PART A GENERAL INSTRUCTIONS
1. GENERAL
This solicitation effort utilizes the North American Industry Classification Code System (NAICS) code 541330 which has a small business size standard of $15M - $38.5M. This solicitation is being issued on a competitive, 100% Small Business set aside basis, and will be awarded as a Multiple Award Contract (MAC). The Delivery Orders/Task Orders will be competed and may use different evaluation criteria from what is used for the contract award evaluation.
The Offeror is required to submit sufficient information concerning the following areas to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks. The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Government may incorporate any portions of the Offeror’s proposal deemed beneficial to the Government. With the exception of the Price/Cost volume, no cost or pricing information should appear in any volume.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or sub factor clearly may be considered a deficiency. The detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror must comply with all requirements of the Request For Proposal (RFP). Taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal un-awardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency, as defined in FAR 15.001. The Offerors’ must submit an offer/proposal and other information in strict accordance with these instructions. The Offerors’ submission shall be screened by the Procuring Contracting Officer (PCO) or a designee upon receipt to ensure compliance with the instructions contained in the RFP.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 10% of the proposed total labor hours for the contract. “Team Member” is defined as any corporate entity that has agreed to participate in a joint venture formed for the purpose of responding to this solicitation.
ESTIMATED DATE OF AWARD: For proposal purposes the estimated date of award is anticipated to be 14 November 2016. The estimated period of performance is anticipated to commence on date of contract award.
QUESTIONS: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at bonnie.walsh@navy .mil and the Contracting Officer at stephanie.dunlap@navy.mil. Please submit all questions within ten calendar days of the date this solicitation was issued.
1. PROPOSAL FORMAT
Written proposals must be formatted using a Times New Roman 12 point normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs shall be presented in no smaller than a 10 p. font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½-inch grid provides. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented, and shall be no smaller than a Times New Roman 10 point normal font.
The Offeror shall provide one complete copy of the written proposal to the Procuring Contracting Officer (PCO) as electronic files. Files shall be fully compatible with Microsoft Office 2010 or, for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM OR DVD. The Offeror will ensure that the Cost/Price Volume and the Technical Volume are each provided on separate CD-ROM OR DVDs. Each CD-ROM OR DVD is to be labeled for content and the Offeror’s name. If a discrepancy exists between the original paper copy of the proposal and the disk copy, the paper copy will take precedence.
The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the Offeror may add lower tier subparagraphs. The Offeror must provide reasons it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, book, section, and element, etc., in the Offeror’s proposal.
3.0 PROPOSAL CONTENT AND VOLUMES
Each volume of the proposal shall be submitted as one original and additional copies as specified in the table below. The table below supersedes the copies requested in Block 9 of the Standard Form (SF) 33. All volumes of the original proposal shall be delivered to the address provided in Section 4.0 prior to the closing date/time stated in this solicitation. Page limitations for each volume, if any, are also specified in the table below; title and table of contents pages do not count towards the page limit.
Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific Instructions. Page limitations for Annexes, if any, are specified below. The authorized Annexes are summarized in the table below. Proposal pages beyond the specified maximum limit will not be reviewed as part of the evaluation. Offerors are strongly encouraged to use tabs and dividers within volumes in order to facilitate ease of review.

Each volume shall contain the following information:

4.0 PROPOSAL SUBMISSION:
Clearly mark all packages with the solicitation number. The submission date for all Volumes, including Volume 3, Past Performance, shall be no later than the date and time specified in Block 9 of Standard Form 33 of the RFP.
Proposals shall be submitted via United States Postal Service or through a commercial carrier using the address provided below. The Offeror shall not submit proposals by facsimile or electronically via email.

5.0 PROPOSAL PACKAGING:
The Offerors shall package the proposal volumes in cartons or equivalent packaging containers in the most efficient manner possible grouping like volumes to the maximum extent possible. Also each carton shall be single person portable. However, the Master Set, as described below, shall be packaged separately and marked as the Master Set. Each box should include a packing slip detailing the contents to include the volume number, title, and copy number. Also, each box should be stamped or marked ―For Official Use Only‖ and ―Source Selection Information – See FAR-2.101 and 3.104‖. The Master Set shall include all original proposal volumes including the original/signed documents submitted as part of Volume 1 Executive Summary.
6.0 CLASSIFIED DATA
All proposals must be UNCLASSIFIED.

PART B SPECIFIC INSTRUCTIONS
NOTE 1.0 A Multiple Award is an Indefinite Delivery Indefinite Quantity (IDIQ) contract that an agency enters into with two or more sources under the same solicitation. The Government intends to award more than one contract as a result of this solicitation.
NOTE 2.0 In accordance with Clause 52.219-6, this solicitation is identified as a 100% Small Business set-aside and only Small Businesses will be considered for award of this requirement. Proposals from other contractors will not be considered.
1.0 VOLUME 1: EXECUTIVE SUMMARY
Note: This volume shall not contain any reference to cost or price aspects of the offer.
The purpose of the Executive Summary is to provide the evaluators with an overview of the Offeror’s proposal and strategy. The Offeror shall include the following in this volume:
Abstract:
1.1 A concise abstract of the Offeror’s strategy for each of the evaluation criteria contained in the solicitation.
1.2 RESERVED
1.3 Completed and signed SF33 for basic solicitation and each amendment, including completion of any RFP clause or provision that requires a fill-in or response.
1.4 Signed Representations, Certifications and Acknowledgements and/or On Line Representations and Certifications Application (ORCA) reference. The Offeror shall include an OCI disclosure and OCI Mitigation Plans as Annex 1, if applicable based on Offeror’s completion of NAVAIR Provision 5252.209-9511.
1.5 Affirmation of no Exceptions, Deviations or Waivers if Volume 6.0 is not being submitted as part of the proposal.
1.6 Guarantee the length of proposal validity (at least 180 days after proposal submission).
1.7 Provide Offeror’s authorized contact information as required by NAVAIR Clause 5252.201-9502 CONTRACTOR’S AUTHORIZED CONTRACT COORDINATOR AND TECHNICAL LIAISON
1.8 Written consent from principal subcontractors and team members that will allow the Government to coordinate potential past performance and/or cost/price issues with the Offeror.
1.9 CAGE Code, DCMA, DCAA and DFAS for the prime contractor and all proposed subcontractors and team members.
2.0 VOLUME 2: TECHNICAL
Note: This volume shall not contain any reference to cost or price aspects of the offer.
The Offeror shall provide all information and data required to conduct a thorough and complete technical evaluation. The Offeror shall address the following in the proposal:
· Understanding of the Work
· Workforce/Personnel
2.1 Understanding of the Work
Note: In accordance with the Statement of Work (SOW) associated with this solicitation the specified Sample Task and further instructions below, the Offeror shall demonstrate the Offeror’s understanding and capability to perform the requirements of the SOW tasks. Sample Task #1 is provided for evaluation purposes to facilitate basic contract award.
2.1.1 Approach/Sample Task
The Offeror shall provide a written response of the Offeror’s proposed understanding and capability to perform in support of a Program Office the requirements of the sample task identified below. The Offeror shall identify the Offeror’s response as addressing a Government, Fielded, Type/Model/Series (T/M/S) (can apply to multiple T/M/S or a single T/M/S and its included subsystems, post-Milestone C), Commodity, or Weapon System. For purposes of Sample Task #1 the timeframe of accomplishment is 365 days. The sample task response shall include the following:
2.1.1.1 A description of the approach that would be taken to complete the tasking described.
2.1.1.2 A Work Breakdown Structure (WBS) and an associated schedule to support the approach.
2.1.1.3 Briefly discuss any documents required to complete the tasking. The actual document names are not required.
2.1.1.4 A breakdown of the hours proposed to complete the tasking, by labor category, and a description of the duties and responsibilities of each labor category to show how their contributions would lead to the success of the project. Provide a labor total along with justification for the allocated hours, and that proposed personnel are in accordance with minimum labor qualifications.
2.1.1.5 Provide a detailed breakdown of the travel and materials that would be required for this effort.
2.1.2 Sample Task # 1
Program Offices (PO) are required to monitor and sustain the required level of Ready Based Aircraft (RBA) and Ready for Tasking (RFT) Mission Equipment established by the Naval Aviation Enterprise (NAE) to meet Operational Requirements at a reduced cost. The Offeror shall:
a) Explain how the Offeror would analyze the readiness and cost issues that are adversely impacting Fleet performance, explaining what tools and approach(s) the Offeror would use to analyze and identify the root cause issues with their related product support packages, and how you develop courses of action (COAs) to resolve the issues.
b) Explain how the Offeror would track and monitor, the selected COA solution implementation, and the related costs and return on investment (ROI).
c) Explain what tools and approaches would be applied to develop Sustainment Strategies encompassing Analytical Forecasting?
d) Explain what strategies and methodologies would be employed to Data Management strategies, to include integration and expansion of data sources into an analytical process?
e) The Offerors response must clearly articulate how the Offeror would assist NAVAIR in identifying, analyzing, developing, and implementing solutions to NAVAIR’s Top Readiness and Cost degraders in a Performance Based Organic Support environment, in a Performance Based Contractor Logistics Support (CLS) environment, and in a Public Private Partnership (PPP) Performance Based Logistics (PBL) environment.
2.2 Workforce/Personnel
2.2.1 Workforce Qualifications Spreadsheet.
The Offeror shall complete the attached Workforce Qualifications spreadsheet (Attachment #1) for each Key current and contingent hire employee for which key personnel resumes are being submitted. All key contingent hires shall have a letter of intent submitted under Volume 5. The letter of intent is a separate written agreement signed by the potential key employee(s) to work for the Offeror effective at contract award. Subcontractors and team members’ information should be included in the prime contractor’s submission of this document.
2.2.2. Key Personnel Resumes.
For the purposes of evaluation, the contractor shall provide resumes for two personnel for each key labor category identified in Section C of the solicitation that demonstrates the experience and specialized qualifications of each key employee proposed. Resumes shall contain, at a minimum, the following information:
· Employee name
· Years of employment experience in chronological order including narrative description of duties and responsibilities
· Current position, title and employer
· Educational history
· Institution name, degree or certification earned, and year for all degrees or certifications earned
· Current level of security clearance and status (final, interim, or pending)
3.0 VOLUME 3: CORPORATE EXPERIENCE
Note: This volume shall not contain any reference to the price aspects of the offer.
The Offeror shall utilize Attachment #2, (ES-2 Relevant Contract Summary Table and Corporate Experience Tables (CE-1 and CE-3)), to provide information for this volume.
The Offeror shall provide Corporate Experience information for similar programs/contracts with the same CAGE code/DUNS (as referenced in Attachment #2, ES-2). The experience provided shall only relate to corporate experience, which is the experience gained through contracted work at the organization level. The individual experience of the Offeror personnel will not be considered in this Corporate Experience evaluation. The Offeror shall identify contracts performed within 5 years of the RFP release date which contain examples of corporate experience efforts similar to those performed by the Offeror, principal subcontractors, and team members in the solicitation.
The Offeror shall summarize the written proposal by completing Tables CE-1 (Evaluation Area Summary) and CE-3 (Contract Comparative Analysis Summary), provided in Attachment #2 (Corporate Experience Tables). Complete the tables following the instructions provided within the attachment. Submit the tables (ES-2, CE-1and CE-3) within this volume in hard copy as well as electronically (CD-ROM OR DVD). In completing this volume, all contract references shall be numbered the same throughout all of the Offeror’s proposal volumes (i.e. the contracts identified as P1, P2, etc.).
The Government may use information other than that provided by the Offeror in its proposals to verify the Prime Contractor’s Statement of Work.
3.1 Evaluation Area Summary Table
The Offeror shall complete Table ES-2 (Relevant Contract Summary) and CE-1 (Evaluation Area Summary), provided in Attachment #2. The contract references designated in Table ES-2 (Relevant Contract Summary) shall be used in completing Table CE-1. Table CE-1 should provide a list of the Prime’s, principal subcontractors’ and team members’ referenced contracts that provide examples of corporate experience performing tasks similar to those required for evaluation areas 3.2.1 through 3.2.3.

3.2 Evaluation Areas
The Offeror shall provide a separate detailed comparative analysis, within each subparagraph 3.2.1 through 3.2.3, between the Prime’s, principal subcontractors’ and team members’ roles and responsibilities identified in Attachment #2, and the corporate experience requested in the evaluation areas located in subparagraphs 3.2 through 3.2.3.
Within the comparative analysis, the Offeror shall identify its experience in performing each of the following: Sustainment Strategies Encompassing Analytical Forecasting, Data Management Strategies, Readiness and Cost Degraders. The Offeror shall also identify the relevant portions (sections, paragraphs and page numbers) of the referenced contract’s SOW to clearly explain how previous corporate experience can be predictive of future performance and include the Offeror’s experience. The Offeror shall include a detailed description of the deliverables provided to the government associated with each effort.
3.2.1 Sustainment Strategies Encompassing Analytical Forecasting The Offeror shall describe the extent to which the prime’s, principle subcontractors’ and team members’ have worked with the Department of Defense, Navy, or NAVAIR program teams in the area of developing sustainment strategies utilizing analytical forecasting methods. Referenced contracts should demonstrate relevant corporate experience for the entity of the Government, Navy, and/or NAVAIR. Identify any strategies developed, analytical forecasting methods utilized and any products delivered.
3.2.2 Data Management Strategies
The Offeror shall describe the primes, principle subcontractors’ and team members’ experience developing or utilizing Data Management strategies and methodologies. Identify relevant metrics and product Support Elements. Identify any processes developed, strategies implemented or products delivered for each relevant contract.
3.2.3 Readiness and Cost Degraders
The Offeror shall describe the primes, principle subcontractors’ and team members’ experience in identifying, analyzing, developing, and implementing solutions to the Navy’s Top Readiness and Cost Degraders. Identify any processes developed/implemented and products provided for each relevant contract.
3.3 Contract Comparative Analysis
The Offeror shall complete Table CE-3 (Contract Comparative Analysis Summary) provided in Attachment #2. The Table CE-3 should provide a list of the Prime’s, principal subcontractors’ and team members’ referenced contracts that provide examples of corporate experience performing tasks similar to those required for evaluation areas 3.2.1 through 3.2.3. The Offeror shall summarize the detailed comparative analysis provided in subparagraphs 3.2.1 through 3.2.3, utilizing a separate worksheet for each of the evaluation areas located in subparagraphs 3.2.1 through 3.2.3.

4.0 VOLUME 4: PAST PERFORMANCE
Note: This volume shall not contain any reference to the price aspects of the offer.
4.1 General
The Offeror shall identify on the Past Performance Matrix (Attachment #3) any contracts performed within 5 years of the RFP release date which contain efforts similar to those performed by the Offeror, principal subcontractors, and team members in the solicitation (e.g., tasks, complexity, contract type, and contract dollar value). The Offerors shall not reference an Indefinite Delivery/Indefinite Quantity contract without referencing the appropriate task orders containing the effort similar in nature to this requirement. When possible, the Past Performance Matrix should include at least five of the most relevant contracts for the prime contractor, five of the most relevant contracts for each team member, and two of the most relevant contracts for each principal subcontractor. If less than five past performance references are available for a Joint Venture (JV), each JV member may submit up to five references individually in addition to their JV references.
For each contract identified, provide contract data, relevancy, past performance, and systemic improvement information as described below. Demonstrate the relevancy of the Offeror's, principal subcontractors' and team members’ past performance, as well as demonstrated systemic improvements with respect to the solicitation requirements. For each past performance problem identified, describe the status of the demonstrated systemic improvement efforts and, where applicable, demonstrate the impact that the demonstrated systemic improvement effort had on resolving the problem such that it would not reoccur. For contracts that are currently in the Contractor Performance Assessment Reporting System (CPARS), and for which annual reporting has been performed, do not send the past performance questionnaire for services to the customer.
The Past Performance Information Reporting System (PPIRS) will be used to evaluate Past Performance. For contracts that have CPARS Reports or similar reports that are more than six months old (e.g., the completion date is more than six months before the due date for this Past Performance Volume), and for any contracts identified which do not have CPARS Reports or similar reports, the Offeror shall forward a copy of the Past Performance Questionnaire (Attachment #4) to that contract customer’s Program Manager. All questionnaires shall be forwarded within two weeks from the RFP release date with enough lead-time so that responses can be received by the Government concurrently with the Government’s receipt of the Offeror’s Past Performance information submitted as per paragraph 4.1 and 4.2. The Offeror shall include instructions for the customers to send completed questionnaires within two weeks of its receipt via e-mail to Bonnie Walsh, Contract Specialist, at Email bonnie.walsh@navy.mil, thereby allowing the customer approximately two weeks to complete their response. This submittal information is provided at the top of the questionnaires to facilitate the Offeror’s effort in meeting these instructions. The Offeror shall not conduct follow-up actions with regard to this questionnaire. The Government may send any other questionnaires as necessary.
The Offeror shall provide written consent from its principal subcontractors and team members that will allow the Government to coordinate their Past Performance issue(s) with the Offeror. If the Offeror does not submit such written consent, then the Government will address any past performance issues directly with the principal subcontractor or team member and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any principal subcontractors and team members that do not provide such written consent, provide a point of contact (name, address, phone number, and email address) with whom the Government may coordinate these issues and obtain any responses as needed.
The Government may use information other than that provided by the Offeror in its proposals to evaluate past performance. It is incumbent upon the Offeror to explain the relevancy of the data provided by the Offeror. The Government has no duty to search for data to cure the problems it finds in the information provided by the Offeror. The Offeror has the burden of providing thorough and complete past performance information.
4.1.1 Past Performance Information
The Offeror shall provide a brief description of performance in delivering quality services in each of the following areas: 1) meeting technical requirements, i.e., the quality of technical performance, e.g., performing analysis, design, and testing, 2) meeting schedule requirements, i.e., schedule performance, e.g., on time or late delivery, modification of original schedules and reasons for any changes, 3) controlling contract cost, i.e., cost performance, e.g., on time or late delivery, modification of original schedules and reasons for any changes, and 4) managing the contracted effort, i.e., program management, e.g., cooperation with customer, subcontract management.
4.1.2 Systemic Improvement Information
Identify those systemic improvement actions taken to resolve past problems. Describe the techniques, elements, and tools used to correct problems and, if applicable, how these techniques, elements, and tools will be used during this contract.
4.2 Past Performance Data Requirements
Complete Attachment #3 Past Performance Matrix. The instructions for completing Attachment #3 are included in the first worksheet of the attachment.
5.0 VOLUME 5: COST/PRICE.
5.1 Volume Content:
(a) This Volume shall contain the information for Sample Task #1, and shall include a copy of Section B with the CLIN prices, and for evaluation purposes, the total prices filled in for CLINs 0001, 0011 and 0016. In addition, the Offeror shall provide a percentage breakdown of the Offeror’s indirect costs and burdens added to the Sample Task #1 cost/price proposal for all Cost Reimbursable CLINS. Section B prices shall be provided separately as an electronic copy in an Excel format on CD-ROM or DVD media. Within all Excel spreadsheets, the Offeror shall use formulas and functions to the maximum extent possible and avoid using output type “value only” cells. The Offeror shall submit its cost/price proposal for Sample Task #1 utilizing the P6 Cost Summary Spreadsheet (Attachment #6). The Offeror shall submit a fully completed Attachment P6. The Attachment P6 spreadsheet shall be formatted on letter size (8.5 X 11) paper. The proposal shall be unprotected and unlocked, with formulae intact to show mathematical operations.
(b) All cost/price and cost/price supporting information shall be contained in Section B and the cost/price proposal of Sample Task #1. No price or pricing information shall be included in any other volume, including cover letters. The Offeror is responsible for submitting sufficient information to enable the Government to evaluate fully the Offerors cost/price proposal for Sample Task # 1. The Offeror must bid in accordance with its approved cost accounting system.
5.2 Ground Rules and Assumptions:
(a) As this is a competitive acquisition with adequate price competition anticipated, any cost/price documentation requested need not be certified cost or pricing data in accordance with FAR 15.406-2. However, in the event that adequate price competition does not exist after receipt of proposals, the Government may request additional cost or pricing data as necessary from the Offeror, subcontractors and team members may conduct negotiations with the Offeror, pursuant to FAR Part 15.403-4.
(b) The Offeror shall provide sufficient information to support its Sample Task cost/price as well as an explanation of all ground rules and assumptions that impact the cost/price estimates. Any apparent imbalances in the pricing, high or low proposed prices/costs as compared to historical data, or any other anomalies should be fully explained.
NOTE: Specific tasking will be identified at the individual task order level. Cost will be evaluated on each individual task order via NAVAIR clause 5252.216-9535 “TASK ORDERS PROCEDURES (MULTIPLE AWARDS)”.
5.3 Sample Task # 1 Cost/Price Information:
5.3.1 The Offeror shall fully disclose the build-up of cost/price proposed for the Sample Task. The Sample Task contract type is Cost Plus Fixed fee (CPFF), Term Level of Effort (LOE) and cost for any proposed Travel or Material. The period of performance for this Sample Task is 1 year. Offerors must use CLIN 0001 for proposed Labor, CLIN 0011 for Material and CLIN 0016 for Travel as applicable.
5.3.2 When completing Attachment 6 (P6 Cost Summary Spreadsheet), the Offeror (e.g., prime vendor) shall not utilize any fully burdened hourly rates when pricing the direct labor rates of its employees.
5.3.3 Subcontractors and team members shall provide an Attachment 6 delineating the build-up of rates to the Government as applicable.
5.3.4 In preparing the cost/price proposal, the Offeror shall ensure the submittal is easy to understand and includes the following:
5.3.4.1 Reasonableness and Consistency between the Sample Task’s Technical Volume inputs and this Cost/Price Volume. The Offeror shall demonstrate that the total proposed price/cost is reasonable, realistic, and commensurate with the work required in the Sample Task. The Offeror shall explain any inconsistency between promised performance in the sample task and this cost/price volume, as well as any appearance of unbalanced pricing, in the proposal.
5.3.4.2 The Government is not soliciting any investments. However, in order for the Government to properly assess a proposed price/cost that appears low due to a corporate decision to absorb costs, e.g. lower than usual burdens or rates, the Offeror shall fully identify and explain any such investments as applicable.
5.3.4.3 Provide a narrative that addresses any assumptions made during the preparation of the sample tasks cost/price proposal and discuss the basis for the cost elements below listed:
5.3.4.3.1 Direct labor rates by category. The Offeror and proposed subcontractors and team members shall submit labor rates for proposed individuals for Sample Task #1. The Offeror and proposed subcontractors and team members shall provide payroll verification for currently employed proposed personnel and contingent offer letters outlining salary information for contingent hires. Verification of direct labor rates shall be provided for current employees; this could consist of, for example, screen-captures (or equivalent) from the Offeror’s payroll system or a form containing the title, direct labor rate and a signed certification by an authorized representative of the company. Offerors retain discretion with respect to the documentation provided to substantiate the direct labor rates of current employees; however, the Government must be able to calculate the employee’s current hourly rate based on the information provided. If any of the rates utilized by the Offeror or any subcontractor and team members differ from the payroll verification, the Offerors shall provide a justification for the difference. If composite or category averages are proposed, provide a breakdown of how rates are developed. Offerors shall also indicate the number of hours subject to uncompensated overtime. Finally, as applicable, provide a narrative to describe the use of uncompensated overtime.
5.3.4.3.2 Indirect costs (i.e. Overhead, Fringe Benefits, General and Administrative (G&A), etc.), including a description of pools to which indirect rates are applied. If available, the Offeror and proposed subcontractors and team members shall provide the most current DCAA Provisional Billing Rate Approval Letter, DCAA Final Billing Rate Approval Letter, and/or DCAA Forward Pricing Rate Agreement or Recommendation (FPRA/FPRR). If DCAA has not reviewed the rate information for an Offeror or one of its subcontractors or team members, the Offeror shall submit a detailed justification of the proposed indirect rates, including details regarding the basis of estimate that may be helpful to the Government in conducting cost realism analysis. If any of the rates utilized by the Offeror or any subcontractors or team members differ from the DCAA information, a justification shall be provided for the difference, including any supporting cost data (i.e., budget information). Finally, prime contractors and all subcontractors and team members shall provide the last three years of actual indirect information.
5.3.4.3.3 When the Offeror or any subcontractor or team member elects to claim Cost of Money (COM) as an allowable cost, the Offeror shall submit a DD Form 1861 and show the calculations of the proposed amount.
5.3.4.3.4 Profit/Fee: The Offeror, subcontractors and team members shall identify profit/fee rates and total amounts proposed and identify the various cost elements to which the profit/fee is being applied. Profit/fee, rates, as applicable in Section B, shall be clearly distinguishable. Profit/Fee shall not be applied to ODCs.
5.3.4.3.5 Other Direct Costs (ODCs) by specific cost element (i.e. Travel and Material) as applicable to the Sample Task. If it is the Offeror’s accounting practice to apply (and invoice for) burdens to ODCs, then the Offeror shall disclose the proposed ODC amount plus the applicable burdens.
5.3.5 If subcontractors and team members are proposed, provide the same information required for the prime contractor. The cost/price proposal shall be unprotected and unlocked, with formulae intact to show mathematical operations.
5.3.6 If the Offeror requires the use of consultants in its proposal, the consultant cost shall be captured under the labor CLIN not the ODCs CLIN.
5.3.7 As this Sample Task will contain Cost Type CLINs, the Offeror shall also provide documentation verifying that it has a DCAA approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA, pursuant to the requirement at FAR 16.301-3(a)(3). It is the prime contractor’s responsibility to ensure that each subcontractor with a proposed cost-reimbursement subcontract type has an adequate accounting system.
5.4 Use of Government Furnished Property:
If the Offeror proposes/requires the use of Government Furnished Equipment (GFE) or Government Furnished Information (GFI) other than that specified in attachment 10 (Scheduled Government Furnished Property), then the Offeror shall provide:
- A complete description of the required GFE/GFI including part number and serial number, if applicable
- Where the GFE/GFI is to be located.
- The name, organization, and complete address and telephone number of a cognizant Government point of contact.
- In the case of GFE/GFI accountable to other Government contracts, a copy of the correspondence authorizing use of such GFE/GFI on this contract.
- The monetary impact to the Offeror's proposal if the proposed GFE/GFI is not provided as GFE/GFI.
If no additional GFE/GFI/GFP is required, the Offeror shall so state.
6.0 VOLUME 6: EXCEPTIONS, DEVIATIONS AND WAIVERS
In this Volume, the Offeror must certify that it contains all exceptions, deviations, and waivers that the Offeror takes from the provisions of the solicitation and its applicable documents. An “exception” is where an Offeror states it will not comply with a requirement, usually involving contract terms and conditions. A “deviation” is where an Offeror states it will not comply with a requirement but proposes an alternative to meet the intent of the requirement, usually involving a specification. A “waiver” is where an Offeror requests authorization for the Government to accept an item, which will depart from specified requirements, but would nevertheless be considered suitable. Exceptions, deviations, and requests for waivers may cause proposals to be considered deficient. An assumption or condition shall not be considered an exception, deviation, or request for waiver as defined herein.
Provide a detailed description for each exception, deviation, or request for waiver, as applicable. The Offeror shall indicate the Offeror’s difficulty with the applicable requirement and the Offeror’s proposed solution. The Offeror shall specifically identify the portion of the solicitation and the Offeror’s proposal, which are affected. If there are no exceptions, deviations or waivers, the Offeror is permitted to state this in Volume 1, rather than providing a separate document as Volume 6.
L-2 Government-Furnished Information – The following information is being provided to Offerors for the performance of the MAC 5 year ordering period and 3 Year Option Period for Informational Purposes.
1.0 The Government’s Not to Exceed Ceiling amount for the 5 year ordering period and 3 year option period is $249,875,555. The Government intends to establish the ceiling on each awardee’s MAC Contract at the Not to Exceed ceiling.
2.0 Other Direct Costs (ODCs). The Government's estimate for travel and material for the prime and all subcontract efforts, unburdened, is listed below per 5 year ordering period and 3 year option.

PART A: GENERAL INFORMATION
1.0 GENERAL
The Government expects to select multiple Offerors’ on the basis of their proposals providing the “best value” to the Government, all factors considered. "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit(s) in response to the requirement. The proposals meeting the solicitation requirements with the lowest price may not be selected for an award if award to a higher priced Offeror is determined to be more beneficial to the Government. However, the perceived benefits of the higher priced proposal must merit the additional price.
2.0 EVALUATION PROCESS
2.1 The Government intends to evaluate each proposal and award a multiple award contract resulting from this solicitation to responsible Offerors whose proposals represent the best value after evaluation, in accordance with the solicitation. The Government intends to evaluate proposals and award without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government may conduct discussions if the Contracting Officer later determines them to be necessary.
2.2 All proposals will be evaluated for compliance with the terms, conditions, and requirements set forth in the solicitation. Failure to address each of the areas identified in Section L-1, Part B “Specific Information” in the proposal may impact the resulting evaluation ratings and risk assessment. Best value tradeoff analysis will not be performed for any Offeror who receives an unacceptable rating for any factor or sub factor, and award will not be made to any Offeror whose proposal is deemed unacceptable in any factor or sub factor. Subjective judgment on the part of the Government evaluators is implicit in the entire process.
