Questions: 4 November 2015 N00421-15-R-0007

Q1. Please confirm that all labor hours should be bid as government site.

A1. All labor categories should be bid at Government site.

Q2. Page 1, Block 9 indicates”…handcarried, in the depository located in Building 433, Liljencrantz Rd...” which is at the address indicated in Block 7 identified as 22299 Exploration Drive, Exploration IV, Suite 301, Lexington Park, MD 20653-2058. Page 108, Section 4.0 indicates “Hand carried proposal may be delivered to the address above…” which is at the address in Section 4.0 as 21983 Bundy Road, Unit 7 Building 441, Patuxent Rived MD 20370-1127. Please clarify the correct address to submit proposals to be delivered by hand.

A2. Please see Amendment 1 to the RFP posted to FBO on 27 October 2015 and Amendment 2 posted to FBO on 4 November 2015.

Q3. Should proprietary subcontractors sealed proposals be submitted directly to the government or to the prime to include it with its proposal submittal?

A3. Proprietary subcontractor’s proposals should be submitted to the prime to include with its proposal submittal.

Q4. Please provide clarification regarding paragraph 14.2, is this in addition to the labor category requirements that follow or does the offer need to augment the labor category qualifications with these requirements also?

A4. As noted in the verbiage itself, paragraph 14.2 is an overarching requisite for the "applicable labor categories listed below" in the RFP. Therefore, the requirements of paragraph 14.2 must be applied to the subsequent labor categories accordingly.

Q5 3.1.e(2) requires the contractor to fabricate test aids for use in T&E of systems or equipment. Similarly, 3.3.c includes tasking to “fabricate applicable interface devices” and 3.3.d includes “necessary hardware … development.” Are these fabrication tasks to be performed on-site, with government provided tools and material?

A5. Fabrication tasks are to be performed on-site, with government provided tools and material.

Q6. Request clarity on some of the CDRL citations and associated tasking:

Q6(Part 1). 3.2 – requires A007, Test Report, but does require corresponding Test Plans or Procedures. Additionally, the only explicit indication of test tasking is (3.2.e), “perform breadboard and bench tests …”; however, the citation of A007 is earlier, specifically associated with “Component and System Design Engineering Support.”

A6(Part 1). CDRL A013, Test Plans and Procedures, will be incorporated at the overarching 3.2 paragraph level. As indicated in paragraph 3.2, support in accordance with all applicable CDRLs "will be further defined at the task order level" post IDIQ award.

Q6(Part 2). 3.5 – requires A013, Test Plans and Procedures, but no Test Report (presumably A007), and with no explicit indication of test tasking. In fact, the task statement cites “operational procedures for the labs” with the CDRL citations for a Lab Maintenance Report (A012) and A013.

A6(Part 2). There is no requirement for the inclusion of CDRL A007 against SOW paragraph 3.5.

Q7. The following paragraph in 1.1 Scope doesn’t seem supported by the tasking in section 3, please provide clarification of the relationship of this last paragraph in section 1.1 to section 3:

Such services include but are not limited to: shipping of systems, components and parts; provision of training and training materials; provision of technical manuals; grooming of systems and provision of technical assistance by phone, electronic mail or on-site at the pertinent host country or on the host country’s ships. The performance of these duties on the AN/UPX-29(V) may also require interaction with Lockheed Martin Corporation's FMS/International Logistics Program Support, whose personnel forward shipments to the JMSDF, ROKN and RAN as part of these FMS cases. Shipping and receiving of components and parts may be required via other countries as part of providing parts and assistance to United States vessels that are located in and around those countries. The list above is not all inclusive and is intended to provide a list of current cases; other cases may arise during the lifespan of this contract.

A7. The above paragraph in 1.1 of Section C, has been removed from the RFP.

Q8. Is the ODC information provided in section L-2, paragraph 1.0, table, to be spread across the 5 year period of performance or is that the per year ODC amount?

A8. The ODC information in Section L-2, Paragraph 1.0 is for the entire 5 year period of performance.

Q9. Section C, paragraph 13, identifies 10 key personnel, Section L paragraph 3 states 22 pages for key personnel resume (2 pages per resume) these two sections conflict with each other, is the intention to have a 20 page limit to 10 key personnel resumes?

A9. Section L, Paragraph 3.0, under Volume 2 – Technical/Workforce, the page limit has been changed to 20 (2 pages per resume).

Q10. With this solicitation being a total small business set aside, is section 2.3.4 of the management plan applicable. Also for Volume 3 is the small business subcontracting goal relevant for a large business subcontractor that is part of this proposal?

A10. Yes, Section 2.3.4 is applicable to this solicitation. Please see the change to the language in Volume 3 – Past Performance, Paragraph 3.1 in Amendment 2 to the RFP.

Q11. To allow for adequate time for us to complete our response will the Government consider a 2 week extension?

A11. No, the Government will not extend the due date on the RFP.

Q12. Section L, Volume 4: Cost/Price, paragraph 4.4 (page 118) of the subject solicitation states that Attachment 5 “specifies the Government Property to be furnished” and Attachment 6 “is used to specify Government Property authorized for contractor requisition from DoD supply sources”. This paragraph further states if offeror proposes/requires the use of GFE or GFI “other than that specified in the above-referenced attachments” the offer is to provide the required information listed in the paragraph. However, neither Attachment 5 nor Attachment 6 ( posted to the FedBizOpps website on October 27th) contain Government Property information as stated in paragraph 4.4, both forms are blank. Will the Government re-post Attachment 5 and Attachment 6 to include the Government Property information?

A12. Attachments 5 and 6 are required to be attached to the RFP as they are mandatory for all contracts whether GFP will be used or not. At the time RFP, there are no GFP requirements, therefore the Attachments are blank.
