D.1 PREPARATION FOR SHIPMENT
(a) Equipment shall be adequately packaged to assure protection against corrosion, deterioration and physical damage during shipment. It shall be packaged in accordance with the packaging standards defined in ASTM–D 3951–82, Standard Practice for Commercial Packaging, in effect on date of award of contract. The AN/SPA-25H is an electronic system and will be packaged to prevent Electro Static Discharge. This is accomplished by wrapping the console with an ESD bag and sealing it. The Console after ESD packaged will be placed in a wooden Crate that is palletized and the base will be secured to the bottom of the crate. The crate’s walls, base and top will be secured by clamps or by wood screws. If wood screws are used, they will all have the same head. Do not use nails. The Crate will not exceed over five feet in height and not exceed 4 feet in width and depth. The packaging will protect the item as it is shipped to NSWCDD DNA. The packaging shall be re-usable and will protect the item as it is transported to its final destination Section J:

L.5.2.1.1 ELEMENT 1: MANUFACTURING APPROACH
Section 9: Data Management. The offeror shall provide a description of the data items that shall be delivered to meet the data requirements described in the RFP. The offeror shall describe how electronic delivery of data shall be accomplished. The offeror shall address each data item separately. It is the Government’s goal that all noncommercial technical data (TD), computer software (CS), and computer software documentation (CSD) be delivered with Government Purpose Rights or better. If such noncommercial TD, CS or CSD contains elements generated previously with the Offeror’s own capital, it is the Government’s goal that the TD, CS, CSD be delivered with a minimum of Government Purpose Rights (as defined in DFARS 252.227-7013 and DFARS 252.227-7014).
If the Offeror proposes to deliver commercial TD, CS or CSD, it is the Government’s desire to obtain a license to the commercial TD, CS or CSD that would grant the Government the equivalent of Government Purpose Rights. In the event an Offeror proposes to deliver any commercial or noncommercial TD, CS or CSD with less than such rights, the Government will evaluate the adverse impact on the Government’s ability to adequately sustain the submersible electric motor system over its life cycles including maintenance, repair, training, upgrade, and re-procurement. Further, the Government will consider the adverse impact of less than Government Purpose Rights in its best value determination. The Data Rights offered shall be provided as attachments to Volume II and will be attached to the successful Offeror’s contract upon award. Also, the Offeror shall provide the following information in this section:

A ceiling price for CLINs 0006 travel and materials for integration and repair services is included in Section B and should not be proposed by the offeror. As reflected in Attachment J.4, the offeror shall assume a five year ordering period with a labor distribution of 5,900 hours per year. This spreadsheet shall be submitted in hard copy and electronic format. The total calculated by this spreadsheet, which includes the labor mix listed above should be filled in by the offeror for CLIN 0005 in Section B as a maximum estimated amount. Offerors are cautioned that any deviation may be evaluated negatively. Deviation from Government Estimate or failure to adequately justify the technical rationale for any deviation may be construed by the Government as lack of understanding the requirements in this solicitation or may be deemed to represent a risk to the Offeror’s performance of the work.

L.7.2.2 DIRECT LABOR
(a) The total contract Level of Effort identified in Section L.7 refers to the labor categories required to execute the technical aspects of the SOW. Other corporate and local-level management as well as general and administrative support to include administrative/financial/clerical, program control, and contract business management/administration (to include progress report preparation) are considered to be overhead in nature except for those oversight or administrative functions performed by the Prime Contractor’s proposed Program Manager. The Offeror is permitted to propose such effort as a direct charge if it is in accordance with its standard DCAA-approved practice to do so. Such hours SHALL BE ADDED to the total number of technical hours proposed. The Labor Category to be used is “Management and Support”. If no “Management and Support” hours are proposed, the hours will NOT be allowed as a direct charge under the resulting contract. The proposed Level of Effort should be reflected in the Section H clause. This requirement applies equally to the Prime and any Sub-contractors, as applicable.
