AN/SPA-25H Solicitation Questions and Answers

Q1. Is the entire TDP Unclassified?

A1. Yes the entire TDP is unclassified

Q2. Will the AN/SPA-25H Technical Data Package be transmitted via the AMRDEC SAFE web tool? If so, how long do you anticipate that to take.

A2. Yes the TDP will be transmitted via AMRDEC SAFE web tool. Once a request for access is received access will be granted within one business day.

Q3.Is the Procurement Requirements Data Download different than the Technical Data Package?

A3. No the PRDD and the TDP are the same documents.

Q4. Will you be releasing the labor category descriptions containing the requirements for the Key Personnel

Qualifications? Page 84 has the format for which to submit the resumes, but there are no requirements such as education or years of experience etc.

A4. No labor category descriptions will be provided. The Offeror will be responsible for providing resumes that can meet the requirements of the Statement of Work.

Q5. "During the Sources Sought Phase of the AN/SPA-25H opportunity there were three questions asked concerning DRS or LM proprietary parts and how those parts may lead to unfair competition. These three questions and answers are provided for reference below.

The Final RFP for the AN/SPA-25H was released and these parts are not listed as being provided as GFE. After review of the provided TDP it is certain that the TDP does not have enough information to produce them. This leads to any small business doing business directly with DRS or LM having a distinct pricing advantage over all other competitors.

Would the government please confirm that it will provide these parts as GFE and remove them from the priced

BOM?

Would the government please readdress what steps the government will do to ensure fair competition if it will not make these parts GFE?

1. If any parts are required to be purchased from DRS or LM what steps will the government take to ensure fair competition?

Answer: The Government will provide the following parts as Government Furnished Equipment (GFE) for installation in assemblies:

• Circuit Card Assembly (CCA), PMC, IRIS, Range Scale/Window Detection; P/N: LT-2000455-03

• CCA, Video Digitizer/Azimuth Decoder 2; P/N: LT-2000450 which is required in order to complete Item 8 in Table B, in Section C.34 of this SOW.

2. Are any 25H drawings source-controlled to DRS or LM?

Answer: All assembly level drawings are source controlled by the Government. There are component level drawings source controlled by the component developer: RSWD PMC (DRS LT-2000455-03) and RDSC/3 Scan

Converter (DRS LT-20004500). Since the Government is providing these components as GFE, it is not necessary for the Contractor to possess drawings for these devices.

3. The parts list provided in the draft documents are primarily DRS and LM parts. Are the drawings to be made available in sufficient detail to buy from alternate sources?

Answer: Yes, with the exception of two components listed and addressed above.”

Request the Government specify if these items will be provided as GFE and removed from the priced BOM or provide clarification on steps taken to ensure fair competition.

A5. CCAs PMC IRIS PN: LT-2000455-03 and Video Digitizer, PN: LT-2000450 will –NOT- be the responsibility of the Offeror. These parts will be inserted by the Government during testing.

Q6. In regards to the above subject solicitation, could you please identify where Exhibits B through E are located?

An example of what we are looking for is on page 14 of the original solicitation, under Item 0004, paragraph (a)

Scope, section (1). It states:

(1) The Contractor shall assemble and deliver the AN/SPA-25H Indicator Group New Construction Kit(s) suitable to meet the physical, functional, and performance requirements specified in the Technical Specifications for AN/SPA-

25H Indicator Group Specifications (found in Exhibit E) and all applicable specifications herein.

A6. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel crosswalk of which files belong in each Exhibit has been uploaded to FBO to clarify.

Q6a. For exhibit D, CLIN 003, the crosswalk lists “DWG AN_SPA25H_TECH_REFRESH_INCO List”, however this list does not have quantities for each line item, additionally there is NO data in the TDP for PN: 79C0613-01.

For Exhibit E there is no list identified for CLIN004. This list is probably a sub set of the quantities for exhibit D, request government update CLIN003-exhibit D file “DWG AN_SPA25H_TECH_REFRESH_INCO List” with quantities for CLIN003 and add a column for the required line items for CLIN004 with those quantities as well.

A6a. PART A: Quantities will be specified in the file “DWG AN_SPA-25H_TECH_REFRESH_INCO List” in the next ARMDEC upload.

PART B: 79C0613-01 is the same as LT-2000450.

PART C: “8-10129-03_revE-Indentured_BOM” is the BOM for Exhibit E/CLIN 0004

Q7. Section L.2.2, Proposal Format, states that the minimum font size shall be 10 point. Will the government allow a smaller font (8 point) in table text, table headings, and/or table titles?

A7. No. 10 Point font shall be used.

Q8. Section L.2.2, Proposal Format, states that hyperlinks are not permitted. How are hyperlinks defined? For example, cross-references to table titles or section names are sometimes referred to as hyperlinks, because they link to another part of a document. In this proposal, are such linked cross-references permitted?

A8. No. Hyperlinks or linked cross-references to other parts of a document are not permitted.

Q9. Page 82, L.5.2.2 Subfactor B: Hardware Engineering and Engineering Approach states “The offeror shall identify those aspects of the design that are considered design issues or risk items and describe the plan to address them. The offeror shall identify aspects of their proposed design that are based on commercial-off-the-shelf (COTS), modified COTS, and/or use of previously developed military hardware within the system and shall further identify any changes that would need to be made to these COTS item(s). The offeror shall provide an identification and the enumeration of the amount of specialty metals and rare earth materials that would likely be used in the design." Yet, in Section C.4 Mandatory Requirements, the scope of the work described for CLINS 0001-0004 indicates the effort is for production of the units and not an engineering design effort.

Is this a build-to-print full-rate production solicitation, or a build-to-print solicitation commensurate with a significant (unbounded) amount of non-recurring engineering dollars?

A9a. This a build-to-print full-rate production solicitation; there is no NRE.

Who is responsible for the extensive Integrated Tests that accompany a design change?

A9b. This contract will not be used for design changes.

Is the government making the Production decision based on the competitive designs, or on the LPTA lowest price for Production?

A9c. No. The Government will evaluate based on best value.

Also: Beyond the form, fit, function replacement of any obsolete COTS parts that are identified, can you please clarify the amount of design engineering that is expected to be performed under CLINS 0001-0004 of this production type contract?

A9d. No design engineering is expected to be performed under CLINs 0001-0004

Q10. Page 77, L.5.2 FACTOR 1: TECHNICAL, has specific instructions as to how to organize the proposal section and how to answer each section within each factor/subfactor. However, there are no requirements for addressing the

SOW within Section L. Are there specific sections where the SOW should be addressed?

A10. No. Based on the responses to the requirements outlined in Section L.5, the Government will be provided with the information needed to gauge the understanding that an Offeror has and its ability to perform the work required in the SOW.

Q11. Although the CDRLs were provided as an attachment, Section L and Section C do not delineate as to where the government would like each CDRL addressed in the proposal response. Can the government provide guidance?

For example: In section C.5.c., page 11, Console Production Engineering: analysis and recommendations- There is no direction as to what CDRL or report mechanism will be used to report this analysis.

A11. See Paragraph L.5.2.1.1 Section 9.

Q12. What are the requirements associated with sending drawings containing Distribution D and ITAR statements to potential fabrication vendors in order to obtain cost estimates? Are offerors permitted to distribute the drawings to prospective vendors that are registered with the DDTC (Directorate of the Defense Trade Control)?

A12. Yes. As long as the vendors are registered with DDTC.

Q12a. Q&A #12 referenced a Directorate of the Defense Trade Control (DDTC) registration. We believe that should have been a Joint Certification Program (JCP) registration. Per the SPA-25H FBO posting, "Complete technical specifications, quality assurance standards, and contract data requirements will be available as part of this solicitation. The specifications attached to this announcement are export controlled under the International Traffic in

Arms Regulations (ITAR). To receive the referenced specifications, offerors have an approved DD2345 - Military

Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. Contractors must be properly registered in the Government's System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments." We believe this JCP requirement should flow down to our potential vendors, as well, not DDTC.

Please clarify which registration a vendor is required to possess, in order for an offeror to provide Technical Data

Package (TDP) documentation to them for quoting purposes.

A12a. The vendors can be registered with DDTC or JCP.

Q12b. If a vendor listed on a SPA-25H drawing does not possess the required JCP registration, do we have the

Government's permission to send them the drawing depicting them as a vendor?

A12b. It is the Contractors responsibility to adhere to all applicable laws and regulations regarding export controlled items.

Q13. Will the Government provide a copy of the AN/SPA25-H technical manual?

A13. Yes. Attachment J.3 - GFI listing will be update in Amendment 0002.

Q13a. Will the Government provide a copy of the Technical Requirements & Performance Specification of the

AN/SPA-25H as well as any existing design document in order for the offeror to verify that the replacement of any obsolete COTS components will not negatively impact the system design?

A13a. Yes. The GFI listing will be updated during performance if this is required.

Q14. In the Draft Statement of work, 2 GFE circuit cards were included, PMC IRIS PN: LT-2000455-03 and Video

Digitizer, PN: LT-2000450. These same CCAs have not been listed as GFE, will these be provided as GFE? If not, will the government compel DRS to quote them at the same price for which they internally price the cards?

A14. No. CCAs PMC IRIS PN: LT-2000455-03 and Video Digitizer, PN: LT-2000450 will –NOT- be the responsibility of the Offeror. These parts will be inserted by the Government during testing.

Q14a. In file provided for the INCO KIT, DWG AN_SPA-25H_TECH_REFRESH_INCO List, part 79C0613-01 has the same description as LT-2000450, “CCA, VIDEO, DIGITIZER/AZIMUTH DECODER 2”. Can we assume that the Government will also provide 79C0613-01 as GFE? If not, please clarify.

A14a. 79C0613-01 is the same as LT-2000450. These will be provided as GFP. Attachment J.2 -- GFP listing will be updated in Amendment 0004.

Q15. Given the incumbent is required to have a plan for DMSMS for the past contract, will the government release the latest Diminishing Manufacturing Sources and Materials Shortages (DMSMS) data collected for the AN/SPA-

25H System and associated KITS?

A15. No. The Government does not have this data available.

Q16. Is the draft SOW on the FBO.gov site from November 29, 2017 superseded by the RFP?

A16. Yes. The RFP supersedes the draft SOW from November 29,2017.

Q17. The BOEs are described in Subfactor 3, Section 3: Engineering Management Process (page 13); however, the

BOEs are also listed in L.7 VOLUME IV – FACTOR 3: COST/PRICE PROPOSAL (page 16) as required content of the Price Volume. Will the government verify that the BOEs should be provided in the Cost/Price Proposal and not in the Management Subfactor?

A17. For Subfactor C, Section 3, Sanitized BOE’s with no pricing data are required.

Q18. Page, 73, Section L.2.2 (12) states “photographs, hyperlinks, video/audio clips are not permitted.” Does the government intend to allow other images and graphics in order to illustrate workflows, processes, and other pertinent concepts in the response?

A18. Graphics are permitted, Images are not.

Q19. Please clarify the following statement from the solicitation:

Delivery Schedule for CLINs 0001 through 0004 shall be twelve months from the date of DO Award. The Period of

Performance for CLIN 0005 and CLIN 0006 shall begin upon DO 01 date of award and end 18 months after DO 01 date of award.

My interpretation is that the first year (DO 01), CLINs 0005 and 0006 have an 18 month delivery period. Does this just apply to year one? Any additional clarification on this would be appreciated.

A19. CLINs 0001 through 0004 require production and delivery of specific quantities of AN/SPA-25H Consoles or

Kits as shown in L.8.1. These items shall be delivered 365 days from date of award.

CLINs 0005 and CLINs 0006 are service CLINs for recommendations to mitigate Diminishing Manufacturing

Sources and Material Shortages (DMSMS) as directed by the Government, within an 18-month period of performance.

A20. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel

Q21. Could the Government please provide the 8-5762 spec, as it includes all the paint, primer, metal prep, etc.

specifics according to the drawings that call it out.

A21. Yes. The 8-5762 spec will be provided through an updated ARMDEC upload.

Q22. SF 33 Block 9 states: "Sealed offers in original and 1 copies for furnishing the supplies or services in the

Schedule will be received at the place specified in Item 8, or if hand carried, in the depository located in SEE ITEM

7 AND 10.C until 04:30PM local time 28 Aug 2018. Amendment 0001, Page 3, L.2.1 Submission of Proposals(a) states : (a) Proposals must be submitted electronically, via e-mail, to the Contract Specialist at the e-mail address listed in Block 10.C of the SF 33 in order to be considered for award. If there are Sub-contractor proposals, Sub-contractor Cost Proposals shall be submitted directly to the Government via the same e-mail address in Block

10.C. Sub-contractor Cost Proposals are to consist of the Sub-contractor s’ unsanitized Cost Proposal spreadsheet and supporting Cost Narrative. Page 85-86, Section L.7 VOLUME IV - FACTOR 3: COST/PRICE PROPOSAL, 6th paragraph from the end : states : "A ceiling price for CLINs 0006 travel and materials for integration and repair services is included in Section B and should not be proposed by the offeror. As reflected in Attachment J.4, the offeror shall assume a five year ordering period with a labor distribution of 5,900 hours per year. This spreadsheet shall be submitted in hard copy and electronic format. Last Paragraph, first sentence states: "Electronic copies of the cost volume shall be submitted on separate media using MS Word for narrative sections and MS Excel for the Cost

Summary sections. MS Excel files must be written with the file names using “.xls” or “.xlxs” extensions. All MS

Excel files must have formulas clearly evident, editable, and functioning. Spreadsheets provided shall include all calculations in the cells; and the proposal shall reflect whole dollars only for every cell except hourly rate. MS Excel spreadsheets shall only be linked to other cells within the same workbook or worksheet (e.g., direct labor = hours x direct labor rate). " Question/Comment: Are proposals to be submitted as sealed, emailed (electronic), or hard copy? Request the Government clarify if the delivery requirement is electronic files via email only, or if hardcopy, printed paper copies are required.

A22. Proposals shall be delivered electronically via email only. In Section L.7 “hard copy and” will be removed.

Q22a. Q&A #22 and 78 clarified that "Proposals shall be delivered electronically via email only." Please clarify what the Government file size limit is for receiving email attachments. Are .zip files or multiple emails acceptable?

A22a NMCI limits emails to 10MB and will not allow external ZIP files. This may require proposals to be submitted using multiple emails. If multiple email submissions are necessary, in the subject line please number the submissions (email [insert email number] of [insert total number of emails]) for tracking purposes.

Q23. Page 5 PRICING MATRIX (and periods of performance below the matrix) Year 6 states: "Year 6 is defined as an order on the last day of the ordering period and have it delivered in the future". Question: Does this mean only orders placed on 18 November 2023 and what defines "future"? No other sections of the RFP mention year 6;

Reference page 36, Section F - Deliveries or Performance, "Item 0001 through 0007 state "Delivery 5 yrs. ADC", and page 52, Section I, 52.219-28, references "a cumulative period not to exceed six months under the clause at

52.217-8, Option to Extend Services, or other appropriate authority. (FAR 52.217-8 Option to Extend Services and

52.217-9 Option to Extend the Term of the Contract are not included in the solicitation. Request the Government clarify the requirement and if needed, add FAR clauses to support extension.

A23. IAW 52.216-22(d) any order issued during the effective period of the contract and not completed within that period shall be completed by the Contractor within the time specified in the order.

Q24. Page 5, ITEM NO 0006 MAX AMOUNT is blank and does not state a ceiling price; Page 85-86, Section L, Volume IV - FACTOR 3 - Cost/Price Proposal, (a) (1) (ii) third paragraph below the tables states: "A ceiling price for CLINs 0006 travel and materials for integration and repair services is included in Section B and should not be proposed by the offeror. Page 89, Section L.7.3 Other Direct Costs, Paragraph (a) Materials/Other Direct Costs, third sentence states "The government's unburdened estimate for Materials/Other Direct Costs under this effort is listed below: ($300/yr.); Page 95 L.8.3 DELIVERY ORDER 0001 PRICING INSTRUCTIONS (d) states "CLIN

0006 is a Cost-Only CLIN, accordingly, the Contractor shall use the Government estimated unburdened figure of

$300 in the Other Direct Costs price cell to determine the price of this CLIN. Additionally, the Offeror shall provide a Cost Summary the same as or similar to the sample form Attachment J.4.The same instructions listed at L.7

Volume IV Cost Proposal as appropriate apply to this portion of DO 0001. Amendment 0001, Page 6 (b), Solicitation Section B states; "Offerors shall complete all proposed pricing and quantities in the Solicitation SF 33

(including estimated cost and fee). As stated in Section B, the price for NSP items shall be included in the price of

Labor CLIN(s). Offerors shall propose $0.00 for any NSP CLIN. , Question: Are offerors to complete pricing for

CLIN 0006? and is $300 intended to be the ceiling for CLIN 0006 for each year (plus burdens)? This instruction conflicts and is not clear. Request the Government clarify this requirement.

A24. The sentence from: Section L, Volume IV - FACTOR 3 - Cost/Price Proposal, (a) (1) (ii) third paragraph “A ceiling price for CLINs 0006 travel and materials for integration and repair services is included in Section B and should not be proposed by the Offeror.” Will be deleted in Amendment 0002.

Yes. The Offeror shall complete pricing for CLIN 0006. The amounts provided in L.7.3 are unburdened estimates for the entire ordering period. The proposed amounts will be used to establish the price of CLIN 0006 at the IDIQ level. Individual Delivery Orders will be issued from the IDIQ. The amount provided in Section L.8.3 are for the issuance of the first Delivery Order. Delivery Order 0001 is estimated to have $300 of ODCs. This plus any burdens will be used at the Delivery Order level for CLIN 0006.

The NSP CLINs that are mentioned in Section B are for delivery of CDRLS, not ODCs.

Q25. This (L.7.2.2) states : "The proposed Level of Effort should be reflected in the Section H clause", however, there is no Section H Level of Effort Clause included in the RFP. Request the Government clarify this requirement and if necessary, insert clause.

A25. “The proposed Level of Effort should be reflected in the Section H clause” will be removed from Section

L.7.2.2 in Amendment 0002.

Q26. "Attachments J.2 and J.3 provide a listing of GFP and GFM. Are these items the only Government owned items intended for provision with the contract? Our review of the CLIN 0001 TDP has identified several items which are required for execution of the contract which are not listed in the aforementioned attachments. These items are as follows:

- The parts list for 8-10352 has a work instruction (find# 802) that has not been provided.

Q27. Typically Engineering Activities as called out in CLIN 0001 through 0004 and for Engineering Changes are covered under an Engineering Services CLIN on a CPFF basis. We believe moving the effort from the FFP CLINS to CLIN 0005 Engineering Services will reduce risk and provide better schedule and budget performance. As written now it could be interpreted that offerors are to estimate the number of engineering activities that might result from obsolescence, DMSMS, or customer request with nothing to base those estimates against.

Recommend the Government clarify the funding source associated with the engineering analysis. If it is to be combined into the FFP of the CLIN, recommend the Government identify end deliverables associated with effort to allow offerors to properly quote. Recommend CLIN 0005, Engineering Support, be utilized to support Engineering

Analysis associated with CLIN 0002 and the ECP process.

A27. See Amendment 0002 for updated CLIN description.

Q27a Q&A #27 stated that the Amendment to CLIN 0001 description would clarify the funding source to be utilized for activities associated with "design/configuration changes" associated with CLIN 0001. The update to the CLIN 0001 description in Amendment 0002 stated the "contractor shall recommend design/configuration changes". A recommendation cannot be provided without engineering analysis; a statement which the Government removed from the description. Q&A #9d stated that "no design engineering will be performed under CLINs 0001-

0004".

Please clarify as to the funding source for execution of "design/configuration" changes associated with CLIN 0001 as stated in the SOW.

Q38. The Note at that end of Section L-6 refers to Past Performance Questionnaires, as well as a reference under M.3(c) Factor 2: Past Performance. There is currently no requirement in the Solicitation for offerors to utilize

Past Performance Questionnaires. Are these references referring to questionnaires the Government may send to the offeror's customer(s)?

Request the Government clarify the requirement for Past Performance Questionnaires

A38. “Previous Contracting Efforts must be for the same efforts that the Past Performance Questionnaires have been requested.” Will be deleted from Section L.6(d)(3) in Amendment 0002.

Q39. PHS&T must "conform to MIL-STD-2073-1E and Section D and must be in accordance with Best

Commercial Practices." Section D.1 (a) calls out ASTM-D3951-82 (BCP). Is packaging to the MIL STD required?

Or is the MIL STD just used as a guideline in choosing the pack method (crate vs box for example)? Is the packaging selected protecting the item in transport from Contractor to NSWC Dam Neck Attachment or is the transport from Contractor to the final destination (somewhere in the world)?

Request the Government clarify the PHS&T requirement.

A39. MIL STD INST has precedent where no specific instructions are provided. The AN/SPA-25H is an electronic system and will be packaged to prevent Electro Static Discharge. This is accomplished by wrapping the console with an ESD bag and sealing it. The ASTM-D3951-82 Best Common Practices can help the packers determine the best way to accomplish this and to put moisture absorbent materials also with the packaging. ASTM-D3951-82 does not compromise the MIL STD INST.

The Console after ESD packaged will be placed in a wooden Crate that is palletized and the base will be secured to the bottom of the crate. The crate’s walls, base and top will be secured by clamps or by wood screws. If wood screws are used, they will all have the same head. Do not use nails. The Crate will not exceed over five feet in height and not exceed 4 feet in width and depth. The packaging will protect the item as it is shipped to NSWC DD

Dam Neck Activity. The packaging shall be re-usable and will protect the item as it is transported to its final destination

Q40. Solicitation calls for the offeror to provide demonstrated and predicted MTBF and MTTR data as part of the proposal. Since this is a BTP of an existing design the Government needs to supply historical reliability data required to perform the reliability analysis. Development of predictions will require extensive data collection to perform this analysis and the cooperation of OEMs providing reliability information for the various parts. Will the

Government be able to provide the information required for the offeror to perform this analysis? Is it possible that this requirement was intended to be linked to the ECP process with a requirement for the Contractor to provide

MTTR/MTBF information for new equipment?

Recommend the Government remove the requirement to provide demonstrated MTBF and MTTR data and provide

OEM reliability data for the parts listed in the TDP. Additionally, we recommend the requirement for MTBF/MTTR analysis be included as part of the ECP process under CLIN 0005.

A40. The Government will remove the requirement to provide demonstrated MTBF and MTTR for the parts listed in the TDP, in Amendment 0002.

Q41. Section J indicates there is a TDP for each CLIN which are listed as Exhibits B through E. To date with have only received the TDP associated with CLIN 001, identified as Exhibit B. Will the Government provide the additional exhibits? Also need all GERBER files and other documents to build the additional PCBs required for the other CLINs.

Request the Government provide the additional exhibits.

A41. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel crosswalk of which files belong in each Exhibit has been uploaded to FBO to clarify. GERBER files are included in the TDP.

Q41a. During the Sources Sought and lead up to the Solicitation RFP, CLIN 0004 was understood to be a INCO kit

ISO New Construction ships. The data provided for CLIN 0004 in the Excel crosswalk appears to include all parts required to build a SPA-25H, i.e. CLIN0001 and CLIN0004 are the same.

Please clarify requirements for CLIN 0004

A41a: CLIN 0001 is to be used to build a SPA-25H. CLIN 0004, although similar to CLIN 0001, is the entire listing of SPA-25H parts to be used as spares.

Q42. Section L of the Solicitation calls for the offeror to provide recommend INCO spares and quantities. However, the CLINs for the INCOs (0003 and 0004) direct the Contractor to fulfill the CLIN IAW the TDP and the SOW, with the SOW further directing the Contractor to Exhibit D, the SPA-25H Indicator Group Specification. Will the

Government clarify the requirement for INCO kits?

Request the Government delete the requirement for the Offeror to determine INCO requirements from Section L since this is appears to be established and require the Offeror provide the cost for INCO as per the CLIN.

A42. The contents of the INCO Kit will be identified separately and uploaded to the AMRDEC website.

Q43. Please clarify which data deliverable is required for the "Design Verification Report". CDRL A004 will be the data deliverable for FAT test reporting. There is not a CDRL specified for development and the associated requirements of the "Design Verification Report". Is the Government's intention to the have the FAT and "Design

Verification Report" submitted as a singular report utilizing CDRL A004?

Recommend that the two reports are combined into a single submission utilizing CDRL A004.

A43. Yes. The two reports are to be combined into a single submission utilizing CDRL A004.

Q44. The parts list is missing for the -501 version of this cable assembly. The BOM has been provided.

Request the Government provide the parts list for 8-27198-501.

A44. The parts list is available within the AN_SPA-25H_TDP_Source_Files Folder in the Parts List folder as an

Excel Spreadsheet.

Q45. The LT-2000724 kit list part numbers LT-3000037 and 8-27273-2 has items for the kit. However, the drawing for these items has not been provided.

Request the Government provide the drawings for LT-3000037 and 8-27273-2.

A45. These are COTS end items.

Q45a. Please provide the specifications for these 2 items LT-3000037 and 8-27273-2 as the part numbers are DRS and LT specific. The description provided is not complete to source from as provided.

A45a. LT-2000724 is a compilation of COTS end items, that can be procured from various sources, for example LT-

3000037 is sold by General Micro Systems, Inc as vendor part number 97-2580-000. and 8-27273-2 is sold by

Concurrent as vendor part number CL PMC/GB4-20.

Q45b.We contacted the manufacturer, General Micro Systems (“GMS”), of part number LT-3000037 (vendor part number 97-2580-000) and were advised “It is GMS’s policy to protect our customers’ controlled configurations.

Part of that policy requires that companies, not formally affiliated or connected to a part number, are to provide a written authorization to buy, or return, the direct GMS customer’s part(s). Further, GMS cannot provide our direct customer’s information to a requestor without the knowledge of the direct customer.” Furthermore, we were advised by GMS “that the original purchaser will be providing quotes directly, therefore GMS does not have authorization to deliver quotes on their behalf”. Based on this part not stating there is a required source and it is a COTS item, there should not be any restrictions on any Offeror being able to receive a quote directly from GMS. Can the Government please do one of the following options: Option 1: Provide effected part(s) as GFE; Option 2: Include a value (i.e.

plug number) for each effected part with instructions on how to obtain same, inclusive of contact information; or

Option 3: Provide Letter(s) of Authorization for effected part(s) to allow Offerors to seek quotes to potentially mitigate further delays?

A45b. The Government spoke with GMS. Per GMS “When bidders are inquiring a quote from GMS, they must use the vendor part number 97-2580-00” The LT-3000037 is a customer specific configuration which cannot be disclosed. The board will need to be populated with the RSWD PMC (this will be GFP – “PMC, IRIS Range

Scale/Window Detection-CCA”) and the system storage on the board will need to be loaded with the Government

Furnished OE (operating environment IE Red Hat and Software).

Q46. The TDP provided has two different revision levels (Rev. 002 & Rev. 003) for LT-2000724. The Indentured

BOM provided list Rev. 002.

Request the Government clarify which revision is required.

A46. Rev. 003 is the correct Rev. for Parts List LT-2000724.

Q47. In BOM 8-10129-03 line-41 (Part # MS15795-03) FIND # 12 indicates qty=4 and in 8-10184 the qty=2. In

BOM 8-10129-03 line-60 (Part # MS21044-C04) is different than the part number in 8-10184 (Part # MS21042-04)

For the same FIND # 14.

Request the Government provide the information required to redline the BOMs so they are both correct/match.

A47. The Description for the respective part numbers are indicated below and the reference cage code is 96906:

Q47a. The question submitted was a two-part question; response provided partial but not complete answer.

i. Part One – Quantity Discrepancy – In BOM 8-10129-03 Line-41 (Part # MS15795-03) indicates a qty=4 required (This is related to 8-10184), in BOM 8-10184 the same part number indicates qty=2. Which is correct?

ii. Part Two – Answered question – Either part is acceptable.

Please answer part one of the question.

A47a. Quantity = 2 is required.
