Answers to Industry Questions IV

1. Clause 5252.222-9501, Identification of First-Tier Subcontractors for Pre-Award Clearance Purposes (NAVAIR) (FEB 1995), page 94 – Unless a subcontractor is proposed for tasking under Sample Task #1 , the level of subcontractor participation for the contract is unknown. For subcontractors that are not proposed for the Sample Task, should Offerors insert “To Be Completed At TO Award(s)” in their proposal submission for Paragraph (a)?

· No, the bidder/offeror shall identify any first tier sub-contractor(s) in the section provided below paragraph (a) of 5252.222-9501, even if the estimated amount of the subcontract is not known. In addition, the Government will evaluate subcontractors as submitted in accordance with FAR 52.244-2, with the exception of cost or price, for purposes of subcontractor evaluation on IDIQ awards.

2. Does a subcontractor (principal or not) have to be priced in the sample task to be considered an approved subcontractor?

· No. The bidder/offeror shall identify any first tier sub-contractor(s) in the section provided below paragraph (a) of 5252.222-9501, even if the estimated amount of the subcontract is not known. In addition, the Government will evaluate subcontractors as submitted in accordance with FAR 52.244-2, with the exception of cost or price, for purposes of subcontractor evaluation on IDIQ awards.

3. Section L1, Part A, General Instructions, Paragraph 3.0, Proposal Content and Volumes, page 98 – A “Basic Contract Award” title is cited under Volume 5, Cost/Price; however, there are no Specific Instructions for this item in Part B, Specific Instructions, for Volume 5 on pages 107-109. What information should be included in the “Basic Contract Award” section for Volume 5?

· Section L, Part A, Section 3.0 Proposal Content and Volumes, Table Section 5.0 was revised via Amendment N00421-15-R-0092-0002.

4. Section L, Volume 1.0 Executive Summary, Offeror Summary Table, page 100: please provide guidance on how to determine the site locations of where work will be performed, what work we will task our principle subcontractors, and what percentage of the total proposed price will each principle subcontractor be performing if we are only pricing out the Sample Task and not the entire MAC? Wouldn’t that be more specific at the Task Order Levels?

· The Offeror Summary Table has been removed from Attachment #2 via amendment.

5. This is a follow up regarding Amendment 3. In Part B, Vol 1, 1.2 we are directed to complete the Offeror Summary Table within attachment #2, however Part A, 3.0 Table lists the Offeror Summary Table in 1.2-1.9. Does the Government require the Offeror Summary Table in Section 1.2, Attachment #2 or both?

· The Offeror Summary Table has been removed from Attachment #2 via amendment. Part B, Volume 1.0, Executive Summary, 1.2 will be revised via amendment.

6. Attachment 2, Corporate Experience Tables REV 1: Two new tabs were included in this attachment – ES-2 and Offeror Summary Table. There are no instructions for the ES-2 nor the Offeror Summary Table. It appears from Part B, para 3.0 that Offeror Summary Table should be in 1.0 and 3.0. It also appears the ES-2 should be part of Volume 3. Please clarify the requirement for these two new tables.

· The Offeror Summary Table has been removed from Attachment #2 via amendment. Instructions for ES-2 were added to Attachment #2, Corporate Experience Tables via amendment.

7. The instructions for the Attachment 3 Past Performance Matrix state “Under the heading of “Work Description,” provide a very brief description of the work.” Could you please confirm that, based on space limitations, it is the government’s intent that this be a summary of what work we accomplished versus linking work to specific tasks in the SOW?

· For Attachment #3, Past Performance Matrix, Work Description Column, Summary of the work accomplished is sufficient.

8. Part A, 3.0, Table lists the Key Personnel Resumes in Section 2.2.1, however Part B, Vol 2 lists Key Personnel Resumes in Section 2.2.2. Which numbering will the Government require us to use?

· Section L, Part A, Paragraph 3.0 Proposal Content and Volumes, Volume 2.0, was revised via amendment to correspond with the numbering sequence in Section L, Part B, Volume 2.0 Technical.

9. Part A, 3.3, Table lists Attachment #4 Past Performance Questionnaire with No Page Limit in Section 4.0, however there are no instructions included in Part B, 4.0 for inclusion of the PPQ. Does the government require copies of the PPQs that have already been sent to the Government? If so, where should the PPQs be included in Section 4.0?

· The Government does not require the offeror to submit copies of the Past Performance Questionnaires which have already been sent to the Government. The Offeror shall refer to #9 of the Instructions for Attachment #3, Past Performance Matrix, for Confirmation of Past Performance Questionnaire Package.

10. For the Acquisition/Operations Logistics Manager/Onsite Lead, Senior position the required experience reads, ‘ALLOWABLE SUBSTITUTION: Twenty (20) years of experience in acquisition and/or operational logistics support/maintenance engineering at the non-commissioned/senior non-commissioned officer level (in combination) and/or at the warrant and/or field grade officer or higher level may be substituted for six (6) years of experience.’ Question: Could the government please clarify why experience gained as a non-commissioned officer would not be applicable towards the required ‘ten (10) years of experience in acquisition and/or operational logistics support/maintenance engineering’ on a 1:1 basis? If this is the case, is there a potential substitution for the degree requirement that would include additional years of qualified experience in lieu of the BA/BS degree?

· Allowable Substitution for Acquisition/Operations Logistics Manager/Onsite Lead, Senior (Key) in Section C, Statement of Work, Paragraph 11, Labor Categories was revised via amendment.

11. Attachment 3 Revision. The directions tab has not been updated to reflect the changes in the Past Performance Matrix. Please clarify what is required with the changes.

· The Directions Tab of Attachment #3, Past Performance Matrix was updated via Amendment N00421-15-R-0092-0002.

12. Part B, para 4.2 Past Performance Data Requirements. This para is not reflected in the Proposal Content table in Part A, para 3.0. Is this the same as Attachment 3 Past Performance Matrix?

· Attachment #3, Past Performance Matrix was revised via Amendment N00421-15-R-0092-0002 incorporating the Past Performance Data Requirements. Section L, Part A, Paragraph 3.0 Proposal Content and Volumes, Volume 4.0 was updated via amendment to add 4.2, Past Performance Data Requirements. Section L, Part B, Volume 4.0 Past Performance, Paragraph 4.2 was revised to remove the table and clarify the requirement.

13. Part B, para 4.2 Past Performance Data Requirements. Is the table provided in this paragraph in addition to the requirement for Attachment 3 Past Performance Matrix? It is confusing since they are similar but not the same, and the instructions in the paragraph talks about both.

· Attachment #3, Past Performance Matrix was revised via Amendment N00421-15-R-0092-0002 incorporating the Past Performance Data Requirements. Section L, Part A, Paragraph 3.0 Proposal Content and Volumes, Volume 4.0 was updated via amendment to add 4.2, Past Performance Data Requirements. Section L, Part B, Volume 4.0 Past Performance, Paragraph 4.2 was revised to remove the table and clarify the requirement.

14. Part A, para 3.0 Proposal Content table: Section 3.3 Contract Comparative Analysis has “N/A” for pages but Part B, para 3.3 requires an analysis utilizing a separate worksheet for each of the evaluation areas. Please clarify what is required for this section. What is a separate worksheet – is it a separate tab in the Excel file or is it a separate write-up in the volume?

· A Page limit is not applicable to Section L, Part A, Paragraph 3.0 Proposal Content and Volumes, Volume 3.0, Paragraph 3.3. The information the offeror is instructed to provide in Section l, Part B, Volume 3.0 Corporate Experience, Paragraph 3.3, Contract Comparative Analysis, shall be completed in Attachment #2. Attachment #2 contains a separate worksheet for each evaluation area: 3.2.1, 3.2.2 and 3.2.3 for the offeror to complete.

15. The P6 is prepopulated to reflect CLIN 0001 RD&E and CLIN 0002 OPN. Is the contractor required to allocate hours to both CLINS based on assumptions made while preparing their sample task WBS?

· P6 was amended via Amendment N00421-15-R-0092-0004 and posted to FedBizOpps on 17 May 2016.

16. The sample task reflects pricing for 365 days; however, the P6 has seven (7) Option Periods. Is the contractor to price each option period? If yes, what assumptions are we to us when pricing the other options?

· P6 was amended via Amendment N00421-15-R-0092-0004 and posted to FedBizOpps on 17 May 2016.

17. Section L, Part B – 5.0 Volume 5: COST/PRICE, paragraph 5.1 (b) states: “This Volume shall contain the information for Sample Task #1, and shall include a copy of Section B with the CLIN prices, and for evaluation purposes, the total prices filled in for CLINs 0001, 0011 and 0016.“ Could you please confirm that Offerors are only required to provide Section B pricing for CLINs 0001, 0011 and 0016 based on the Sample Task hours and labor categories proposed vs. all CLINs based on the labor hours and categories listed in L-2 Government-Furnished Information?

· Yes. The instructions are accurate as stated in Section L, Part B, Volume 5.0 Cost/Price, Paragraph 5.1(a) as revised in Amendment N00421-15-R-0092-0004. The information in Section L, Part B, L-2 is provided to the Offerors for the performance of the MAC 5 year ordering period and 3 year option period for informational purposes.

18. Section L, Part B – 5.0 Volume 5: COST/PRICE, paragraph 5.1 (b) states: “In addition, the Offeror shall provide a percentage breakdown of the Offeror’s indirect costs and burdens added to the Government estimates for all Cost Reimbursable CLINS.” Regarding these indirect costs, could you please confirm that it is sufficient to include the percentage breakdown as part of the P6 as well as the Volume 5 Cost/Price narrative vs. applying it to the estimates listed in L-2 Government-Furnished Information?

· Yes, the Offeror shall provide a percentage breakdown of the Offeror’s indirect costs and burdens in P6 for the Sample Task #1. Section L, Part B, Volume 5.0 Cost/Price, Paragraph 5.1(a) was revised to provide clarification via Amendment N00421-15-R-0092-0005.
