Minimum Performance Requirements (Threshold) Offeror Proposed Data To Meet The Below Stated Requirements

Aircraft and Aircrew Systems:

Two (2) Ultra High Frequency (UHF) radios with at least one radio capable of Very High Frequency (VHF) transmission, both capable of transmission and reception for line of sight signals.

Oxygen system for sustained operations above 10,000 feet.

Aircraft shall incorporate Night Vision Device (NVD) compatible cockpits to allow for day and night live Terminal Attack Controller (TAC) operations and ordnance delivery. NVDs shall be Contractor provided and be compatible with currently fielded Infrared (IR) marking devices. The contractor, in performance of night time sorties, must be able to conduct IR CCAS, visually acquiring IR marks and strobes using NVD.

Operational ejection seats with FAA accepted training and maintenance program.

Airspeed and Endurance:

300 Knots True Airspeed (KTAS) in threshold ordnance configuration while carrying any external tanks to meet the Endurance Mission Profile, straight path dive delivery profile. Standard Day conditions being at sea level, Altimeter: 29.92 in/Hg at 15 degrees Celsius or 59 degrees Fahrenheit.

Endurance Mission Profile: Assume standard day conditions. While carrying the required threshold ordnance and external stores the aircraft shall launch from airfield from sea level to 4K MSL. Transit 150 nautical miles to desired working area. Maintain a 60-minute time on station in the desired working area at a minimum of 12K MSL.

Conduct a minimum of 4 Dive Delivery Profiles at 300 KTAS in threshold ordnance configuration from altitudes up to 18K MSL without any refueling operations. Aircraft shall have sufficient fuel, following return to base, in order to comply with FAA or OPNAVINST 3710.7 (as appropriate) fuel reserve requirements.

Weapons / Ordnance Light Inert (BDU-33, MK-76) Practice Bombs. The Government’s minimum quantity requirement per aircraft is the capability to carry at least two (2) MK-76/BDU-33’s.

Standard Configuration and Loads (SCL) as per Naval Air (NAVAIR) IFC evaluation.

Ordnance Delivery Profiles

Level attitude from 500 feet Above Ground Level (AGL) to 15,000 feet AGL. Straight path dive delivery of 15 degrees nose low.

Altitude Minimum of 18,000 feet MSL in threshold ordnance configuration.

Targeting Pods (Laser and Video Down Link Capability)

Infrared (IR) Sensor.

Assume standard day meteorological conditions on a clear day or night. IR Sensor shall be mounted to aircraft and interface with aircraft's displays and/or pilot-carried electronic kneeboards/tablets. IR Sensor must be able to detect vehicle size targets during day or night operations from overhead profiles at distances of 8 nautical miles and 15K feet AGL.

Sortie / Mission Requirements

The Contractor shall be able to operate in support of each Task Order at least four (4) aircraft for up to three (3) turns daily (Day and/or Night).

Contractor service platforms shall be able to execute sustained operations for at least fourteen (14) days without interruption.
