CONTRACTING OFFICER REPRESENTATIVE: TO BE DETERMINED AT CONTRACT AWARD
GENERAL INFORMATION
(1) This acquisition is a Full and Open Competition that will result in the placement of a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This IDIQ contract vehicle will permit specific term task orders to be issued, based on the general tasking outlined in the Statement of Work (SOW).
(2) NAVAIR clause 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT)(NAVAIR)(DEC 2012) will be included in all LOE Task Orders.
(3) The Product/Service Codes (PSC) for this procurement is H217.
(4) The NAICS code for this procurement is 541330.
(5) This contract includes Cost-Plus-Fixed-Fee (CPFF) contract line item numbers (CLINs) for labor and cost reimbursable (no fee) CLINs for Other Direct Costs (travel and material).
(6) The resultant Single Award IDIQ contract will have an ordering period of five (5) years.
Section B - Supplies or Services and Prices
PRICING NOTES
B-1 Task Orders (TOs) that include CPFF Labor Term CLINs will be issued under this contract using the following streamlined ordering procedures:
(1) For each proposed order that includes CPFF Labor Term CLINs, the contracting officer will provide the contractor a TO and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the Hourly Burdened Composite Labor Rates provided in table(s) below, to calculate the total estimated cost for the proposed CLINs and/or TO.
i. The TO fixed fee is calculated using Section G Clause 5252.232-9510 PAYMENT OF FIXED FEE (NAVAIR).
ii. Ceiling for ODCs will be priced in accordance with the Government estimate.
iii. TOs crossing multiple years will be estimated by the Government using the Hourly Burdened Composite Labor Rates for each year in proportion to the Period of Performance (PoP) of the TO.
(2) Within three (3) working days of receipt of the TO and IGCE, the contractor shall respond:
i. If the contractor agrees that it can perform the TO within the parameters of the IGCE, they will sign and return the DD 1155 to the contracting officer. If the requirement remains valid, a priced order will be issued to the contractor; or
ii. If the contractor does not agree with the TO and/or IGCE, the contractor shall acknowledge its disagreement within three (3) working days. Additionally, a proposal shall be submitted to the contracting officer within five (5) working days of receipt of the TO and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor.

| (a) The level of effort estimated to be ordered during the term of this contract is 382,680 man-hours of direct labor including authorized subcontract labor, if any. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract. The estimated composition of the total man-hours of direct labor by classification is as follows: |

| (b) FAR Clause 52.232-20, "Limitation of Cost" applies to fully funded orders and FAR Clause 52.232-22, "Limitation of Funds" applies to incrementally funded orders. Nothing in this clause amends the rights or responsibilities of the parties hereto under either of those two clauses. In addition, the notifications required by this clause are separate and distinct from any specified in either FAR Clause 52.232-20 or FAR Clause 52.232-22. | |
| (c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of: | |
| (1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or 52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or | |
| (2) Effecting a reduction in the fixed fee by the percentage by which the total expended man-hours is less than one hundred (100%) percent of the established Level of Effort. | |
| (d) The contractor agrees that effort performed in fulfillment of level of effort obligations under this contract shall include only verifiable effort in direct support of the work specified. It shall not include efforts such as work performed in transit to or from an employee's usual workplace, work during lunchtime activities, or effort performed at other non-work locations. | |

Section C - Descriptions and Specifications
STATEMENT OF WORK (SOW) TO SUPPORT THE NAWCAD SUPPORT EQUIPMENT TEST AND EVALUATION (SE T&E) BRANCH
1. Background/Scope
The Naval Air Systems Command (NAVAIRSYSCOM), hereafter referred to as NAVAIR, tasks the Naval Air Warfare Center Aircraft Division (NAWCAD) Support Equipment Test and Evaluation Branch (SE T&E), to support the Integrated Product Teams (IPTs), perform testing, systems engineering, analysis, development integration, modification/repair of end items and components, and fleet introduction of aviation Common Support Equipment (CSE)/Peculiar Support Equipment (PSE) in support of NAVAIR weapon systems. This includes test and evaluation, end item/component modification and repair, Fleet Evaluations (FLEETEVAL), and In-Service Engineering (ISE) support of CSE/PSE from concept development through fielding and is applied to all NAVAIR (Fixed Wing, Tactical, Tilt Rotor, Rotary, Maritime, UAV, Targets, and Training Systems), and advanced weapons and support systems. This responsibility is applicable throughout the acquisition process and life cycle of a program. In order to provide this support, a diverse staff with specific in-depth knowledge and experience in leading edge technology is required.
The SE T&E Branch conducts Test and Evaluation (T&E) of SE and provides SE Subject Matter Experts (SMEs) and Integrated Product Team (IPT) T&E representatives that are used to support aircraft, systems, weapons, air-ship integration, and maintenance activities. The branch functions within the NAWCAD under the auspices of the SE and Aircraft Launch & Recovery Equipment (ALRE) Group, Prototype, Manufacture and Test Division. The branch works in conjunction with IPTs, Externally Directed Teams (EDTs), Enterprise Teams (ETs), and Integrated Test Teams (ITTs) that are involved in all NAVAIR Programs. The SE commodities associated with these programs include:
· Avionics SE: This area covers organizational, intermediate and depot maintenance level CSE/PSE for avionics, including Communication, Navigation and Identification (CNI), Electronic Warfare (EW), Electro-Optics, Radar, Weapons Control, Data Processing, Electro-Mechanical and Instrumentation Systems.
· Automatic Test Equipment (ATE)/Test Program Set (TPS): This area covers ATE and associated TPS such as those for the AN/USM-636(V), Consolidate Automated Support Systems (CASS) AN/USM-702(V) Reconfigurable Transportable CASS (RTCASS), electronic CASS (eCASS), and advanced Synthetic Instrumentation (SI) technology.
· Propulsion SE: This area covers SE related to all aircraft propulsion systems, including primary and secondary power systems, Gas Turbine Compressor (GTC) systems, mobile and fixed engine test facilities such as the Jet Engine Test Instrument (JETI), Shaft Engine Test Instrumentation (SETI), Turbo-Prop Test Instrumentation (TPTI) and gas turbine engine test cells.
· Aircraft Handling, Servicing, and Inspection (HSI) SE: This area covers all CSE/PSE required to maintain, service and inspect aircraft structures. This includes hydraulics, fuel, pneumatics, cryogenics, electrical, environmental control, crew, handling and inspection systems.
· Aircraft Armament Handling SE: This area covers all armament/weapons handling SE including transporters, loading/downloading equipment, and towing and assembly equipment.
In accomplishing their mission, the SE T&E Branch conducts SE testing and participates in systems engineering, analysis, development, integration, fleet introduction, and in-service engineering evolutions. This normally entails providing support during vendor reviews and testing events, and conducting test and evaluation and FLEETEVAL at NAS Patuxent River and Navy/Marine Corp shipboard and shore-based sites. In addition, the SE T&E Branch performs modification and repair of SE end items and components in support of its test and evaluation functions, Sponsor/IPT acquisition, and life cycle sustainment. To accomplish this mission, the SE T&E Branch utilizes multiple laboratories and facilities that include, but are not limited to:
· Support Equipment Mechanical, Electrical, Hydraulic, Avionics, and ATE Laboratories: Contains various machine shop equipment and tools, aircraft servicing equipment, test assets, simulators, hydraulic lifts, overhead cranes, forklift trucks, avionics systems, and electronic test equipment.
· Open Air Engine Test Facility: Contains fixed and mobile Engine Test Systems, gas turbine test cells, Engine Adapter Assemblies (EAA), and propulsion system test support items.
· Indoor Engine Test Cell Facility: Contains an A/E32T-l0B JETI Land Based Engine Test Facility.
In completing sponsor assigned tasking, the SE T&E Branch performs numerous functions across many technical areas. The technical areas include, but are not limited to, SE and Test Technology design and integration, T&E Verification/Validation, laboratories and facilities operations and maintenance, IPT engineering and technical assistance, modification/repair of SE end items/components, and management and administrative support. To provide support in these diverse areas, the SE Test and Evaluation Branch complements the Government workforce with the services of qualified and experienced engineering, technical, program analyst, administrative, and related program management oversight responsibilities. The multi-disciplined skills of these personnel are integrated and shared across multiple SE support areas, laboratories, and facilities; thus realizing efficiency and continuity among inter-related tasks. Through these coordinated efforts, the SE T&E Branch, program sponsors and the Fleet are assured state of-the art SE that is compatible with legacy and next generation aircraft, weapons, and systems.

The Contractor shall conform to applicable Department of Defense (DoD), Department of the Navy (DoN) procedures and standards in the performance of this contract. The following specifications, standards, instructions, and directives are incorporated by reference; the list is not all-inclusive. Compliance with the detail, standards, specifications or policy contained in these documents is essential in the performance of this contract. Unless otherwise noted, the revision level and date for each document, specification or standard cited shall be the document in effect on the date of contract award or at the time an option is exercised. Any relevant Department of Defense (DoD) Instructions, directives, and documents, as well as any pertinent policies, procedures and guidelines necessary to perform tasking will be provided during contract performance in support of individual task orders.

3.1.1 Compatibility
The contractor shall maintain the capability to prepare documents in software packages compatible with the Government Information Technology (IT) environment through the security classification up to Secret as specified in the Department of Defense Contract Security Classification Specification (DD-254). All contractor personnel performing under this contract must be able to operate office equipment such as facsimile machines, copiers, computers with peripheral equipment, programmable telephones, scanners, and shredders. The current operating environment required for this contract includes:
· Microsoft Windows 10
· Microsoft Project 2016
· Microsoft Office Professional 2016
· Adobe Acrobat XI (reader)
· Internet access
The contractor shall maintain the ability to interface with and transfer data to and from requiring office software applications and their upgraded versions. The contractor shall maintain state-of the art virus software and ensure that all media are virus free when delivered. Anti-virus software developed by Kaspersky Labs is prohibited for use under this contract to mitigate threats to the Department of Defense Information Network–Navy posed by adversaries leveraging Kaspersky Labs products (see FAR 52.204-23 for details). The contractor shall be capable of Internet and LAN communications with the SE T&E Branch. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with the SE T&E Branch during working hours whether at contractor work site or on travel.
3.1.2 Work Location and Facilities
3.1.2.1 Work location
Work under this requirement shall be primarily performed at NAS Patuxent River, MD, Joint Base McGuire-Dix-Lakehurst, NJ, NAS Point Mugu, CA and NAS Oceana, VA. Other work locations include U.S. Navy (Shore, Ship, and Mobile Maintenance) Facilities and other DoD and SE commercial vendor locations. Approximately 90% of work will be performed at Government sites and 10% of work will be performed at SE commercial vendor locations. The Government will provide all required laboratories, facilities, tools, test equipment, test assets, to include accredited computers, and SE to support test; as well as access to required government local and corporate databases. Additionally, the use of government vehicles is authorized for official business on base and within a 450-mile radius of the assigned work location. Contractors performing on-site support will be provided access to workspaces, telephones, printers, facsimile machines, copy machines, shredders, computers, and network access including web servers and applicable databases or other applications necessary to carry out assigned tasks.
3.1.3 Contract Status Reporting
The Contractor shall provide the following documentation.
3.1.3.1 Funds Expenditure Report in accordance with Contract Data Requirement List (CDRL) A001.
3.1.3.2 Monthly Status Report in accordance with CDRL A002.
3.1.3.3 Technical Reports, as required, in accordance with CDRL A003.
3.1.3.4 Trip/Travel Reports, as required, in accordance with CDRL A004.
3.1.3.5 Invoice Support Reports, as required, in accordance with CDRL A005.
3.1.3.6 Contracting Officer’s Management Reports, as required, in accordance with CDRL A006 and SOW paragraph 3.1.8. Segregation of Costs and Invoice Requirements Reporting: The Contractor shall segregate costs incurred under this contract and each Task Order at the lowest level of performance, either by tasks or by subtask, rather than only on a CLIN or total contract basis, and shall submit invoices reflecting costs incurred at that level. In addition, the Contractor shall submit invoices containing summaries of work charged during the period covered.
3.1.4 Work Schedule to include Compressed Work Schedule (CWS), overtime, holidays, and installation closure.
3.1.4.1 Work Schedule
The contractor shall provide the required services and staffing coverage during normal working hours; coordinated with the COR prior to execution. Normal working hours are usually 8.5 hours (including a 30-minute lunch break), each Monday through Friday (except on the legal holidays specified in paragraph 3.1.4.1.2). Core hours are from 0900 to 1500 with flexibility to start as early as 0600 and end as late as 1800, Monday through Friday.
3.1.4.1.1 Compressed Work Schedule (CWS)
CWS is an alternative work schedule to the traditional five 8.5-hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.
The contractor may allow its employees to work a CWS schedule provided the requirements of this SOW are met. If the contractor chooses to allow its employees to work a CWS schedule in support of this contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent contractor employees from providing necessary staffing and services coverage as required by the Government to the Contracting Officer’s Representative/Alternate Contracting Officer’s Representative (COR/ACOR).
3.1.4.1.2 Holidays
The Government observes the following holidays:

With the exception of the events in section 3.1.4.1.3 below, the contractor is permitted to observe the above Holidays in accordance with its corporate policy.
3.1.4.1.3 Installation Closure
When Federal facilities are closed by the Government, or when Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, contractor personnel assigned to work at that facility in support of such Federal employees shall follow their parent company’s policies.
While generally contractor personnel may not perform work on-site at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by contractor personnel is mission essential.
3.1.4.1.4 Overtime
Overtime, as defined in this contract, refers to hours worked by a contractor employee in excess of the employee’s normal workweek. When support requirements outside of normal working hours occur, the Contractor shall ensure qualified personnel are available to support the requirements through the use of overtime. Overtime cannot be charged directly to the contract unless first approved in writing by the Procuring Contracting Officer. Approved overtime under this contract to the extent specified in individual task orders, requires COR concurrence in advance of each occurrence.
3.1.5 Other Direct Costs
3.1.5.1 Travel
Contractor personnel shall be required to travel to conduct testing, assist in equipment installs, attend meetings, perform/support ISE, test and evaluation, or FLEETEVALs at Navy and Marine Corp bases and facilities both land-based and ship-based, the SE vendor facilities, and other DoD activities in order to complete the tasks defined under this contract. Travel will be directed on project and case-by-case basis, and can include travel outside the continental United States. The contractor shall arrange travel and travel services for the customer by maintaining records of travel cases processed, transportation requests issued, securing local transportation services, providing advice, interpretation and guidance on travel and reimbursement and typing, tracking and distribution of travel claims and orders in accordance with CDRL A004. Travel may include general and administrative expenses, but shall not include profit. The contractor shall provide means for prompt communication between the contractor when on travel, and project team leads as required. Anticipated annual travel requirements include, but are not limited to, the following:

3.1.5.2 Material
The contractor shall provide specialized parts, components, materials, shipping, and equipment as necessary to accomplish the tasks as stated in the SOW. Material costs may include general and administrative expenses, but shall not include profit. All materials during the performance of this contract shall become Government property.
3.1.6 Subcontractors
Provisions stated herein shall be clearly and effectively communicated to all subcontractors providing support under this contract. All provisions of this SOW shall flow down to subcontractors providing support under this contract.
3.1.7 Management of Contractor Personnel
The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services.
3.1.8 Technical Direction Letters (TDLs)
When necessary, technical direction or clarification concerning the details of specific tasks set forth in the Contract and the TOs will be given through issuance of written TDLs. TDLs will not, in any manner, alter the scope of the Contract for TO. For further direction see NAVAIR Clause 5252.242-9502 Technical Direction (Variation) in Section H of the contract. (CDRL A006).
3.2 Security
3.2.1 Citizenship Requirements
Only U.S. citizens may perform under this contract. If the contractor cannot find qualified U.S. citizens to perform the work, the contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:
a. The individual's name, date and place of birth, position title, and current citizenship.
b. A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.
c. A statement of the unusual expertise possessed by the applicant.
d. A statement that access will be limited to a specific government contract (specify contract number).
e. A statement that the contractor has obtained an export license for the information required to perform the contract.
3.2.2 Investigative Requirements
Unclassified: All contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV M-5510.30. All contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The Contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office will initiate the contractor’s Electronic Questionnaire for Investigations Processing (eQIP), will do a preliminary screening of the contractor’s eQIP for suitability and derogatory information. The contractor employee shall provide all requested information pursuant to the Privacy Act of 1974. The Government Security Office may deny the Contractor access to Government facilities and information and may prohibit the contractor from performance of sensitive duties for failure to provide requested information or when derogatory or adverse information is present on the contractor’s eQIP. In such cases, the contractor employee may not perform on the Contract.
3.2.3 Common Access Card (CAC)/Public Key Infrastructure (PKI), System Authorization Access Request (SAAR-N).
3.2.3.1 SAAR-N
All contractor personnel requiring access to Government Information Technology (IT) systems shall have an approved System Authorization Access Request (SAAR-N) Form OPNAV 5239/14 (Rev Sep 2011) on file, and complete required Annual Information Awareness Training. New employees must submit their SAAR-N forms within thirty (30) days of their first day of work. Instructions for processing the SAAR-N forms are available at: http://www.cnrc.navy.mil/publications/Forms/OPNAV_5239_14_SAAR_N.pdf. SAAR-N forms shall be submitted to the Contracting Officer’s Representative (COR), Government Technical Point of Contact (TPOC), or to the assigned government Trusted Associate Sponsorship System (TASS) Trusted Associate.
3.2.3.2 CAC / Local Badges
Contractor CACs and facility specific identification badges will be issued by the Government to on-site contractor personnel and shall be visible at all times while personnel are at the Government site. The contractor shall furnish all requested information required to facilitate issuance of identification badges and conform to CNICINST 5530.14A, Change 2, and all other local installation policy. All CACs and identification badges issued to Contractor employees shall be returned to the Government Security Department at the Government site following completion of the contract, relocation or termination of an employee, or upon request from the COR. The Government will provide the contractor access to Government facilities, as required, for performance of tasks under this contract.
3.2.3.3 DD-254
The contractor shall be required to adhere to the provisions stated in the DD254 Contract Security Classification Specification. Information or data that the contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only.” Distribution is authorized to the Requiring Office’s Organization and supported Activity only. Access to sensitive areas may be required of contractors for contractual program related efforts. Contractors requiring access must be US citizens and accompanied by authorized government representatives. In addition, contractor employees shall complete local OPSEC and counterintelligence awareness training provided by NAWCAD security. DoD 5400.7-R, September 1998 applies.
3.2.4 Information Security
If the work is performed at the contractor’s facility, the contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and Controlled Unclassified Information (CUI) and to control distribution of CUI in accordance with DoD 5220.22-M (NISPOM), and SECNAV M-5510.36.
3.2.4.1 Marking
All information generated by the contractor shall be properly marked. For Official Use Only information generated and/or provided under this contract shall be marked in accordance with DoDM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with DoDD 5230.24 and program Security Classification Guidance.
3.2.4.2 Public Release
No information pertaining to this contract shall be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by the appropriate U.S. government authority. Proposed public releases shall be submitted for approval prior to release through NAWCAD Public Affairs Office, 47123 Buse Road, Bldg 2272, Ste 540, Patuxent River, MD 20670-1547.
3.2.4.3 Loss, Compromise and/or Electronic Spillage of Classified or Controlled Unclassified Information
All instances of loss, compromise and electronic spillage of classified or CUI shall be reported to the COR, TPOC and Government Security Office within 24 hours of the incident occurring.
3.2.5 Operations Security (OPSEC)
The contractor shall comply with activity OPSEC program instructions, guidance and contribute to organization-level OPSEC efforts. Operations Security (OPSEC) DD Form 254, Attachment J4. The contractor shall provide OPSEC protection for all classified information (in accordance with FAR 4.402) and sensitive information (as defined by Section 3(d)(4) of PL 100-235 (101 Stat 1727)), pursuant to the National Security Decision Directive 298 and DFARS clause 252.239-7016. The contractor will include OPSEC as part of its ongoing security awareness program and take all required activity OPSEC training. The contractor will protect identified critical information, sensitive unclassified information and activities, which, if divulged, could further compromise classified or sensitive information or operations, or degrade the planning and execution of operations performed by the Requiring Office (RO) and contractor in support of the mission.
While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with facility OPSEC program instructions and contribute to organization-level OPSEC efforts. Include OPSEC as part of its ongoing security awareness program and take all required Agency training. Be responsive to the Supporting OPSEC Manager on a non-interference basis. Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the RO and contractor in support of the mission.
3.2.6 Anti-Terrorism Force Protection and Emergency Management
The work performed on this contract is Emergency Essential in accordance with OPNAVINST 3440.17A and Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of Force Protection Condition CHARLIE or in any event or emergency where Government Officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a government facility shall complete annual Antiterrorism (Level One) and Active Shooter training.
3.2.7 Security Clearance Requirements
Personnel must have, or be able to obtain the appropriate security clearance as stated on the DD Form 254. Proof of U.S. citizenship is required to be permitted access to government installations, aircraft, and ships.

3.3 Detailed Support
The following funding types are applicable to the SOW and apply to all associated tasks:

The contractor shall be ISO 9001:2015 and AS9100:2016 certified (or equivalent) in accordance with FAR 52.246-11, Higher-Level Contract Quality Requirement, and provide engineering, technical, analytical, management and administrative services to perform the following tasks:
3.3.1 SE and Test Technology Development, Design and Integration Support (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.1.1 The contractor shall provide requirements analysis, standardization studies, acquisition planning, design reviews, demonstrations, acceptance tests monitoring, and operator/maintenance technical manual verification/validation efforts for new or upgraded SE.
3.3.1.2 The contractor shall monitor critical testing technologies, evaluate and recommend new, modified, or upgraded test systems, technology, and procedures/techniques to meet test objectives and enhance test capabilities.
3.3.1.3 The contractor shall provide for the development, design, and integration of in-service, new, or upgraded SE to support the acquisition and the evaluation of SE end items.
3.3.2 SE Test and Evaluation Support (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.2.1 The contractor shall develop, prepare, and/or analyze test plans in accordance with existing directives. (CDRL A003)
3.3.2.2 The contractor shall provide inputs on deficiencies or potential improvements that would increase efficiency or impact safety and security during testing while ensuring all test objectives are satisfied.
3.3.2.3 The contractor shall identify support requirements and prepare recommended equipment material lists to accommodate project testing. (CDRL A003)
3.3.2.4 The contractor shall develop and recommend quality control assurance procedures and standard operating procedures required to meet the test objectives specified in approved test plans. (CDRL A003)
3.3.2.5 The contractor shall design, fabricate, and modify the following: simulators, test assets, SE end items or system components, cable harnesses, connections, breakout boxes, peculiar test equipment, data and fiber optic links, and other interfaces necessary for conducting tests as prescribed in approved test plans.
3.3.2.6 The contractor shall operate the SE end items, test equipment, instrumentation, and/or facilities in support of pre-test, test, and post-test evolutions in accordance with approved test plans.
3.3.2.7 The contractor shall collect, reduce, and analyze test data in accordance with approved test plans. (CDRL A003)
3.3.2.8 The contractor shall prepare deficiency reports, test reports, and other documentation to support program management decisions. (CDRL A003)
3.3.3 T&E Laboratories and Facilities Support (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.3.1 The contractor shall modify, repair, or manufacture new or existing test systems, and/or install new and upgraded test systems and verify proper operation as per approved Technical Data Packages (TDPs) and associated technical manuals. (CDRL A003).
3.3.3.2 The contractor shall manage the Tool Control Program (TCP), Individual Material Readiness List (IMRL), METCAL, and HAZMAT programs and maintain appropriate databases and records to support tracking and recording of SE test and evaluation requirements.
3.3.3.3 The contractor shall perform test facility and test support systems/equipment preventative maintenance in accordance with equipment maintenance/operation manuals, military test specifications and standards, and approved preventative maintenance schedules in support of SE test and evaluation.
3.3.3.4 The contractor shall repair test facilities and test support systems/equipment in support of SE test and evaluation. For equipment requiring extensive repair, the contractor shall identify and recommend alternative repair sources.
3.3.3.5 The contractor shall maintain unique interfaces integral to test article assessment in accordance with standard Navy or special test article unique instructions.
3.3.4 SE Prototype, Modification, Manufacture (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.4.1 The contractor shall prototype, modify, or manufacture SE end items/components and test assets in accordance with Government approved drawings/documentation.
3.3.5 IPT Support (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.5.1 The contractor shall assist IPT Leads in acquisition and life cycle program planning efforts by providing technical related inputs to the acquisition strategy, program schedules, program management plans, briefs, reports, and other necessary documentation needed to obtain Systems Engineering Technical Reviews (SETRs), Milestone Decision Authority (MDA), Engineering Change Proposal (ECP), and other approvals for new, in-service, and modified CSE, PSE, and training systems. (CDRL A003)
3.3.5.2 The contractor shall review program-related documentation and participate in program meetings to monitor and assess test execution status of new, in-service, and modified CSE and PSE. The contractor shall track, review, and evaluate new and modified SE contract deliverables. The contractor shall use Government automated tools to report status, deliverable review assessments, technical/program issues, and problem resolution alternatives. (CDRL A003)
3.3.5.3 The contractor shall analyze and make recommendations regarding Fleet SE site activation, Initial Operating Capability (IOC), in-service, and supportability requirements. (CDRL A003)
3.3.5.4 The contractor shall provide analysis, evaluation of, and tracking ECPs and Configuration Management baselines related to SE end item test assets.
3.3.5.5 The contractor shall provide technical support to all SE programs in identifying and resolving technical information system compliance. This includes researching and formulating approaches to ensure compliance with evolving DoD and Navy information policies and guidance.
3.3.5.6 The contractor shall provide website maintenance and connectivity and develop databases to support inter-team and intra-team communications while protecting proprietary information.
3.3.6 Management and Administrative Support (O&M, PROC, RDT&E, NWCF, FCP, FMS, Non-DOD)
3.3.6.1 The contractor shall coordinate with the COR to ensure continuity while managing and tracking cost, schedule, deliverable, and performance aspects of this contract.
3.3.6.2 The contractor shall assist in the preparation of funds necessary to execute tests, the development of workload planning data, the identification and allocation of resources and the coordination and integration of project support activities necessary to execute project tasking.
3.3.6.3 The contractor shall operate and maintain various databases containing test data and results, project/technical schedules and status, manufacturer deliverables, financial profiles, inventory and property management data, training records, and other information required by project managers and formal directives. (CDRL A003)
3.3.6.4 The contractor shall prepare formal correspondence, reports, presentation materials, and other documentation to support competency and test and evaluation project objectives. (CDRL A003)
3.3.6.5 The contractor shall assist the support equipment IPTs by providing technical working group support to include coordination, preparing agendas and announcements, setting up and dismantling audio/visual equipment, accommodating attendee’s administrative needs, and recording and publishing meeting minutes.
3.3.6.6 The contractor shall input information into the Defense Travel System (DTS), Basics II, Defense Messaging System (DMS), Enterprise Resource Planning (ERP), Joint Personnel Adjudication System (JPAS), and other DoD, NAVAIR, and NAWCAD automated systems to support travel, visitor control, material procurement, and other functions essential to day-to-day operations.
4.0 Personnel Qualifications
4.1 The contractor shall provide personnel having the following levels of professional, technical, training, certifications, and experience. The specialized experience included as part of the required qualifications shall have been obtained in the appropriate labor category. The contractor shall provide personnel having professional and technical experience necessary to perform the scope of the effort and to ensure accomplishment of the tasks specified in the SOW. All personnel performing under the contract must meet the labor qualifications outlined herein during the entire period of the contract.
4.2 Workforce Personnel
Skilled and experienced technical personnel are essential to successful contractor accomplishment of the work to be performed under this contract. Personnel are required to be available beginning with the first day of contract task order execution and throughout entire task order. If personnel become unavailable, the contractor is to provide documentation in writing to the Contract Officer and COR that the replacement personnel meets the applicable labor category qualifications and certifications. The contractor shall replace vacancies with personnel meeting applicable labor category qualifications and certifications within 30 days. (CDRL A003)
4.3 College Degree
All degrees shall be obtained from an “accredited college or university” as recognized by the U.S. Department of Education. This includes Associates, Bachelor’s, Master’s, or Doctorate degrees.
4.4 Degree Majors
All labor categories in the functional area specified below shall have a Major in at least one of the following subjects:
· Engineering Related Disciplines –Aerospace, Mechanical, Electrical.
· Business Related Disciplines – Business Management, Business Administration
