Question: The instructions provided for ES-2, Column B require a unique contract reference number for all contracts proposed as relevant for Past Performance and/or Corporate Experience. Specifically, contractors are instructed to “Utilize P1...Pn for the prime or Team member proposing for this solicitation (regardless if the referenced contract was performed as a Prime or subcontractor), utilize S1...Sn for contractors proposed as subcontractors for this solicitation (regardless if the referenced contract was performed as a prime or subcontractor), and utilize T1...Tn for each team member proposed for this solicitation (only include contract references labeled as T1…Tn where the same Team members previously performed).” Previous iterations of Attachment 2 allowed contractors to use PS1 (principal subcontractor) as a unique contract reference number proposed as relevant for Past Performance and/or Corporate Experience. We recommend allowing PS1/S1 as interchangeable as requiring S1 would require a reprint of Volumes 3 and 4 in their entirety.
Answer: The instructions for ES-2, Column B remain the same in Attachment #2 REV4 as in previous versions.
For Column J, as a team member of the referenced contract, were you a prime or subcontractor? All information requested relates to the Prime Contract Number that is referenced in Column D. For instance, on the referenced contract a JV member prime or a standalone prime would both be labeled (P), and any subcontractor, regardless of size, would be labeled (S).
Column K and L are not affected by the addition of Column J.
