N00421-15-R-0007 Questions and Answers 10 November 2015
Q1. The Government require all cost/pricing information to be submitted in Volume 4 of the offeror’s proposal. Volume 2 paragraph 2.2 Workforce states that all contingent key personnel hires’ letters of intent shall be submitted under Volume 2. Since letters of intent contain a contingent key personnel hire’s annual salary/hourly pay rate, should these letters be submitted in Volume 4 of the offeror’s proposal and not Volume 2 as currently stated in the solicitation?
A1. Contingent hire letters are required in both Volumes 2 and 4 in accordance with the RFP. Contingent hire letters submitted under Volume 2 may have the cost/price information redacted.
Q2. In Volume 3 – Past Performance of the solicitation states “The offer shall submit 3 summaries of past performance. . . . . . . . . . . . for itself and its principal subcontractors and critical team members, if any.” which could include a total submission of 3 past performance summaries from the offeror and all subcontractors. However, the FBO Q& A posted on 9 November 2015 by the government seems to require 3 past performance submission from the prime contractor and 3 from each proposed subcontractor. For example, instances were a prime contractor is proposing 2 (two) subcontractors, will the government require a total of 9 past performance submissions (3 from the prime contract and 3 from each of the proposed subcontractors?
A2. Please see Amendment 3 to the RFP posted on 10 November 2015.
Q3. For Past Performance is the requirement for 3 past performance summaries in total or is it 3 past performance summaries each for the offeror, principal subcontractors and critical team members? This could end up being a total of 30 past performance references that could not be sufficiently covered in the page count allocation allowed.
A3. Please see Amendment 3 to the RFP posted on 10 November 2015.
