PERFORMANCE-BASED STATEMENT OF WORK/PERFORMANCE WORK STATEMENT (PBSOW/PWS)
NAVAL AIR SYSTEMS COMMAND, NATIONAL CONTRACT FOR AIR 6.6
LOGISTICS MANAGEMENT INTEGRATION DEPARTMENT AND ASSOCIATED PROGRAM SUPPORT
INTRODUCTION: This requirement is for a National Level contract for AIR 6.6 Logistics Management Integration Department requirements and associated Program Office support for acquisition logistics and in-service logistics support services.
1.0 SCOPE: This SOW is intended to provide Integrated Logistics Support (ILS) program management and logistics support services in acquisition and sustainment for the Life Cycle of the designated weapons system, system of systems, its sub-systems and support equipment for AIR-6.6, and the Program Offices associated with AIR 6.6. These services will support multiple logistics functional leads, including AIR 6.6 Logistics Integration Department, Program Office Product Support Managers (PSM), Assistant Program Manager for Logistics (APML)/Military Lead, respective Platform Principal APMLs, respective IPT Deputy APMLs (DAPMLs), Logistics Element Managers (LEMs), and Fleet staffs (Resident Independent Logistics Support Detachment - RILSD). Section 3.0 of the SOW defines the requirements for contract performance. Each task order will have its own SOW that shall identify the specific competency code, Program Office and types of funds. Specific tasking will be defined at the task order level.
1.1 BACKGROUND: The AIR 6.6 Logistics Management Integration Department supports the NAVAIR acquisition and sustainment process for Naval Aviation weapons systems by providing trained logistics personnel for the execution of NAVAIRs Competency Aligned Organization (CAO) Concept of Operations (CONOPS). In supporting the CAO CONOPS, the AIR 6.6 organization provides the resources necessary to plan, manage, and integrate the design, development, acquisition, delivery, and sustainment of naval aviation weapons systems and products for AIR 6.6, and other associated Program Offices. This includes the air vehicle, commodities and capabilities, propulsion system, training systems, support equipment and the product support packages to meet the warfighters required availability at the appropriate costs. In this capacity the AIR 6.6 integrators provide policy, guidance, training and oversight of the logistics management and integration process and resources necessary to execute acquisition and sustainment of the product support system and the twelve product support elements. Additionally, AIR 6.6 has technical authority and oversight of product support acquisition and sustainment strategies to sustain naval aviation systems, weapon systems/system of systems, its sub systems and equipment within the Programs/Program Offices associated with AIR 6.6. This technical authority provides Subject Matter Experts (SME) for evaluation and approval of product support strategies, products and support system performance through an array of technical forums, Systems Engineering Technical Reviews (SETRs), requirements reviews, readiness reviews, and Product Support management reviews. Also, the AIR 6.6 logistics team members participate in the Naval Aviation Enterprise (NAE) readiness and cost evaluation improvement review process responsible for development of the NAE Future Readiness activities for NAVAIR.
2.0 APPLICABLE DOCUMENTS: The following documents listed form a part of this SOW to the extent cited herein. All referenced documents are mandatory unless otherwise specified within the body of this SOW. Guidance documents may be used as an aid in identifying applicable topics to be addressed consistent with meeting the requirements of the program. The Contractor is not required to use any document cited “for guidance” or “as guidance”. The Contractor shall propose alternatives to the specifications and standards cited herein if it would enhance system performance or cost effectiveness as necessary. The issues of non-Government standards are those in effect on the date of contract award. In the event of conflict between the documents referenced herein and the contents of this SOW, the order of precedence clause of this contract shall apply. When, in the opinion of the Contractor, a deviation from standards or requirements of this SOW is in order, the Contractor shall make a request for deviation in writing to the Contracting Officer with an information copy to the designated technical representative.

3.0 REQUIREMENTS:
3.1 PRODUCT SUPPORT MANAGEMENT: (O&MN, APN, OPN, RDT&E)
3.1.1 The Contractor shall provide support to the AIR 6.6 Competency / requiring Program Office logistics organization in the gathering and correlation of information for the preparation and development of presentations to support team meetings, management reviews, logistics team reviews, audits and other requests for presentation/briefing information. Preparation and development of presentations will range in scope from detailed in-house briefings to Senior Executive type briefings outside the supported organization.
3.1.2 The Contract shall provide support in the preparation, scheduling and documentation of logistics meetings, modification review meetings, maintenance engineering logistics reviews, motor boards, critical parts reviews, affordable readiness initiatives, logistics documentation reviews, logistics data calls, logistics VTCs, logistics WebEx and conference calls or other directed program meetings, conferences, VTCs, teleconferences, or technical coordination meetings or reviews.
3.1.3 The Contractor shall review and provide analysis of content recommendations of current and draft instructions, notices, NAVAIR technical management and guidance manuals for Government review and approval.
3.1.4 The Contractor shall provide logistics product support management for the technical execution and tracking during production for Foreign Military Sales. (H60)
3.2 LOGISTICS REQUIREMENTS FUNDING SUMMARY (LRFS) / LOGISTICS BUDGETS (O&MN, APN, OPN, RDT&E)
3.2.1 LRFS
3.2.1.1 The Contractor shall provide support in the analysis of the primary individual system/component LRFS as well as the respective IPT-related LRFSs (end item/system) in support of production, engineering change orders, and budgetary adjustments for AIR 6.6, and Programs/Program Offices associated with AIR 6.6. The LRFS shall include the Government funding requirements and justification for all the elements of logistics (hereafter referred to as logistics elements). Based upon Program Office requirements, the LRFS analysis shall be uploaded utilizing the approved NAVAIR LRFS processes.
3.2.2 LOGISTICS BUDGETS –
3.2.2.1 The Contractor shall provide technical support and analysis for the aircraft In-service Program Related Logistics (PRL) support requirements; budgeting for PRL requirements, participation in the Baseline Assessment Model (BAM) process for spares determination and other program related logistics support requirements for AIR 6.6 and Program Offices associated with AIR 6.6 for Government review/approval. Assist in the development/updating of the Ordnance Programs Optimization Model (OPOM) for the establishment of PRL and in-service funding levels to support logistics program requirements.
3.2.2.2 The Contractor shall maintain PRL workbooks to ensure the allocation of resources in accordance with program requirements and out year program requirements and spend plans, track and report the obligation and execution of PRL funds utilizing various NAVAIR reporting tools to include Navy ERP. Provide recommendations for mitigation or solutions to budgeting shortfalls for plus up funding as identified to support AIR 6.6 and Program Offices associated with AIR 6.6.
3.2.2.3 The Contractor shall provide recommendations for developing and maintaining comprehensive affordable readiness plans for Government approved weapon systems, training equipment, subsystems, system of systems, or support systems. The plans shall be developed utilizing NAVAIR (Government) developed templates. The plan shall contain operations and support cost should cost/will cost reduction targets, define initiatives to achieve those targets, identify metrics used to measure program progress, and identify barriers, impediments and time line sensitive requirements to reach program goals for AIR 6.6 and Program Offices associated with AIR 6.6.
3.2.2.4 The Contractor shall maintain funding spend plans, ensure the allocation of resources in accordance with spend plans, track and report the obligation and execution of those resources utilizing various NAVAIR tracking tools to include Navy ERP.
3.2.2.5 The Contractor shall document the results of the Flying Hour Program (FHP) impact analysis utilizing the Cost Adjustment Sheet (CAS). The Contractor shall assist in the development of the yearly FHP budget impact data call for AIR 6.6 and all associated Programs/Program Offices.
3.2.2.6 The Contractor shall process and route Procurement Initiation documents (PID) through comptroller and contracts utilizing the Procurement Management Tool (PMT). The Contractor shall review PIDs for financial data elements and addendum sheets to ensure correct accounts are identified and coordinate with the designated Business Financial Manager (BFM) to ensure the information contained with the PIDs is accurate and the funds are transferred.
3.2.2.7 The Contractor shall provide recommendations for the development of O&M,N (1A5A and 1A9A) funds to support Depot overhaul requirements of aircraft, aircraft systems, sub-subsystems and engines and emergency In-Service Repair (ISR) requirements.
3.2.2.8 The Contractor shall assist in the updating of the All Weapons Information System (AWIS), to include Target Performance Reports (TPR).
3.3 STATEMENTS OF WORK (SOW), PERFORMANCE BASED SPECIFICATIONS, AND CONTRACT DATA REQUIREMENTS LISTS (CDRL) (O&MN, APN, OPN, RDT&E)
3.3.1 The Contractor shall conduct technical research, provide recommendations, and prepare draft inputs for the development of SOW / SPECs / CDRLs for new acquisitions and modification programs that include the elements of supportability, reliability, availability, and maintainability for AIR 6.6 and Program Offices associated with AIR 6.6.
3.3.2 The Contractor shall conduct/evaluate individual Maintenance Task Analyses (MTA) to identify candidate systems/components for overhaul, rework, or replacement. Provide reliability, maintainability and supportability goals for consideration for use in the SOW.
3.3.3 The Contractor shall review draft hardware/software Life Cycle Logistics Support (LCLS) data requirements specified in the weapon systems SOOs/SOWs/PWSs, including CDRLs and associated Data Item Descriptions (DIDs). Provide recommendations concerning which data deliverables shall be required to support the planned acquisition.
3.4 LIFE CYCLE SUSTAINMENT PLAN(S) (LCSP)/USER’S LOGISTICS SUPPORT SUMMARY(S) (ULSS) (O&MN, APN, RDT&E)
3.4.1 The Contractor shall provide recommendations for developing, modifying, and updating the LCSP / ULSS Support as defined in the AT&L Memo, Document Streamlining-LifeCycle Sustainment Plan and SECNAVINST 5000.2E Department of the Navy Implementation and Operation of the Defense Acquisition System and the Joint Capabilities Integration and Development System.
3.5 BUSINESS CASE ANALYSIS (O&MN, APN, OPN, RDTE)
3.5.1 The Contractor shall provide assistance while the Government conducts Business Case Analyses (BCA) to provide recommendations for developing and modifying alternative supportability solutions for weapon systems, subsystem and/or support systems to identify the most cost effective plan to ensure the accomplishment of program objectives. Provide recommendations on identifying program support requirements and associated metrics for AIR 6.6 and Program Offices associated with AIR 6.6.
3.5.2 The Contractor shall provide support in BCA development/documentation by collecting and analyzing projected/baseline support costs data. Conduct and provide support for associated Cost Benefit Analyses and BCA completion.
3.5.3 The Contractor shall conduct Product Support BCA in accordance with the DoD Product Support Business Case Analysis Guidebook, 2011.
3.6 PRODUCT SUPPORT VALUE ANALYSIS (O&MN, APN, OPN, RDT&E)
3.6.1 The Contractor shall assist the Government in conducting a Best Value analysis making recommendations on the optimum level of support based on the logistics elements to include the following areas:
· Supply Chain Management Strategy
· Workload allocation strategy
· Technical Data Rights Strategy (TDS)
· Life cycle cost control and risk mitigation
3.6.2 The Contractor shall provide recommendations for systems compliance with Title 10 USC Sections requirements:
· Section 2460: Definition of Depot Level Maintenance
· Section 2464: CORE Logistics Capability
· Section 2466: Depot Level Maintenance Limitations
· Section 2469: $3M Rule (Competition)
· Section 2474: Centers of Industrial and Technical Excellence
· Section 2563: Depot Subcontracting
3.7 DIMINISHING MANUFACTURING SOURCES AND MATERIAL SHORTAGES (DMSMS) PLANNING / PLAN (O&MN, APN, OPN, RDT&E)
3.7.1 The Contractor shall prepare, review and update, once approved by the Government, DMSMS Plans following the policy, standards and guidance provided by the Deputy Assistant Secretary of the Navy (Logistics), Program Executive Office, Commander, Naval Air Systems Command, or other authority.
3.7.2 The Contractor shall document the Government approved disposition and solution for DMSMS issues on Government/NAVAIR server.
3.7.2.1 The Contractor shall maintain records associated with all DMSMS issues, their approved disposition and resolution and the cost associated with the approved disposition and resolution. Provide DMSMS records as resource material in developing annual budget requirements for the DMSMS program.
3.7.2.2 The Contractor shall analyze and assess Bills of Material (BOMs) to assist in DMSMS planning and management.
3.7.1.3 The Contractor shall develop, maintain and provide minutes and action items from Diminishing Manufacturing Sources Review Boards (DMSRB)
3.8 ITEM UNIQUE IDENTIFICATION (IUID) PLANNING / PLAN (O&MN, APN, OPN, RDT&E)
3.8.1 The Contractor shall provide assistance with the development, preparation and/or update of the IUID Plans, once approved by the Government, following the policy and guidance provided by the Under Secretary of Defense for Acquisition, Technology and Logistics, Deputy Assistant Secretary of the Navy (Logistics), Program Executive Office, Commander, Naval Air Systems Command, or other authority.
3.8.2 The Contractor shall provide assistance with compiling data for the development and update of budget requirements in support of IUID implementation plans.
3.8.3 The Contractor shall provide assistance with the implementation, review and execution of IUID plans to include but not limited to; Original Equipment Manufacturer (OEM), Single Process Initiatives (SPI) and recommendations and preparation SOW/SOO for parts marking, registration and property management per IUID Policy Memos and directives.
3.8.4 The Contractor shall assist with the preparation of IUID Exhibits IAW DFARS 211.274.
3.8.5 The Contractor shall develop, collect and document metrics for IUID Implementation.
3.9 DEMILITARIZATION PLAN SUPPORT (O&MN, OPN, APN, RDT&E)
3.9.1 The Contractor shall provide recommendations for the development of a Demilitarization and Disposal Plan.
3.9.1.3 The Contractor shall review and analyze specified parts lists and BOMs and provide options for disposition IAW DOD INST 4160.21-M and DOD INST 4160.28.
3.9.1.4 The Contractor shall review and analyze specified program documentation. Provide proposed list of Permanent or Long-Term, Temporary and Short-Term records.
3.9.1.5 The Contractor shall analyze and review designated Permanent or Long-Term records and provide proposed Standard Subject Identification Code (SSIC) for each document.
3.9.1.6 The Contractor shall develop and maintain a Master Index Records for each designated document assigning a unique filename.
3.9.1.7 The Contractor shall scan designated Demilitarization documents or digitally convert electronic documents into a PDF format. Make each scanned document a searchable document by utilizing Optical Character Recognition (OCR). Finalize each PDF OCR converted document to a PDF/A-1b document as required by the National Archive and Records Agency (NARA).
3.9.1.8 The Contractor shall prepare and submit a SF-258 NARA Notification Form and a digital copy of the Master Index Database along with all permanent documents to be stored by NARA.
3.9.1.9 The Contractor shall prepare and submit a SF-135 form along with a copy of the Master Index Database and a digital copy of all designated Long-Term Temporary documents to be stored by NAVAIR Records and Files Command compliance Bureau (AIR-7.0C/7.1).
3.10 LOGISTICS INPUTS TO ACQUISITION DOCUMENTATION (O&MN, APN, OPN, RDT&E)
3.10.1 The Contractor shall provide support on the development of comprehensive Life Cycle Sustainment Plans (LCSPs) for weapon systems, training equipment, subsystems or support systems. Assist with updates to milestone charts to reflect delivery schedule changes or slippage and changes in the maintenance concept precipitated by modifications.
3.10.2 The Contractor shall provide support with transition of legacy Integrated Logistics Support Plans (ILSP) to an LCSP. Review recommended changes from fleet and other activities, Engineering Change Proposals, Site Activation Schedules, Weapon Systems Planning Documents, Navy Training Plans (NTPs), Naval Training Support Plans (NTSPs), Production Training and Support Equipment schedules and independent technical investigations, and identify the most effective plan to ensure the accomplishment of program objectives for Government review/approval.
3.10.3 The Contractor shall review Acquisition documentation and correspondence and provide logistics recommendations/input in order to assist the Government to ensure accomplishment of program objectives and Life Cycle Support strategies.
3.10.4 The Contractor shall provide support to the Government in the development of Logistics Maintenance Architecture to support the systems architecture.
3.10.5 The Contractor shall provide support for Product/Performance Specification (PSPEC) development.
3.11 PERFORMANCE BASED LOGISTICS (PBL) PLANNING / PLANS (O&MN, APN, OPN, RDT&E)
3.11.1 The Contractor shall provide assistance in the development of PBL plans, performance based agreements, business case analyses, performance metrics, SOW and CDRLS necessary to award a PBL contract.
3.11.2 The Contractor shall provide support in developing SOWs/SOOs that address PBL ILS product performance requirements and provide support in the collection and analysis of data for utilization during scheduled performance reviews.
3.11.3 The Contractor shall develop and provide a recommendation for Government review/approval for Product Support Strategies to enable a sustainment strategy that will deliver optimum operational readiness, affordability to the Warfighter, consistent with Warfighter requirements.
3.11.4 The Contractor shall prepare draft Performance Based Agreements (PBA) between the warfighter and organic activities (FRCs) to achieve the desired performance at a cost consistent with available funding. Review active PBAs and provide recommendations to Government for update to maintain flexibility to facilitate execution year funding and/or priority revisions and spell out the 1) objective outcomes, 2) performance measures, 3) resource commitments, and 4) stakeholder responsibilities.
3.11.5 The Contractor shall develop/review and provide input/recommendations for Performance Based Product Support Strategies that employ effective Performance-Based Life-Cycle Product Support (PBL) planning, development, implementation & management. Strategies should leverage a mix of public (organic) vs. private (Contractor) capabilities in terms of providing optimized readiness, reliability and affordability, as well as a best blend of performance-based vs. traditional transaction-based strategies. Develop associated metrics to quantify strategy achievement/shortfall and recommend changes.
3.11.6 The Contractor shall develop/review workload planning and allocation strategy documentation to support program objectives and statutory and regulatory requirements. Provide input based on the following:
· Capability
· Skills
· Infrastructure
· Opportunities for partnering
· Compliance with Title 10
· Public/Private flexibility
· Affordability
3.12 LOGISTICS METRICS (O&MN)
3.12.1 The Contractor shall analyze maintenance and logistics cost databases, such as Integrated Logistics Support Management Systems (ILSMS), Resource Allocation Management Program (RAMP) and Decision Knowledge Programing for Logistics Analysis and Technical Evaluation (DECKPLATE) to provide assessments of logistic support costs, schedules, availability, and level of impact for incorporation of ECPs on operational readiness.
3.12.2 The Contractor shall assess the impacts of logistics factors affecting system supportability in both the long and the short term, for both fielded and planned modifications as applicable.
3.12.3 The Contractor shall assist the Government in developing, reviewing and updating readiness metric data for weapon system, subsystems, training system, and Support equipment readiness. Utilize NAVAIR approved data sources to track mission readiness against CNO goals.
3.12.4 The Contractor shall review independent investigations of planned or proposed changes in weapon systems/components reliability, maintainability, or performance characteristics. Identify the impact on Life Cycle and Total Ownership Costs, maintenance concept, Maintenance Planning, Level of Repair (LOR), provisioning computations and technical documentation. Provide change recommendations to associated logistics planning documents.
3.12.5 The Contractor shall develop procedures and alternate methods for quantitative and qualitative assessments of maintenance and logistics support systems’ performance during and after fleet introductions, initial operations, and first deployment.
3.12.6 As identified by the Government, investigate and establish areas for which quantitative and qualitative assessments should be conducted.
3.12.7 The Contractor shall conduct analysis and assess the adequacy of the maintenance and support system’s performance such as Operational Readiness (OR) and Operational Availability (A0), and provide recommendations to overcome any noted deficiencies.
3.12.8 The Contractor shall analyze Government supply chain performance metrics, and data to determine spares and repair supportability problem areas as well as training related areas, and recommend actions to resolve problems. Using NAVAIR approved tools develop a Top 10 degraders list and provide recommendations to mitigate the effect of the individual degraders on readiness.
3.12.9 The Contractor shall analyze Original Equipment Manufacturer (OEM) prepared support plans to ensure maintenance and logistics support requirements are adequately planned. Provide options to resolve discrepancies in planning support.
3.12.10 The Contractor shall assist the Government in reviewing, tracking changes and updating the Targets Management Information System (TMIS) maintenance tracking program. Assist the Government in managing the access for TMIS for all Target Maintenance personnel. Coordinate with Government site leads to ensure all Quality Assurance personnel and maintenance managers are trained and have access.
3.13 MANAGE IN-SERVICE COST WISE READINESS (O&MN)
3.13.1 The Contractor shall provide assistance to Government to develop and maintain comprehensive Integrated Improvement Programs and other Cost-Wise Readiness efforts for weapon systems, training equipment, subsystems and/or support systems including Should Cost vs. Will Cost. The recommendations shall follow Command developed templates, provided by the Government and contain operations cost reduction targets; define initiatives to achieve those targets, identify metrics used to measure program progress, while identifying barriers and impediments to reach program goals.
3.13.2 The Contractor shall provide assistance to Government in developing POM issue sheets and support for cost reduction requirements with proposed solutions for consideration
3.14 FACILITIES & INFRASTRUCTURE AND SITE ACTIVATION (O&MN, APN, RDT&E)
3.14.1 The Contractor shall develop and provide Government site activation plans for new acquisition and/or modified weapon systems, training systems, airborne weapons and Support Equipment.
3.14.2 The Contractor shall analyze capabilities of Government Organizational (O), Intermediate (I), and Depot (D) maintenance facilities. Identify and recommend necessary modifications, alteration, construction and equipment required to satisfy maintenance and logistics support requirements along with identifying necessary MILCON and other funding requirements.
3.14.3 The Contractor shall research support requirements for Fleet sites. (1) Assess facilities, equipment and data elements required for site activation and support; (2) assess personnel and administrative requirements; (3) research the development and life cycle of management information and training support systems. Prepare and submit recommendations for continued supportability. Evaluate the adequacy of existing and planned maintenance and logistics support capabilities for new/modified systems resulting from aircraft and engine modification program. Prepare and submit comments and recommendations for continued supportability.
3.14.4 The Contractor shall provide assistance to Government on facilities issues resulting from establishing squadrons, operating from and around new locations and/or operating from and around ships.
3.14.5 The Contractor shall review/Draft Facilities Requirements Documents (FRDs) and Site Activation Support Plans (SASPs) to facilitate development.
3.14.6 The Contractor shall analyze support effectiveness at operational sites. Identify significant issues by integrated product support element and support requirements. Provide option to Government for correcting deficiencies identified.
3.15 WARFIGHTER AND MAINTAINER REQUIREMENTS CAPTURE (O&MN, APN, OPN, RDT&E)
3.15.1 The Contractor shall provide support for the preparation, operation and post evaluation of Integrated Logistics Support Management Team (ILSMT) reviews, Readiness Improvement Program Review, IPT, Maintenance/Engineering/Logistics reviews and other technical and logistics meetings. Attend and participate in logistics management reviews. Prepare agenda and minutes documenting results of the meetings and action items identified. Prepare program planning briefs/presentation materials.
3.15.2 The Contractor shall provide assistance to Government in developing and modifying ILS strategies for the weapon systems, subsystem and/or support systems to identify the most effective plan to ensure the accomplishment of program objectives and compliance with Independent Logistic Assessment (ILA) action items.
3.15.3 The Contractor shall review depot engine actions and up-front planning documents for adequacy in depot level support requirements
3.15.4 The Contractor shall conduct analyses of all Logistics Support documentation PDR, CDR, ILA, IOCSR, SETR, milestone Gate Reviews and similar related events for warfighter/maintainer supportability. Provide assistance to Government for implementation of emerging policies and issues derived from the reviews.
3.15.5 The Contractor shall provide assistance to Government in support of risk management issues associated with warfighter/maintainer reliability, availability and maintainability for modification programs.
3.15.5 The Contractor shall assist the Government in reviewing and correcting AWIS user inputs for accuracy and submitting to claimants.
3.15.6 The Contract shall provide support for the development of a Concept of Employment (CONEMPS).
3.16 SUPPORTABILITY TEST AND EVALUATION (RDT&E)
3.16.1 The Contractor shall provide assistance with the preparation of Developmental and Operational Test (DT/OT) events. Review and provide comments to the Test and Evaluation Master Plan (TEMP), Initial Operational Test and Evaluation plan, and Operational Test Readiness Review and develop and support an Early Operational Capability Support Ability Review (EOCSR) or Initial Operational Capability Supportability Review (IOCSR).
3.17 LOGISTICS STUDIES (O&MN, APN, OPN, RDT&E)
3.17.1 The Contractor shall conduct studies, investigations, evaluation and market research to assess impacts/attributes of new technology that may be utilized to support weapon systems, training systems, airborne weapons, Unmanned Mission Control Stations (UMCS), Unmanned Aircraft Deck Handling Systems (for flight deck aircraft powered taxi) and support equipment. Provide technical options relating to supportability improvements.
3.18 PRODUCT SUPPORT PERFORMANCE MANAGEMENT (O&MN, APN, RDT&E)
3.18.1 The Contractor shall provide assistance to the Government for the development of Total Ownership Cost (TOC) Management Plans. Assess maintenance alternatives and identify advantages and disadvantages of TOC planning and maintenance concepts for the selected items. Provide recommended updates to the TOC program plans and technical information requirements to the Program Office.
3.19 CONFIGURATION MANAGEMENT (O&MN, APN, OPN, RDT&E)
3.19.1 The Contractor shall provide options on what items should be considered Configuration Items pertaining to the acquisition of weapon systems, training systems, airborne weapons, avionics systems, and SE.
3.19.2 The Contractor shall provide options on feasibility of planned modification programs and review CM policy documentation to ensure consistency with modification program requirements.
3.19.3 The Contractor shall track air vehicle, system and sub-systems inducted for modification at commercial or organic depot modification sites and update schedules and milestone charts to show projected aircraft and engine induction and completion dates.
3.19.4 The Contractor shall determine, for Government review/approval, logistics shortfalls and problem areas affecting scheduled completion of systems and sub-systems modification programs. Conduct research and develop corrective action alternatives for identified problem areas.
3.19.5 The Contractor shall review Engineering Change Proposals (ECPs), Engineering Change Orders (ECO), Notices of Revision (NOR), Specification Change Notices (SCNs), and Waivers. Provide input to ensure that all Class I changes conform to NAVAIR’s configuration management policy requirements and meet execution and supportability criteria. Provide qualitative data to include a description of deficiencies with recommended corrections which adhere to NAVAIR procedures.
3.19.6 The Contractor shall provide analysis for the Government for determining the appropriate configuration control authority for each configuration document consistent with logistic support planning for the associated Configuration Items.
3.19.7 The Contractor shall prepare Decision Memorandums, Configuration Control Board Request/Directive (CCBR/D) packages, and Implementation Letters for review and approval by the Government. Review and process all Class I changes with all appropriate documentation using ePower (or whichever CM/DM management system is in use.
3.19.8 The Contractor shall provide quarterly updates to the Configuration Status Accounting (CSA) database upon validation of List 02 and List 04 verification through DECKPLATE and OOMA/NALCOMIS Ad hoc reports.
3.19.9 The Contractor shall assist in the development and/or review of Functional Configuration Audits (FCA) and Physical Configuration Audit (PCA) Plans, if required. Participate in all FCAs and PCAs. Record any discrepancies and track any resulting action items from the audits.
3.19.10 The Contractor shall prepare and review draft Technical Directives (TD) for proper format and compliance with NAVAIR current Technical Directive System instructions.
3.19.11 The Contractor shall review and track issued TDs for Incorporation/Non Incorporation (INC/NINC) status. Utilizing NAVAIR approved tools monitor INC/NINC progress of approved TDs and report findings to the APML/TYCOM and program office. Monitor and track TD kit procurement, delivery and issuance to ensure proper TD and Kit incorporation provide findings to the APML of any deficiencies and provide options for mitigation.
3.19.12 The Contractor shall perform logistics impact assessments of Product Quality Deficiency Reports (PQDR), Technical Publication Deficiency Reports (TPDR), Service Bulletins, and TDs and provide findings and recommendations for any deficiencies found.
3.19.13 The Contractor shall perform logistics impact assessments of aircraft and engine FAA Airworthiness Directives (AD). Review and modify specifications on operational, maintenance and logistics objectives on commercial derivative aircraft and engines. Report findings and options for corrective measures to elevate negative impacts.
3.20 MAINTENANCE PLANNING AND MANAGEMENT (O&MN, APN, OPN, RDT&E)
3.20.1 The Contractor shall provide analyses and evaluation of Maintenance Planning and Development in support of weapon systems, aerial targets, training systems, airborne weapons, system of systems, mission control stations and external hardware (off aircraft) for unmanned systems and support equipment.
3.20.2 The Contractor shall assist the Government in conducting and reviewing the Level of Repair Analyses (LORA) for all production aircraft and equipment including all proposed configuration changes. Recommend any necessary changes to maintenance concepts in Integrated Logistics Support (ILS) planning documents such as Life Cycle Sustainment Plan (LCSP), Logistics Supportability Analysis (LSA) Plans and Interim Support Plans (ISPs), transition or Sundown plans.
3.20.3 The Contractor shall participate, document and analyze logistics significant design considerations during PDR, SETR and Gate reviews. The Contractor shall collect the following data: Diagnostics, Prognostics and Reliability Centered Maintenance (RCM), Condition Based Maintenance Plus (CBM+), Failure Modes Effects and Criticality Analysis (FMECA), Maintenance Task Analysis (MTA), Built-in and manual testability management, and required repair times determination. The Contractor shall analyze and document the following items:
· Required repair times determination
· OPTEMPO variance management
· Routine versus battle-damage repair management
· Inter-service, organic, and Contractor mix of repair responsibilities
· Depot Workload Allocation, Planning, Activation, and Execution, Integrated Vehicle Health Monitoring (IVHM)
3.20.4 The Contractor shall assist the Government in the review/update established maintenance requirements documented in the approved Maintenance Plans. Identify cost-saving alternatives to existing maintenance concepts utilizing a performance based approach, assess the viability of transition from organic support to a PBL environment. Recommend processes to ensure maintenance planning data is updated to reflect impacts from approved Engineering Change Proposals (ECPs).
3.20.5 The Contractor shall review and analyze maintenance concepts for: (1) accurate level of repair documentation; (2) reliability performance/readiness degradation; (3) on-aircraft/off-aircraft maintenance task evolution; (4) utilization of innovative maintenance practices; and (5) impacts of proposed engineering changes. Document findings, propose alternative strategies and make recommendations on maintenance concept changes.
3.21 SUSTAINING ENGINEERING (O&MN, APN, RDT&E)
3.21.1 The Contractor shall identify and assess the principal factors impacting specific weapon system/subsystem in order to quantify the scope and nature of logistic support required to meet specific operational mission requirements efficiently and effectively. Assess LCSP planning/management data and documentation to identify supportability problem areas. Recommend quantitative and qualitative methodologies to evaluate the impact of LCSP shortfalls. Recommend actions to correct/alleviate identified support problems.
3.21.2 The Contractor shall utilize Joint deficiency Reporting Systems (JDRS), as identified by the Government for Engineering Investigations and Deficiency Reporting.
3.22 SUPPLY SUPPORT (O&MN, APN, RDT&E)
3.22.1 The Contractor shall provide recommendations on supply support to include: provisioning, sparing analysis, repair contracts, and Performance Based Logistics (PBLs).
3.22.2 The Contractor shall review provisioning documentation including Engineering Data for Provisioning (EDFP) and Design Change Notices (DCNs) for accuracy and completeness and provide recommendations for Government approval.
3.22.3 The Contractor shall update provisioning files and records with actual or projected data to establish initial or update established allowance lists to maintain CNO directed readiness levels.
3.22.4 The Contractor shall perform a sparing analysis as a result of new systems or major changes to configuration or Fleet concept of operation. Develop and track Not Mission Capable (NMCS) degraders and provide recommendations to correct supply shortfalls.
3.22.5 The Contractor shall monitor the status and performance of repair contracts and provide recommendations to improve repair turn-around-time and/or correction of supply support deficits.
3.22.6 The Contractor shall provide support for the development of and maintain a spares procurement schedule and quantity that will support the assigned Type/Model/Series (T/M/S) approved Weapons System Planning Document and its concept of operations.
3.22.7 The Contractor shall provide support to the program office and NAVSUP WSS in the development of the PBL plan, performance based agreements, business case analysis, performance metrics, SOW and CDRLS necessary to award a PBL contract.
3.22.8 The Contractor shall provide analysis of methods to expedite spares and repair requirements that impact the current readiness.
3.22.9 The Contractor shall prepare readiness degrader charts, create the supply and Maintenance Capability Impact Reporting degrader matrix from the DECKPLATE database in support of Integrated Logistics Sustainment Management System (ILSMS).
3.22.10 Using data provided by Fleet Common Operation Environment provide insight and guidance to NAVSUP WSS and DLA to expedite spared and repair requirements that impact the current readiness.
3.22.11 The Contractor shall assist the Government in the identification, collection, management and reporting of all Government property and material inventories.
3.22.12 The Contractor shall provide support for developing a Supply Support Management Plan (SSMP) in conjunction with NAVSUP.
3.23 PACKAGING, HANDLING, STORAGE, AND TRANSPORTATION (PHS&T) (O&MN, APN, OPN, RDT&E)
3.23.1 The Contractor shall provide support in the identification and resolution of PHS&T issues including those issues affecting fleet operational readiness.
3.23.2 The Contractor shall identify deficiencies with Organizational, Intermediate and Depot (O-I-D) level publications, Interactive Electronic Technical Manuals (IETMs), and Portable Electronic Maintenance Aids (PEMAs).
3.24 TECHNICAL DATA (O&MN, APN, OPN)
3.24.1 The Contractor shall review technical data contract deliverables including O-I-D level publications, and Interactive Electronic Technical Manuals (IETMs), technical data packages, technical data drawings, and provide recommendations to areas that could preclude acceptance by the Government. This includes identifying unjustified and nonconforming marking on Technical Documents.
3.24.2 The Contractor shall track implementation of yearly technical publication update plans, and develop and provide progress reports utilizing internal tracking resources, Technical Manual Application System (TMAPS) and Joint Deficiency Reporting System (JDRS).
3.25 SUPPORT EQUIPMENT (O&MN, APN, OPN, RDT&E)
3.25.1 The Contractor shall collect, analyze, and categorize information, utilizing NAVAIR approved data sources such as electronic Tooling Information Management System (eTIMS), on Operating Materials and Supplies and Special Tooling and Special Test Equipment stored at the Contractors site or in Government storage.
3.25.2 The Contractor shall provide support to the Program Office and/or NAWC AD Lakehurst in the development and execution of the Organizational, Intermediate and Depot Support Equipment procurement strategy.
3.25.3 The Contractor shall review draft and current Support Equipment Requirements Document and provide comments to the Government.
3.26 TRAINING & TRAINING SUPPORT (O&MN, APN, OPN, RDT&E)
3.26.1 The Contractor shall provide recommendations on manpower and personnel analyses and training development to support and maintain operational readiness.
3.26.2 The Contractor shall provide support in the development and update of the Naval Training Systems Plan (NTSP).
3.26.3 The Contractor shall provide support in the development of an initial cadre training plan. Provide recommendations on the utilization of Contractor Engineering Technical Services/Navy Engineering Technical Services teams.
3.26.4 The Contractor shall assist in providing liaison between PMAs and acquiring offices on ECPs, NTSPs, and in execution of the Naval Aviation Simulator Master Plan (NASMP) roadmap.
3.27 MANPOWER AND PERSONNEL (APN, OPN, RDT&E)
3.27.1 The Contractor shall provide recommendations for program office approval of Manpower Estimate Reports (MERs), Preliminary Squadron Manning Documents (PSQMDs), and Activity Manning Documents (AMDs).
3.27.2 The Contractor shall provide support for manpower analysis to determine the optimal concept of employment solution for supporting fleet operations.
3.28 COMPUTER RESOURCES (O&MN, APN, OPN, RDT&E)
3.28.1 The Contractor shall provide recommendations on computer resources support issues required to maintain warfighter readiness.
3.28.2 The Contractor shall assist in the development of a Computer Resources Life Cycle Management Plan including a long range sustainment plan.
3.29 DESIGN INTERFACE (O&MN, APN, OPN, RDT&E)
3.29.1 The Contractor shall provide input and recommendations to track and support the Design Interface. Provide recommendations to minimize the logistics footprint, maximizes reliability, ensure maintainability is user friendly and effective, and address long term issues related to obsolescence management, technology refreshment, modifications and upgrades, and overall usage under all operating conditions. Provide recommendations for Failure Mode Effects Analysis (FMEA), Failure Mode Effects and Criticality Analysis (FMECA), and the Reliability Program Plan, and the Built-In-Test (BIT) design approach.
3.29.2 The Contractor shall provide recommendations for product support to ensure the assigned weapon system, components, training systems, system of systems, and SE meets availability goals and design costs. Analysis should considered the following elements:
· Reliability
· Maintainability
· Supportability
· IPS Elements
· Affordability
· Configuration Management
· Safety Requirements
· Environmental and HAZMAT Requirements
· Human Systems Integration
· Calibration
· Anti-Tamper
· Habitability
· Disposal
4 DELIVERABLES – The Contractor shall provide the following deliverables:
· Contractor’s Progress, Status and Management Report and deliver in accordance with (CDRL A001)
· Financial Expenditure Report (CDRL A002)
· Technical Reports (A003).
Additional CDRLs may be assigned at the task order level.
5 SECURITY – Some personnel must be eligible to obtain a Top Secret security clearance for the SAAR-N and network access. This will be determined at the task order level. Contractor employees shall not discuss or disclose any sensitive information to which they have access during performance under this order, under penalty of removal or prosecution. The Contractor shall ensure that any new employees prior to their starting on the task have and maintain a DoD Common Access Card, or be able to obtain the interim equivalent during the period of performance in order to perform the work assigned and access the facilities required to perform.
The Contractor is required to contact the COR for information on base access. The Contractor can refer to the AIR 7.4 website for more information including POCs and Frequently Asked Questions (FAQ). 5.1 OPERATION SECURITY PROGRAM (OPSEC) –Task orders may have requirements for Operational Security (OPSEC). The Contractor is required to provide Operational Security (OPSEC) protection for all sensitive information (as defined in Title 15, United States Code, Section 278g-3(d)(4). Use OPNAVINST 34321.1 and National Security Decision Directive (NSDD) 298 for the concept of OPSEC, and apply the framework for telecommunications security in Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.239-7016, as appropriate). The Contractor shall apply to meet and use Distribution Statements following the provisions of Exhibit 8A, SECNAVINST 5510.36. For task orders that require OPSEC, in order to meet this requirement, the Contractor shall develop, implement and maintain a facility level OPSEC program to protect sensitive information to be held, provided, used, handled, discussed, processed, stored, transmitted, or delivered at a Contractor's or sub-Contractor's facilities during performance of the task order. For task orders that required OPSEC plans, it will be submitted via a CDRL assigned at the task order level. The Contractor shall submit the document in MS Office.
The Contractor is responsible for sub-Contractor implementation of OPSEC requirements for the task order 5.0 5.1
5.2 DD FORM 254 - Overarching security requirements and Contractor access to classified information shall be as specified in the DD Form 254. All Contractor personnel with access to unclassified information systems, including e-mail, shall have, at a minimum, a favorable National Agency Check (NAC).
The Contractor may be required to support the Government’s building security requirements when provided office or lab spaces in a Government building under this contract. Each building will have written procedures for the responsibilities of securing that building.
