsistent with the BLS and would severely limit the candidates that we could bid in those junior, journeyman, and senior slots. Can the government please confirm that the BLS supersedes the RFP?
A4: In Section C, Section 3.4.7(a) and (b), the SOC Code 17-2061, Computer Hardware Engineer has been updated in accordance with the Bureau of Labor Statistics (BLS). As of Amendment 0002, the Government updated the description for the degree for a Computer Hardware Engineer to include “Bachelor degree in computer science, computer engineering, or engineering.”
Q5: There is OCONUS travel identified. Will there be a requirement of a Letter of Authorization in the
Synchronized Predeployment and Operational Tracker (SPOT) system? If so, will the appropriate 5152.225-5908
Government Furnished Contractor Support (May 2012) clause be incorporated?
A5: A Letter of Authorization in the Synchronized Predeployment and Operational Tracker (SPOT) system will not be necessary as the locations do not require it. Please refer to Section C, PWS/SOW Paragraph 3.1.5.1.2 for the
OCONUS locations.
Q6: Will the Government consider a Cyber degree as an engineering degree?
A6: No, Cyber degrees are not considered an engineering degree.
Q7: The instructions state that Offerors are to provide a written narrative of our proposed understanding and capability to perform the requirements of the PWS/SOW EXCEPT for paragraphs 3.3.1.1, 3.3.1.2, 3.3.1.3, 3.3.1.4, 3.3.2.1, 3.3.2.2, 3.3.2.3, and 3.3.3.2. Using 3.3.1.3 as an example, on page 31 of the PWS/SOW, there are two sub-paragraphs to 3.3.1.3: 3.3.1.3.1 and 3.3.1.3.2. Is it the government’s intent that Offerors are not to respond to the sub-paragraphs of the excepted paragraphs listed in L.1.1.1.1?
A7: Section L, Part B, Volume 1, Sub-Paragraph 1.1.1 has been updated as of Amendment 0002 with the following language, “The instructions state that Offerors are to provide a written narrative of their proposed understanding and capability to perform the requirements of the PWS/SOW EXCEPT for paragraphs and any of their associated subparagraphs 3.3.1.1, 3.3.1.2, 3.3.1.3, 3.3.1.4, 3.3.2.1, 3.3.2.2, 3.3.2.3, and 3.3.3.2."
Q8: Due to the number of changes, will proposals be extended?
A8: The proposal due date and submission time remains unchanged.
Q9: Please clarify the following statement: “The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, section, and element, etc. in the
Offeror’s proposal.”
A9: Section L, Part A, Volume 3.0 Proposal Content and Volumes, Paragraph 3.1 has been updated as of
Amendment 0002
From -
“The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, section, and element, etc., in the Offeror’s proposal.”
To -
“The proposal information instructions are structured by paragraph numbers where first and second parts to the volume and paragraph/subparagraph in the Offeror’s proposal.”
The chart, also, updated the second column title from “Section” to “Paragraph/Subparagraph.”
Q10: Part A L.3.1 states that “proposal information must be structured such that its Volume and paragraph number matches the Proposal Instructions Volume and paragraph number provided in section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs.” Given that we will be providing a detailed description of our approach and step by step procedures for three specific tasks (i.e. C5ISR Systems
Engineering Support, C5ISR Integration Support, and ISEA and Logistics Support, plus their associated subtasks), we find it difficult to align our response to the numbering provided in Part B L.1.1.1. Specifically, aligning our response to L.1.1.1.1.1, L.1.1.1.1.2, and L.1.1.1.2. Can the government please clarify or provide guidance as to how
Offerors should structure responses to be in conformance with Part A L.3.1?
A10: Part A L.3.1 directs Offerors to structure its proposal information in which its Proposal’s Volume and paragraph numbers correspond with the structure of the Solicitation. The purpose of this is for evaluation purposes.
This structure allows a cross reference between the Proposal and the required Section L information to be submitted.
In situation in which Offeror’s response apply to multiple Section L paragraphs, the Offeror’s may structure its response accordingly to ensure the information required by the Solicitation is provided. An example of how
Offeror’s could approach this situation is as follows but not limited to:
L 1.1.1.1.1 through L 1.1.1.1.2:
a) PWS/SOW paragraph 3.3.X.X
b) PWS/SOW paragraph 3.3.X.X
c) PWS/SOW paragraph 3.3.X.X
Additional Changes made by the Government:
1. Section C: C-TXT-ECMRA REQUIRED ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING
APPLICATION (ECMRA) INFORMATION (NOV 2017) has been updated to include “Mission Systems
Engineering” as the [NAMED COMPONENT] as of Amendment 0002.
2. Section F: 5252.247-9505 Technical Data and Information (NAVAIR) (FEB 1995) lists 5252.201-9501
Designation of Contracting Officer’s Representative (COR)(NAVAIR)(SEP 2012) – ALT I (SEP 2012) in (a)(3).
The Government has corrected the clause to reflect the correct clause 5252.201-9501 DESIGNATION OF
CONTRACTING OFFICER'S REPRESENTATIVE (COR) (NAVAIR)(SEP 2012) as of Amendment 0002.
3. Section G: DFARS 252.232-7006 Wide Area Workflow Payment Instructions (MAY 2013) paragraph (f)(5) has been updated from “Not Applicable” to “COR TBD at time of award”.
4. Section G: G-TXT-PAY Payment Instructions (APR 2018) has been revised to reflect an administrative update as of Amendment 0002.
5. In Section B (B-1 Estimated Rates) and C (Paragraph 3.1.5) where H-1 Restriction on the Direct Charging of
Material NAVAIR 5252.242-9515 (Variation) and H-2 Issuance of Orders Using Streamlined Procedures NAVAIR
5252.216-9540 (Variation) are referenced, the date of the clauses have been removed as of Amendment 0002.
