Requirements
• Aircraft and Aircrew Systems
Threshold:
– Two (2) Ultra High Frequency (UHF) and Very High Frequency (VHF) unencrypted radios, both capable of transmission and reception for line of sight signals.
– Oxygen system for sustained operations above 10,000 feet.
– Aircraft shall incorporate Night Vision Device (NVD) compatible cockpits to allow for day and night live Terminal Attack Controller (TAC) operations and ordnance delivery. NVDs shall be Contractor provided and be compatible with currently fielded Infrared (IR) marking devices.
Objective:
– Approved Tablets and hand-held (mounted and/or secured) ground radios that are not required to be integrated into the aircraft's missions systems which will allow for execution of Digitally Aided Fires (DAF) and
Contracted Close Air Support (CCAS) with multi-band two-way command data link capability (Adaptive Networking Wideband
Waveform (ANW2), Tactical Targeting Network Technology (TTNT), Variable Message Format (VMF) and/or L16) for correlation and execution.

Requirements (continued)
• Airspeed and Endurance
Threshold:
– 300-500 Knots True Airspeed (KTAS).
– Not including transit to and from the working airspace and while carrying ordnance and external stores in accordance with an approved Naval Air
(NAVAIR) Interim Flight Clearance (IFC) configuration, the aircraft shall be required to maintain 60 minutes tactical time on station without any refueling operations.
Objective:
– 120 minute tactical time on station without any refueling operations
(airborne or on the ground).

– Light Inert (BDU-33, MK-76) Practice Bombs.
– Standard Configuration and Loads (SCL) as per NAVAIR IFC evaluation.

– Forward Firing Unguided Rockets - 2.75 and 5 Inch and/or
– Forward Firing Guns - Pod or airframe internal .50 caliber and above and/or
– Laser Guided Training Round (LGTR)

• Ordnance Delivery Profiles
Threshold:
– Level attitude from 500 feet Above Ground Level (AGL) to 15,000 feet
AGL. Straight path dive delivery of 15 degrees nose low.
– Up to 30 degrees nose low.
• Altitude
Threshold:
– 500 feet AGL to 15,000 feet AGL.
– Higher altitudes, 15,000 to 25,000 AGL capability.

• Targeting Pods (Laser and Video Down Link Capability)
Threshold:
– Electro-Optical (EO) Sensor. EO capability shall be provided by the
Contractor.
– Infrared (IR) Sensor. IR Pods shall be provided by the Contractor.
– One Way Video Down Link, unencrypted in the C, L, and/or Ku Band and/or
– Infrared Laser Marker and/or
– Laser Target Designation and Ranging in the 1064 nanometer wavelength band

• Sortie / Mission Requirements
Threshold:
– The Contractor shall be able to operate at up to two (2) sites simultaneously: one (1) site for USMC with the ability to sortie two (2) aircraft for up to three (3) turns daily; and one (1) site for NAWDC with the ability to sortie four (4) aircraft up to two (2) turns daily (Day and/or
Night).
– Contractor service platforms shall be able to execute sustained operations for five (5) to fourteen (14) days without interruption.
– The Government desires the capability to execute simultaneous operations at three (3) different sites: two (2) sites for USMC with the ability to sortie two (2) aircraft for up to three (3) turns daily at each; and one (1) site for NAWDC with the ability to sortie four (4) aircraft up to two (2) turns daily (Day and/or Night).

– For Live CAS performance, all Contractor aircraft platforms shall be able to obtain a Weapons Danger Zone (WDZ) for one of the straight path dive with threshold munitions or sufficient weapons release data for processing by the USMC and/or United States Navy (USN) in performance of at least one of the straight path dive Threshold munitions. Contractors shall possess proper weapons drop / release approvals and be able to perform required task execution prior to award of a task order for Live CCAS.
– Ordnance allocation will be sourced from Government owned munitions accounts; however, all ordnance shall be approved by the local installation and support in accordance with training needs and local range regulations and local waivers. Ordnance loading/unloading and handling shall be in accordance with NAVAIR IFC stipulations.
