Questions and Answers
1. Question: Could you please send us the Performance Work Statement including the SF 1449 form in Microsoft Word format (for completing SF 1449 and RFP Section, "Representation, Certification and Other Statements of Offerors")?
Answer: Please see attached.
2. Question: Could you please send us the Appendices listed on page 11 (SECTION 10.0 TABLE OF CONTENTS FOR APPENDICES) in the Performance Work Statement (PWS), i.e. Appendix I-A to I-Q and Appendix II-A to II-C?
Answer: Please see attached.
3. Question: With reference to section 10.0 in the PWS (PERSONNEL EXPERIENCE, EDUCATION & QUALIFICATIONS) the Historical Level Of Effort is indicated as 15 full time employees (FTE), whereas in this proposal Estimated Level of Effort is 18 FTE. Could you please elaborate why the estimated number of full time employees is increased? Is it added scope and/or more need for maintenance support now compared to past years?

4. Question: Will the government confirm whether or not VAT will apply to this procurement? If not, is there an exemption certificate or something similar that will be provided?
Answer: The contractor is responsible for knowing what taxes are required to be paid, and include those in the contract price (see FAR clause 52.229-6). If the contractor has tax questions about what taxes are required to be paid, you should consult your own legal counsel or tax advisor. If there are taxes that are exempt from payment due to an agreement between the government of the US and Iceland, those should be annotated and listed out separately in DFARS clause 252.229-7001, included in the contract. Please see an Amendment 5.
