AN/SPA-25H Solicitation Questions and Answers
Q1. Is the entire TDP Unclassified?
A1. Yes the entire TDP is unclassified
Q2. Will the AN/SPA-25H Technical Data Package be transmitted via the AMRDEC SAFE web tool? If so, how long do you anticipate that to take.
A2. Yes the TDP will be transmitted via AMRDEC SAFE web tool. Once a request for access is received access will be granted within one business day.
Q3.Is the Procurement Requirements Data Download different than the Technical Data Package?
A3. No the PRDD and the TDP are the same documents.
Q4. Will you be releasing the labor category descriptions containing the requirements for the Key Personnel
Qualifications? Page 84 has the format for which to submit the resumes, but there are no requirements such as education or years of experience etc.
A4. No labor category descriptions will be provided. The Offeror will be responsible for providing resumes that can meet the requirements of the Statement of Work.
Q5. "During the Sources Sought Phase of the AN/SPA-25H opportunity there were three questions asked concerning DRS or LM proprietary parts and how those parts may lead to unfair competition. These three questions and answers are provided for reference below.
The Final RFP for the AN/SPA-25H was released and these parts are not listed as being provided as GFE. After review of the provided TDP it is certain that the TDP does not have enough information to produce them. This leads to any small business doing business directly with DRS or LM having a distinct pricing advantage over all other competitors.
Would the government please confirm that it will provide these parts as GFE and remove them from the priced
BOM?
Would the government please readdress what steps the government will do to ensure fair competition if it will not make these parts GFE?
1. If any parts are required to be purchased from DRS or LM what steps will the government take to ensure fair competition?
Answer: The Government will provide the following parts as Government Furnished Equipment (GFE) for installation in assemblies:
• Circuit Card Assembly (CCA), PMC, IRIS, Range Scale/Window Detection; P/N: LT-2000455-03
• CCA, Video Digitizer/Azimuth Decoder 2; P/N: LT-2000450 which is required in order to complete Item 8 in Table B, in Section C.34 of this SOW.
2. Are any 25H drawings source-controlled to DRS or LM?
Answer: All assembly level drawings are source controlled by the Government. There are component level drawings source controlled by the component developer: RSWD PMC (DRS LT-2000455-03) and RDSC/3 Scan
Converter (DRS LT-20004500). Since the Government is providing these components as GFE, it is not necessary for the Contractor to possess drawings for these devices.
3. The parts list provided in the draft documents are primarily DRS and LM parts. Are the drawings to be made available in sufficient detail to buy from alternate sources?
Answer: Yes, with the exception of two components listed and addressed above.”
Q6. Request the Government specify if these items will be provided as GFE and removed from the priced BOM or provide clarification on steps taken to ensure fair competition.
A6. CCAs PMC IRIS PN: LT-2000455-03 and Video Digitizer, PN: LT-2000450 will –NOT- be the responsibility of the Offeror. These parts will be inserted by the Government during testing.
Q7. In regards to the above subject solicitation, could you please identify where Exhibits B through E are located?
An example of what we are looking for is on page 14 of the original solicitation, under Item 0004, paragraph (a)
Scope, section (1). It states:
(1) The Contractor shall assemble and deliver the AN/SPA-25H Indicator Group New Construction Kit(s) suitable to meet the physical, functional, and performance requirements specified in the Technical Specifications for AN/SPA-
25H Indicator Group Specifications (found in Exhibit E) and all applicable specifications herein.
A7. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel crosswalk of which files belong in each Exhibit has been uploaded to FBO to clarify.
Q8. Section L.2.2, Proposal Format, states that the minimum font size shall be 10 point. Will the government allow a smaller font (8 point) in table text, table headings, and/or table titles?
A8. No. 10 Point font shall be used.
Q9. Page 82, L.5.2.2 Subfactor B: Hardware Engineering and Engineering Approach states “The offeror shall identify those aspects of the design that are considered design issues or risk items and describe the plan to address them. The offeror shall identify aspects of their proposed design that are based on commercial-off-the-shelf (COTS), modified COTS, and/or use of previously developed military hardware within the system and shall further identify any changes that would need to be made to these COTS item(s). The offeror shall provide an identification and the enumeration of the amount of specialty metals and rare earth materials that would likely be used in the design." Yet, in Section C.4 Mandatory Requirements, the scope of the work described for CLINS 0001-0004 indicates the effort is for production of the units and not an engineering design effort.
Q9a. Is this a build-to-print full-rate production solicitation, or a build-to-print solicitation commensurate with a significant (unbounded) amount of non-recurring engineering dollars?
A9a. This a build-to-print full-rate production solicitation; there is no NRE.
Q9b. Who is responsible for the extensive Integrated Tests that accompany a design change?
A9b. This contract will not be used for design changes.
Q9c. Is the government making the Production decision based on the competitive designs, or on the LPTA lowest price for Production?
A9c. No. The Government will evaluate based on best value.
Q9d. Also: Beyond the form, fit, function replacement of any obsolete COTS parts that are identified, can you please clarify the amount of design engineering that is expected to be performed under CLINS 0001-0004 of this production type contract?
A9d. No design engineering is expected to be performed under CLINs 0001-0004
Q10. Page 77, L.5.2 FACTOR 1: TECHNICAL, has specific instructions as to how to organize the proposal section and how to answer each section within each factor/subfactor. However, there are no requirements for addressing the
SOW within Section L. Are there specific sections where the SOW should be addressed?
A10. No. Based on the responses to the requirements outlined in Section L.5, the Government will be provided with the information needed to gauge the understanding that an Offeror has and its ability to perform the work required in the SOW.
Q11. Although the CDRLs were provided as an attachment, Section L and Section C do not delineate as to where the government would like each CDRL addressed in the proposal response. Can the government provide guidance?
For example: In section C.5.c., page 11, Console Production Engineering: analysis and recommendations- There is no direction as to what CDRL or report mechanism will be used to report this analysis.
A11. See Paragraph L.5.2.1.1 Section 9.
Q12. What are the requirements associated with sending drawings containing Distribution D and ITAR statements to potential fabrication vendors in order to obtain cost estimates? Are offerors permitted to distribute the drawings to prospective vendors that are registered with the DDTC (Directorate of the Defense Trade Control)?
A12. Yes. As long as the vendors are registered with DDTC.
Q13. Will the Government provide a copy of the AN/SPA25-H technical manual?
A13. Yes. Attachment J.3 - GFI listing will be update in Amendment 0002.

AN/SPA-25H as well as any existing design document in order for the offeror to verify that the replacement of any obsolete COTS components will not negatively impact the system design?
A13a. Yes. The GFI listing will be updated during performance if this is required.
Q14. In the Draft Statement of work, 2 GFE circuit cards were included, PMC IRIS PN: LT-2000455-03 and Video
Digitizer, PN: LT-2000450. These same CCAs have not been listed as GFE, will these be provided as GFE? If not, will the government compel DRS to quote them at the same price for which they internally price the cards?
A14. No. CCAs PMC IRIS PN: LT-2000455-03 and Video Digitizer, PN: LT-2000450 will –NOT- be the responsibility of the Offeror. These parts will be inserted by the Government during testing.
Q15. Given the incumbent is required to have a plan for DMSMS for the past contract, will the government release the latest Diminishing Manufacturing Sources and Materials Shortages (DMSMS) data collected for the AN/SPA-
25H System and associated KITS?
A15. No. The Government does not have this data available.
Q16. Is the draft SOW on the FBO.gov site from November 29, 2017 superseded by the RFP?
A16. Yes. The RFP supersedes the draft SOW from November 29,2017.
Q17. The BOEs are described in Subfactor 3, Section 3: Engineering Management Process (page 13); however, the
BOEs are also listed in L.7 VOLUME IV – FACTOR 3: COST/PRICE PROPOSAL (page 16) as required content of the Price Volume. Will the government verify that the BOEs should be provided in the Cost/Price Proposal and not in the Management Subfactor?
A17. For Subfactor C, Section 3, Sanitized BOE’s with no pricing data are required.
Q18. Page, 73, Section L.2.2 (12) states “photographs, hyperlinks, video/audio clips are not permitted.” Does the government intend to allow other images and graphics in order to illustrate workflows, processes, and other pertinent concepts in the response?
A18. Graphics are permitted, Images are not.

Q27. Typically Engineering Activities as called out in CLIN 0001 through 0004 and for Engineering Changes are covered under an Engineering Services CLIN on a CPFF basis. We believe moving the effort from the FFP CLINS to CLIN 0005 Engineering Services will reduce risk and provide better schedule and budget performance. As written now it could be interpreted that offerors are to estimate the number of engineering activities that might result from obsolescence, DMSMS, or customer request with nothing to base those estimates against.
Recommend the Government clarify the funding source associated with the engineering analysis. If it is to be combined into the FFP of the CLIN, recommend the Government identify end deliverables associated with effort to allow offerors to properly quote. Q38. The Note at that end of Section L-6 refers to Past Performance Questionnaires, as well as a reference under M.3(c) Factor 2: Past Performance. There is currently no requirement in the Solicitation for offerors to utilize
Past Performance Questionnaires. Are these references referring to questionnaires the Government may send to the offeror's customer(s)?
Request the Government clarify the requirement for Past Performance Questionnaires
A38. “Previous Contracting Efforts must be for the same efforts that the Past Performance Questionnaires have been requested.” Will be deleted from Section L.6(d)(3) in Amendment 0002.
Q39. PHS&T must "conform to MIL-STD-2073-1E and Section D and must be in accordance with Best
Commercial Practices." Section D.1 (a) calls out ASTM-D3951-82 (BCP). Is packaging to the MIL STD required?
Or is the MIL STD just used as a guideline in choosing the pack method (crate vs box for example)? Is the packaging selected protecting the item in transport from Contractor to NSWC Dam Neck Attachment or is the transport from Contractor to the final destination (somewhere in the world)?
Request the Government clarify the PHS&T requirement.
A39. MIL STD INST has precedent where no specific instructions are provided. The AN/SPA-25H is an electronic system and will be packaged to prevent Electro Static Discharge. This is accomplished by wrapping the console with an ESD bag and sealing it. The ASTM-D3951-82 Best Common Practices can help the packers determine the best way to accomplish this and to put moisture absorbent materials also with the packaging. ASTM-D3951-82 does not compromise the MIL STD INST.
The Console after ESD packaged will be placed in a wooden Crate that is palletized and the base will be secured to the bottom of the crate. The crate’s walls, base and top will be secured by clamps or by wood screws. If wood screws are used, they will all have the same head. Do not use nails. The Crate will not exceed over five feet in height and not exceed 4 feet in width and depth. The packaging will protect the item as it is shipped to NSWC DD
Dam Neck Activity. The packaging shall be re-usable and will protect the item as it is transported to its final destination
Q40. Solicitation calls for the offeror to provide demonstrated and predicted MTBF and MTTR data as part of the proposal. Since this is a BTP of an existing design the Government needs to supply historical reliability data required to perform the reliability analysis. Development of predictions will require extensive data collection to perform this analysis and the cooperation of OEMs providing reliability information for the various parts. Will the
Government be able to provide the information required for the offeror to perform this analysis? Is it possible that this requirement was intended to be linked to the ECP process with a requirement for the Contractor to provide
MTTR/MTBF information for new equipment?
Recommend the Government remove the requirement to provide demonstrated MTBF and MTTR data and provide
OEM reliability data for the parts listed in the TDP. Additionally, we recommend the requirement for MTBF/MTTR analysis be included as part of the ECP process under CLIN 0005.
A40. The Government will remove the requirement to provide demonstrated MTBF and MTTR for the parts listed in the TDP, in Amendment 0002.
Q41. Section J indicates there is a TDP for each CLIN which are listed as Exhibits B through E. To date with have only received the TDP associated with CLIN 001, identified as Exhibit B. Will the Government provide the additional exhibits? Also need all GERBER files and other documents to build the additional PCBs required for the other CLINs.
Request the Government provide the additional exhibits.
A41. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel crosswalk of which files belong in each Exhibit has been uploaded to FBO to clarify. GERBER files are included in the TDP.
Q42. Section L of the Solicitation calls for the offeror to provide recommend INCO spares and quantities. However, the CLINs for the INCOs (0003 and 0004) direct the Contractor to fulfill the CLIN IAW the TDP and the SOW, with the SOW further directing the Contractor to Exhibit D, the SPA-25H Indicator Group Specification. Will the
Government clarify the requirement for INCO kits?
Request the Government delete the requirement for the Offeror to determine INCO requirements from Section L since this is appears to be established and require the Offeror provide the cost for INCO as per the CLIN.
A42. The contents of the INCO Kit will be identified separately and uploaded to the AMRDEC website.
Q43. Please clarify which data deliverable is required for the "Design Verification Report". CDRL A004 will be the data deliverable for FAT test reporting. There is not a CDRL specified for development and the associated requirements of the "Design Verification Report". Is the Government's intention to the have the FAT and "Design
Verification Report" submitted as a singular report utilizing CDRL A004?
Recommend that the two reports are combined into a single submission utilizing CDRL A004.
A43. Yes. The two reports are to be combined into a single submission utilizing CDRL A004.
Q44. The parts list is missing for the -501 version of this cable assembly. The BOM has been provided.

Request the Government provide the drawings for LT-3000037 and 8-27273-2.
A45. These are COTS end items.
Q46. The TDP provided has two different revision levels (Rev. 002 & Rev. 003) for LT-2000724. The Indentured
BOM provided list Rev. 002.
Request the Government clarify which revision is required.
A46. Rev. 003 is the correct Rev. for Parts List LT-2000724.
Q47. In BOM 8-10129-03 line-41 (Part # MS15795-03) FIND # 12 indicates qty=4 and in 8-10184 the qty=2. In
BOM 8-10129-03 line-60 (Part # MS21044-C04) is different than the part number in 8-10184 (Part # MS21042-04)
For the same FIND # 14.
Request the Government provide the information required to redline the BOMs so they are both correct/match.
A47. The Description for the respective part numbers are indicated below and the reference cage code is 96906:

Q50. The solicitation directs development of a milestone and delivery chart. In order to add in viewing of said chart, is it requested that 11"X17" fold out pages be permitted and that the required schedule be provided as an attachment to Volume II which will not be counted in the 25 pages allotted. The level of detail required for this schedule, provided on a 8 1/2"X11" page, will be well over 25 pages in itself.
Request the Government remove the Milestone and Delivery Chart from the page count for Volume II and direct the
Offeror to provide as an attachment to Volume II. Additionally, we recommend that the Government allow the use of 11"X17" pages for this attachment. Allowance of 11"X17" pages will support ease of viewing for the requested milestone chart.
A50. 11 X 17” fold outs will not be permitted. The Milestone and Delivery chart will be excluded from the page count.
Q51. Does the Government intend for the offeror to develop an IMS that shows all major milestones, production timelines, test, and other contractual related items as described in L.5.2.3 Section 1 for the base and all option years of the contract? And if this is the case is it the Government's intention to for the offeror to use the execution year ranges as specified on page 5? Development of a schedule for all contract years requires a significant number of assumptions (i.e. DO execution date, EOL item and ECP requirements) on items that the offeror cannot foresee reducing the confidence and validity of the IMS.
Recommend that the Government specify that the offeror provide an IMS that encompasses all items in L.5.2.3
Section 1 only for DO 0001.
A51. The IMS should be for the entire contract based on the Production Plan that is in Section L.5.2.1.1
Q52. Given the breadth of the requirements and the level of detail requested for each one, the Volume II page count of 25 pages is not sufficient to provide a compliant response. Our analysis of required content indicates an addition of at least 25 pages is necessary to provide a response that is compliant and coherent. Additionally, given the requirement to describe complex processes or plans, the use of 11"X17" pages allow the depiction of these items in a more complete and understandable manner.
Request the Government increase the Volume II page count to 50 pages. Additionally, we request that the
Government allow the use of 11X17 foldout pages which will count as two (2) pages.
A52. 11 X 17” fold outs will not be permitted. Section L.2.3 will update the page count in Volume II to 50 pages in
Q53. The delivery of a compliant proposal with a well-developed approach and a realistic cost estimate is based upon the Offeror having all the necessary information available in a timely manner. Given the missing data in the
CLIN 0001 TDP and the currently unavailable TDPs for CLINs 0002-0004, and the unresolved proprietary material issue for PNs LT-2000450 (Video Digitizer/Azimuth Decoder 2) and LT-2000455 (PMA, Range Scale/Window
Detection) which previous Government communications stated would be delivered as GFM, we believe it is necessary to extend the proposal delivery date to allow for this missing information and resolution of ambiguities to be provided.
Request the Government extend the proposal delivery date to 30 days after delivery of all required TDP packages and resolution of TDP ambiguities, resolution of the proprietary parts/GFM question, and resolution of all offerors questions.
A53. Amendment 0002 has revised the proposal due date to 21 September 2018.
Q54. The wording of this section allows for two interpretations. One interpretation implies that a fully populated verification matrix with each system specification requirement listed with the method and standard the offeror will use to document compliance with the requirement. The other interpretation is that the offeror should describe their approach to requirements verification, including methods and standards, and how that will be applied to the full requirements of AN/SPA-25H during the contract. If the intent of the RFP is a fully populated verification matrix with the proposal, additional documentation will be required, i.e. The System Requirements Document (SRD), System Performance Specification (SPS), System Design Documentation (SDD) and Interface Control Document
(ICD). Because these documents were not provided as part of the GFI, we believe the correct interoperation is a description of our requirements verification process and it's application to the AN/SPA-25H contract.
Request the Government please confirm our interpretation.
A54. Yes. Concur that the correct interoperation is a description of our requirements verification process and its application to the AN/SPA-25H contract.
Q55. RFP section L.2.2(a)12 states that "Photographs, hyperlinks, video/audio clips are not permitted, hyperlinks, video/audio clips are not permitted".
Not allowing hyperlinks or video/audio clips is very common and understandable. However, the prohibition of photographs in a proposal is highly unusual. Is the intention to prohibit the need to print photographs on glossy photographic stock? Or are photographic images truly prohibited? Can you please confirm the requirement or change the RFP wording as necessary?
A55. Graphics are permitted, Images are not.
Q56. The TDP was not released prior to the final solicitation and is missing elements required for sourcing
(described in question 2 below). Sourcing for a Firm Fixed Price contract will then need to be integrated into several sections of the proposal, including the pricing, IMP, IMS, and WBS, as well as a number of the narrative sections.
Will the government consider extending the due date of the proposal by two weeks from when all TDP elements are provided?
A56. Amendment 0002 has revised the proposal due date to 21 September 2018.
Q57. The Exhibits table on page 58 of the RFP references TDPs for CLINs (Exhibits B, C, D, and E). However, the
CLINs do not have a drawing number reference and are not segregated in the full TDP package. Please provide drawing reference numbers for each individual CLIN (0001, 0002, 0003, and 0004), or provide the BOM with component quantities required in each individual kit so that we can complete sourcing.
A57. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel
Q58. RFP section C.5 page 12 states that the Contractor shall “document the Payload in System/Subsystem Design
Description (SSDD) document in accordance with Exhibit A, DD 1423.” However, the SSDD document is not included in the list of CDRLs in Exhibit A. Will the government please provide the SSDD CDRL?
A58. The System/Subsystem Specification identified above as the SSDD will be provided via AMRDEC website.
Q59. The description of Volume 1 – Offer contents in RFP Section L.4 (b) on page 75 includes the Solicitation
Section B pricing. However, Section L.7 (a) (1) on page 85 requires Section B pricing to be presented in Volume IV.
Does the government require Section B pricing in both Volume 1 and Volume IV?
A59. Yes. The Section B pricing should be in both Volume I and Volume IV. Page 87 will be updated to say “No cost information shall be submitted in any volume other than Volume I and Volume IV.” In Amendment 0002.
Q60. The RFP L.2.5 on page 74 requires a Glossary for all volumes; and L.3.5 (f) on page 75 requires a “master index” for each volume. In addition, L.5.1 on page 77 provides a volume organization outline for the Technical
Volume (Volume II) that includes a Cross-Reference Matrix.
Are the “master index” and “Cross Reference Matrix” meant to be the same element? If not, should all volumes have a Cross Reference Matrix, and is the master index exempt from page count?"
A60. Yes. The “master index” and “cross reference matrix” are meant to be the same element. Yes, the master index is exempt from the page count.
Q61. Will the government confirm that the portions of the IMP, IMS, and CWBS that will be developed in Excel are exempt from page count?
A61. Concur. These items are exempt from page count.
Q62. Could you please provide the NSN numbers for CLINs 0001-0004?
A62. NSNs are not assigned to the end item or the INCO List.
Q63. Under L.2.3 Proposal Organization, Volume I (Offer) is limited to 10 pages. After reading the requirements to be included in Volume I, could the page count be expanded? And as Section B is to be included in this volume, with pricing completed, this conflicts with the statement on page 86 which notes "NO COST INFORMATION
SHALL BE SUBMITTED IN ANY VOLUME OTHER THAN VOLUME IV".
A63. Page 87 will be updated to say “No cost information shall be submitted in any volume other than Volume I and Volume IV.” In Amendment 0002. Also Section L.2.4 will be updated to exclude Representations and
Certifications from the page count.
Q64. Page 78 will the RCM data for the existing SPA-25 be supplied to complete the reliability analysis as specified in Section 5: Reliability and Maintainability?
A64. The Government will remove the requirement to provide demonstrated MTBF and MTTR data and provide
OEM reliability data for the parts listed in the TDP, in Amendment 0002.
Q65. Page 77, Section L.5.2.1.1 ELEMENT 1: MANUFACTURING APPROACH requires flowcharts, POA&Ms, and diagrams. Would the government consider adding Flow charts and Diagrams as part of the exception to section
L.2.4 PAGE LIMITATIONS, on page 74?
A65. No. Flow charts and diagrams will not be added to the exceptions.
Q66. Section L.7.(3) provides the instruction that "NO COST INFORMATION SHALL BE SUBMITTED IN ANY
VOLUME OTHER THAN VOLUME IV AND NO TECHNICAL INFORMATION SHALL BE SUBMITTED AS
PART OF THE COST/PRICE PROPOSAL." However, Section L.5.2.3 Section 3, directs the inclusion of BOEs in the Engineering Management Process. BOEs contain cost information and as per Section L.7.(3) cost is not allowed in the Technical Volume.
Request the Government remove the requirement for BOEs from Section L.5.2.3, Section 3, Engineering
Management Process.
A66. For Subfactor C, Section 3, Sanitized BOE’s with no pricing data are required.
Q67. The referenced section (L.5.2.1.1 Section 9) directs the Offeror to describe their "ability to adequately sustain the submersible electric motor system over its life cycles including maintenance, repair, training, upgrade, and re-procurement." We believe this is the result of a "cut and paste" error and does not apply to the SPA-25H requirement.
Request the Government revise this section to clarify this requirement.
A67. “Submersible electronic motor system” will be replace with “AN/SPA-25H” in Amendment 0002.
Q68. The Labor Categories are named and have Step Identifiers such as Engineer, Systems IV. But there are no qualifications provided for any labor category or step.
Would the government please provide the labor category descriptions and minimum qualifications for each to ensure all offerors are pricing the same level of experience and education?
A68. No labor category descriptions will be provided. The Offeror will be responsible for providing resumes that can meet the requirements of the Statement of Work.
Q69. Section J, List of Attachments states that Attachment J.5, Direct & Indirect Rate Spreadsheet is "To be filled out and incorporated at time of award." However, in the Cost Volume L.7.(a).1.(ii) the Offeror is directed to complete Attachment J.5.
Request the Government provide clarification and revise the solicitation as required, A69. The Offeror shall fill out Attachment J.5. At time of award the attachment that has been filled out by the
Offeror will be incorporated into the contract.
Q70. The drawing package provided is marked with Distribution Statement D which limits release to only DOD and
DOD Contractors. This requirement causes a much smaller pool of suppliers of commodity items like screws, connectors, metal work and the like, thereby limiting the provision of lower cost COTS options.
Request the Government revise drawings to include Distribution Statement A or provide a written waiver to release drawings IAW Distribution Statement A for pricing purposes.
A70. No. The drawing package shall remain Distribution D; however, per Section HQL-2-0001 of the solicitation –
Alternatives To Specifications Or Standards (NAVSEA)(AUG 1994), the Offeror may submit alternative to specifications for commodity items like screws, connectors, metal work etc. which demonstrate cost savings to the
Government for approval.
Q71. In the draft SOW IRIS components (LT-2000455-03 and LT-2000450) were identified as being provided as
GFE. They are not listed as GFE in the final RFP.
Is it the government’s intent to provide IRIS components as GFE?
A71. CCAs PMC IRIS PN: LT-2000455-03 and Video Digitizer, PN: LT-2000450 will –NOT- be the responsibility of the Offeror. These parts will be inserted by the Government during testing.
Q72. (d) (1) AN/SPA-25H Indicator Group Consoles Fabrication
“….. In addition, the Contractor shall document the Payload in System/Subsystem Design Description (SSDD) document in accordance with Exhibit A, DD1423.”
Exhibit A does not include a System/Subsystem Design Description (SSDD) document.
Will the Government provide the Exhibit A SSDD DD1423? Or will the requirement to document the Payload in the SSDD be removed?
A72. The System/Subsystem Specification identified above as the SSDD will be provided via AMRDEC website.
Q73. (f) (1) AN/SPA-25H Indicator Group Consoles FAT
Test Conduct
“(i) The Contractor shall conduct factory acceptance testing in accordance with the Government Furnished Factory
Acceptance Test Plan.”
Will the Government provide the Factory Acceptance Test Plan?
A73. Yes, the Factory Acceptance Test Plan will be provided. Attachment J.3 – GFI listing will be updated in
Q74. (f) (2) AN/SPA-25H Indicator Group Consoles FAT Design Verification
“(i) The Contractor shall document verification of all requirements by inspection, analysis, and test/demonstration in a Design Verification Report.”
The Offeror believes that the PRDD TDP for CLIN 0001 (Exhibit B) has already been verified to meet requirements of AN/SPA-25H.
Will the Government remove the references and requirements for Design Verification for Item 0001?
A74. No, the Government will not remove the requirements for Design Verification. The Design Verification is required.
Q75. AN/SPA-25H Indicator Group Tech Refresh Kits

A77. Exhibits B through E are located within the TDP package that was uploaded into ARMDEC. An excel
Q78. 3rd paragraph on page 86 regarding Attachment J.4 states “This spreadsheet shall be submitted in hard copy and electronic format”.
The proposal submittal instructions are to only provide an electronic copy.
Will the Government remove the requirement for Attachment J.4 to be submitted in hard copy format?
A78. Yes this will be removed from the RFP in Amendment 0002. Proposals shall be delivered electronically via email only.
Q79. Page 18 of 102 c.9 Information and Security Computer Usage System: What does (a) mean - does this mean physical space or databases? On page 20, C.16 ON-SITE ENVIRONMENTAL AWARENESS, it directs us to both use certain databases and locations.
