About this file
This is Amendment 0001 to a Request for Proposals (RFP) for a Cost-Plus-Fixed-Fee (CPFF) Level of Effort contract to provide Decontamination, Demilitarization, and Demolition (D3) Analytical, Technical, and Management Support to the Naval Surface Warfare Center, Indian Head Division (NSWC IHD). The base contract period is one year with four option years (five years total if exercised). This is a 100% small business set-aside under NAICS Code 562910-1 (Environmental Remediation Services) and PSC F108 (Facility Related Services).
The amendment incorporates formal government responses to 37 vendor questions and provides significant clarifications on contract requirements. Key changes include: (1) increasing the past performance evaluation timeframe from three to five years; (2) confirming that Lead Scientist is not a key personnel position; (3) clarifying that 100% on-site performance is required with no alternative worksite arrangements unless authorized by the Contracting Officer; (4) revising interim security clearance language to permissible status; (5) increasing page limits for technical proposals (Element A from 15 to 20 pages; Element B from 10 to 15 pages); (6) updating CMMC requirements to Level 2 (Self); and (7) updating labor category mappings for Service Contract Act compliance. Proposals must be submitted via email by the closing date specified in the solicitation to Ms. Nikkie Willis (nikkie.m.willis.civ@us.navy.mil). The contract requires all personnel to be on-site at NSWC IHD locations in Indian Head, Maryland (Main Side and Stump Neck Annex) and Dahlgren, Virginia. Award will be based on best value considering technical approach (Factor 1), past performance (Factor 2), and cost proposal (Factor 3), with technical capability being significantly more important than cost.

Questions Received from Potential Offerors:
Question 1: In reference to the Section D: Geographic Distribution of Key Personnel - will the Government consider allowing Key Subject Matter Experts from the Prime Contractor to support the Onsite Key Personnel" from Prime Contractor's office location?
Answer 1: Government Response: Given the nature of the work being performed daily, Key Personnel are required to be on-site for the work. The solicitation is clear that 100% of the support is to be provided on-site.
Question 2: Will the Government allow the Prime Contractor to consider the two Key positions, Program Manager, Lead Project Manager to be located at the Prime Contractor's office, with the understanding that they will be present Onsite for key meetings and events?
Answer 2: Government Response: Given the nature of the work being performed daily, Key Personnel are required to be on-site for the work. This aligns with the requirement for 100% on-site support.
Question 3: In the Solicitation - Page 86 - Factor 2: Past Performance (Volume II) it states - "Recent performance includes " Will the Government consider efforts performed within the past three (3) calendar years from solicitation release date.
changing the recent performance from the past three (3) years to "past five (5) years"?
Answer 3: Government Response: The Government is agreeable to changing the timeframe from three (3) years to five (5) years; the RFP has been amended accordingly.
Question 4: Do ALL the Key Personnel Labor Categories identified in Attachment 8 need to be filled by the Prime?
Answer 4: The solicitation does not mandate that Key Personnel must be employees of the Prime contractor. Resumes are required for each key person, and contingent hires are permissible, which implies they can be from named team members (subcontractors). Offeror's proposal should clearly identify the employer for each key individual.
Question 5: Can any of the Key Personnel Labor Categories identified in Attachment 8 be filled by a Named Team Member?
Answer 5: If "Named Team Member" is the same as "Subcontractor", then yes. See answer above.
Question 6: If response to Q#5 is YES - Can the Government, please identify which of the Key Personnel Labor Categories identified in Attachment 8 are allowed to be filled by a Named Team Member?
Answer 6: The solicitation does not restrict any specific Key Personnel roles to the Prime contractor. Therefore, any Key Personnel role can be filled by a qualified individual from a named team member, provided they meet all requirements.
Question 7: On Page 71 of the Solicitation, Section 3.0 Proposal Organization and Content - In the Proposal Organization Table: Volume II - Past Performance (Factor 2): it says "(max. of 5 references for Prime, max. of 5 references per subcontractor)"; while on Page 74 of the Solicitation, Section 3.2 Volume II - Past Performance (Factor 2), it says "Offeror shall provide three past performance references, if available".
Can the Government confirm up to how many recent performances in Total are allowed to be submitted?
Answer 7: Page 71 of the solicitation provides the maximum allowable references. Offerors should submit a minimum of three (if available), but no more than five references. Further, page 74, paragraph 3.2 of the RFP states in part: "In addition to these three past performance references, Offeror shall submit one additional past performance reference for each subcontractor proposed to perform more than the total labor hours, if avail 10% of the total labor hours, if available."
Can the Government confirm up to how many recent performances of the Prime Contractor are allowed to be submitted?
Answer 7: Page 71 of the solicitation provides the maximum allowable references. Offerors should submit a minimum of three (if available), but no more than five references. Further, page 74, paragraph 3.2 of the RFP states in part: "In addition to these three past performance references, Offeror shall submit one additional past performance reference for each subcontractor proposed to perform more than the total labor hours, if avail 10% of the total labor hours, if available."
Can the Government confirm up to how many recent performances of the Team members are allowed to be submitted?
Answer 7: Page 71 of the solicitation provides the maximum allowable references. Subcontractors should submit a minimum of three (if available), but no more than five references. Further, page 74, paragraph 3.2 of the RFP states in part: "In addition to these three past performance references, Offeror shall submit one additional past performance reference for each subcontractor proposed to perform more than the total labor hours, if avail 10% of the total labor hours, if available."
Question 8: If the Prime Contractor has performed several projects for a continuous period of time at a particular facility for a Government Operating Contractor, will the Government allow the Prime Contractor to use the summation of ALL the projects as One Program/Project for consideration as Past Performance?
Answer 8: Offerors may submit past performance references in a manner that best demonstrates relevance to this solicitation. If multiple continuous efforts performed at the same facility for the same customer are presented as a single program/project reference, the submission should clearly explain how the efforts were managed and performed as a unified effort and how they collectively demonstrate relevant scope, magnitude, and complexity relative to the PWS requirements. Past performance will be evaluated in accordance with the solicitation
Question 9: If the Prime Contractor has performed multiple projects at a particular facility/installation that addresses various requirements from the PWS, for a single client, will the Government allow the Prime Contractor to use the summation of ALL the projects as One Program/Project for consideration as Past Performance?
Answer 9: Offerors may submit past performance references in a manner that best demonstrates relevance to this solicitation. If multiple efforts performed at one facility or installation for one client are presented as a single program/project reference, the submission should clearly explain the relationship among the efforts and how the combined work demonstrates relevant scope, magnitude, and complexity relative to the PWS requirements. Past performance will be evaluated in accordance with the solicitation.
Question 10: Will the Government consider extending the questions submission deadline by two weeks?
Answer 10: The Government is unable to extend this question submission deadline but will consider questions received if they are determined to be of value to warrant a response (i.e. the answer is not already addressed in the RFP and/or not answering could negatively impact the quality of potential offeror proposals). The Q&A period is hereby closed as of the date of issuance of this amendment.
Question 11: Solicitation N0017426R1021: Please confirm that 'Lead Scientist' is a Key labor category. RFP Attachment 7, Section B identifies 'Lead Scientist' as key personnel and Section A appears to include the 960 hours for Lead Scientist in the 18,240 labor hours for "Key Personnel". RFP Attachment 8 suggests Lead Scientist is non-key as there is no asterisk (*) indicating it is a Key Personnel Labor Category.
Answer 11: Confirmed that Lead Scientist is not key. Attachment 7 & 8 have been updated.
Question 12: Solicitation N0017426R1021, Page 46 of the RFP states: "Unless the Contracting Officer determines that alternative worksite arrangements are detrimental to contract, performance, the Contractor may perform up to 0% of the hours at an alternative worksite, provided the Contractor has a company-approved alternative worksite plan." Attachment 7, C. Geographic Distribution states 100% of the support required will be provided on-site. Please consider revising the RFP to allocate a percentage of labor hours (e.g., up to 10%) allowed to be performed off-site and at an alternative worksite for flexibility in execution. Examples of off-site support frequently requested by NSWC IHD include business analyst and other related support functions as well as short-term projects such as training development, surge support, etc. Additionally, the Navy occasionally authorizes staff to work remotely (e.g., the Friday before July 4).
Answer 12: The solicitation currently requires on-site performance as issued. Because contract performance involves decontamination support tied to Government facilities and related on-site safety, operational, and permitting requirements, offerors shall propose 100% on-site support and no alternative worksite hours unless otherwise authorized by the Contracting Officer.
Question 13: Solicitation N0017426R1021: Please confirm bidders should use the labor mix identified in Attachment 7. The labor categories and labor hours provided in RFP Attachment 8, Table 1 do not match the labor mix provided in RFP Attachment 7, Section A or the key FTE's identified in Attachment 7, Section B. RFP Attachment 7, Section A appears to be correct as it identifies a total of 18,240 in Key labor hours, which aligns with the 9.5 FTE's identified in Section B. By comparison, the sum of hours for key personnel in Attachment 8 is 28,800 hours.
Answer 13: Attachment 7 has been corrected to confirm that exactly 9 key personnel FTEs are required for this effort. To ensure absolute consistency across the solicitation package, RFP Attachment 8, Table 1 has also been updated to align with this 9 FTE baseline, successfully eliminating the previous calculation conflict where key personnel hours totaled 28,800. Advise utilizing the newly released versions of both Attachment 7 and Attachment 8 when preparing their technical and cost proposals. These updated files represent the official labor mix recommended by the government and will serve as the basis for the evaluation.
Question 14: Solicitation N0017426R1021: Please confirm the Government expects a maximum of 5 past performance references for Prime and a maximum of 5 references per subcontractor as indicated on page 74. The chart on the bottom of RFP Page 71 mentions "3 pages per reference (max of 5 references for Prime, max of 5 references per subcontractor)". Page 74 states "Offeror shall provide three past performance references, if available...
in addition to these three past performance references, offeror shall submit one additional past performance reference for each subcontractor proposed to perform more than 10% of total labor hours".
Answer 14: Page 71 of the solicitation provides the maximum allowable references.
Question 15: Solicitation N0017426R1021, RFP Attachment 7: There is only one labor category defined for program support staff. To perform PWS tasks 3.2, 3.3, and 3.5 effectively, please consider adding a labor category for Business Analyst, Engineering Aide, or similar to support development of configuration management systems, program management review materials, training materials, and other related support tasks.
Answer 15: The Government does not intend to add additional labor categories. The existing labor category structure is considered sufficient to support contract requirements, consistent with the current contract. Offerors shall propose in accordance with the labor categories and proposal instructions provided in the solicitation.
Question 16: Solicitation N0017426R1021: As interim security clearances are acceptable on other similar contracts, please confirm interim security clearances are acceptable to start work onsite for this contract to allow staff on base quickly and for the ability to place the most qualified staff.
Answer 16: The verbiage has been updated on the PWS in section 6 to state that interim clearances are permissible.
Question 17: Solicitation N0017426R1021, Page 71 of the RFP, Section 3: Would the Government consider increasing the page limit for Volume I Element A (Technical Capabilities and Approach) from 15 pages to 20 pages? Additional pages are necessary to ensure offerors (both Prime and subcontractors) can adequately address the technical approach for all PWS areas.
Answer 17: The Government agrees to this request. The page limit for Volume I, Element A (Technical Capabilities and Approach) is hereby increased from fifteen (15) pages to twenty (20) pages. The solicitation is amended accordingly. See accompanying changes to Section L, Section 3.0
Question 18: Solicitation N0017426R1021, Page 71 of the RFP, Section 3: Would the Government consider increasing the page limit for Volume I Element B (Management Approach) from 10 pages to 15 pages? Additional pages are necessary to ensure offerors can adequately address the requirements outlined in Section L of the RFP, Section 3.1.2 on page 72.
Answer 18: The Government agrees to this request. The page limit for Volume I, Element B (Management Approach) is hereby increased from ten
(10) pages to fifteen (15) pages. The solicitation is amended accordingly. See accompanying changes to Section L, Section 3.0.
Question 19: Solicitation N0017426R1021 RFP Page 4, the ODC amounts seem low for decontamination and demolition work. Consider increasing the ODC amounts for base year and each option year to provide additional flexibility in execution (e.g., more demolition than currently anticipated).
Anticipated ODCs include heavy equipment rental, asbestos abatement, waste disposal fees, dumpsters, consumables, equipment rentals, emissions testing, laboratory analysis, specialized equipment, utility services, temporary site protection measures, etc.
Answer 19: The Other Direct Cost (ODC) Not-to-Exceed (NTE) amounts are fixed as stated on page 4 of the solicitation and will not be revised.
Question 20: Solicitation N0017426R1021, RFP Section 3. Requirements 3.6 Demolition states "The Contractor shall provide the demolition of facilities..." Typically, demolition requires labor categories such as but not limited to: Demolition Laborer, Laborer, Power Equipment Operator, and Heavy Equipment Operator. None of these are among the government provided labor categories. Can the government please clarify what labor categories will provide demolition of facilities support?
Answer 20: Demolition requirements under this contract are anticipated to be infrequent and task-specific. Accordingly, the Government expects demolition support to be addressed through Other Direct Costs (ODCs), such as subcontracted specialized demolition services or other direct charges associated with the specific effort, rather than through dedicated standing labor categories for routine contract performance. Offerors shall propose in accordance with the solicitation structure provided.
Question 21: Solicitation N0017426R1021, Attachment 7 specifies a 'Certified in Gas Free Engineering' requirement for the Quality Assurance /Safety Specialist labor category. Please confirm this requirement as it appears to be a military-specific certification per SECNAVINST 5100.16C and not available to non-government personnel.
Answer 21: The Government clarifies that equivalent civilian credentials are fully acceptable to satisfy this requirement. Proposed personnel must be fully qualified to meet all OSHA standards for entry into permit-required confined spaces (29 CFR 1915 Subpart B / 29 CFR 1910.146).
Specifically, the "Certified in Gas Free Engineering" requirement for non-government/contractor personnel may be satisfied by possessing one of the following recognized civilian equivalent credentials:
1. NFPA Certified Marine Chemist (CMC); or
2. Designated Competent Person trained and qualified in accordance with NAVSEA S6470-AA-SAF-010 (or equivalent 29 CFR 1915.7/1910.146 compliant training).
The proposed candidate must possess the specific training and authority required to inspect, test, and formally authorize/oversee safe entry into permit-required confined spaces, in addition to standard entrant qualifications.
Question 22: Document: Solicitation _ N0017426R1021.pdf. Page: 78. Paragraph: Section L 3.4.3. Section L 3.4.3 requires that at least 5% of the proposed total estimated amount of work be provided to small business concerns. For a certified small-business prime contractor performing greater than 50% of the work with its own employees, does the prime's own self-performed work count toward this 5% requirement, or must at least 5% be subcontracted to other small business concerns beyond the prime?
Answer 22: The 5% small business participation goal is a separate requirement from the prime's self-performance mandate under the Limitations on Subcontracting clause. The intent is that the prime will subcontract at least 5% of the total contract value to other small businesses.
Question 23: Solicitation: N0017426R1021. Document: Atachment-7-Personnel Qualifications.pdf. Page:1. Paragraph: A. Attachment 7 permits deviation from the Government's recommended labor mix if explained in the Staffing Plan Narrative, while Section L directs Offerors to use Attachment 8, Table 1 level of effort for computing labor costs. May Offerors reallocate hours among labor categories while maintaining the 48,960 total annual hours, or must the category-by-category hours in Attachment 8, Table 1 be used exactly?
Answer 23: Page 4 of the solicitation states: "Offerors may deviate from the provided labor mix but must propose a total of 48,960 total hours per year." Offerors can reallocate hours but must justify the deviation in their staffing plan narrative.
Question 24: Solicitation: N0017426R1021. Document: Attachment_10_DD254.pdf. Page: 1. Paragraph: Block 1a. The DD Form 254 at Block 1a requires the Contractor to hold a SECRET Facility Clearance, while Block 1b indicates no classified safeguarding is required at the contractor facility, and Block 11a specifies contractor access to classified information will occur only at another contractor's facility or a Government activity. Section L further allows an Offeror that does not currently possess the required FCL to describe the steps and schedule for obtaining it. Please clarify whether the prime contractor itself must obtain and maintain the SECRET FCL, or whether this requirement may be satisfied through a proposed subcontractor that already possesses the required FCL and would perform the portions of work requiring access to classified information at the designated Government activity or other cleared facility.
Answer 24: Page 15 of the solicitation states, "The Contractor shall possess and maintain a SECRET...facility clearance". Subcontractors are not permitted to have access to material that the Prime does not have the appropriate access level for. Therefore, the Prime Contractor is required to obtain and maintain this FCL.
Question 25: Solicitation: N0017426R1021. Document: Attachment_10_DD254.pdf. Page: 4. Paragraph: Block 14. Block 14 states that the Contractor shall obtain facility and personnel security clearances prior to starting work on tasks requiring clearances. Please clarify whether the prime contractor's SECRET FCL must be in place at time of proposal submission, at time of award, or prior to commencement of classified tasks. Where an Offeror proposes as prime without a current FCL under the Section L provisions, will the resulting contract award serve as sponsorship for FCL processing?
Answer 25: The solicitation is amended to establish a mandatory security threshold. The Government will not sponsor an Offeror for an initial or upgraded Facility Clearance (FCL) under this solicitation. The Prime Contractor must already possess an active SECRET FCL at the time of proposal submission. Offerors must provide their Commercial and Government Entity (CAGE) code in their proposal to allow the Government to verify active FCL status in the National Industrial Security System (NISS). Proposals from Offerors without an active SECRET FCL at the time of proposal submission will be deemed non-compliant and will not be evaluated.
Question 26: Solicitation: N0017426R1021. Document: Attachment_10_DD254.pdf. Page: 4. Paragraph: Block 14. Block 14 of the DD Form 254 states that personnel providing direct support to this effort will be required to have a SECRET clearance at time of award. Please clarify whether 'direct support' applies to all labor categories reflected in Attachment 8 Table 1, or only to Key Personnel and specific roles that will access classified information, material, or spaces. If only a subset of labor categories requires SECRET at time of award, please identify which categories are excluded and what clearance-in-process posture is acceptable for those personnel at time of proposal submission.
Answer 26: Page 15 of the solicitation specifies "Personnel providing direct technical support to this effort will be required to have at a minimum a DoD SECRET clearance at time of award." Given the on-site nature of the work, this is considered to be all proposed personnel.
Question 27: Solicitation: N0017426R1021. Document: Solicitation _ N0017426R1021.pdf. Page: 74. Paragraph: 3.3.1. Section L 3.3.1 requires a narrative justification for any labor category resulting in a fully burdened labor rate in excess of $187 per hour. Does this $187 per hour justification threshold apply exclusively to the Prime Contractor's fully burdened rates, or must the Prime Contractor also provide a narrative justification for any Subcontractor labor categories that exceed this threshold, despite Subcontractor rates being submitted directly to the Government in un-sanitized files?
Answer 27: The requirement to justify any fully burdened labor rate exceeding $187 per hour applies to all labor proposed, whether for the prime or a subcontractor. The prime contractor is responsible for including this justification in the cost proposal narrative.
Question 28: Solicitation: N0017426R1021. Document: Solicitation _ N0017426R1021.pdf. Page: 14. Paragraph: PWS 4.3. Section B sets fixed Not-to-Exceed amounts for ODCs, including Supplies/Materials, while PWS 4.3 states that basic consumable materials shall be furnished by the Contractor. If an Offeror intends to use specialty chemical neutralization reagents to execute the energetics decontamination requirements, are the costs for these reagents intended to be billed against the fixed ODC Supplies/Materials NTE, or should Offerors account for these costs elsewhere in the pricing structure?
Answer 28: Page 4 of the solicitation identifies ODCs for "travel and materials/supplies". Specialty chemical reagents would be considered "materials" and should be billed against the Supplies/Materials ODC CLIN.
Question 29: Solicitation: N0017426R1021. Document: Solicitation _ N0017426R1021.pdf. Page: 14. Paragraph: PWS 4.3. The PWS references Government-furnished heavy equipment, forklifts, and man-lifts for explosives-related work, while Attachment 9 (Government Furnished Property) lists Government-system laptops and mobile devices. Please clarify what field equipment the Government intends to furnish, and identify which fueling, charging, maintenance, inspection/certification, repair, transportation, installation, or rehabilitation costs are the Contractor's responsibility.
Answer 29: Attachment 9 addresses GFP that must be tracked and managed in accordance with the contract property requirements; it is not intended to be an all-inclusive list of every item the Government may furnish in support of task execution. PWS 4.3 states that, unless otherwise specified on individual tasks, the Government shall provide appropriate Government-furnished equipment, including heavy equipment, forklifts, and man lifts for explosive-related work, as well as training, personal protective equipment, vehicles, hazardous materials, and information, as required in individual task orders. The Government will also provide the appropriate Government Furnished Property and product information required for each individual task. Offerors should not interpret Attachment 9 as limiting the Government-furnished equipment or materials that may be provided at the task level.
Contractor responsibilities for Government property remain as stated in the solicitation.
Question 30: Solicitation: N0017426R1021. Document: Atachment-7-Personnel Qualifications.pdf. Page: 1. Paragraph: B. Please confirm that Attachment 7 is the controlling document for Personnel Qualifications, and Attachment 8 is the controlling document for labor-hours and ODC tables (Tables 1 and 2), for purposes of proposal preparation.
Answer 30: Attachment 7 is the controlling document for Personnel Qualifications, and Attachment 8 (specifically Tables 1 and 2, as referenced in Section L) is the controlling document for labor hours, labor mix, and Other Direct Cost (ODC) tables for proposal preparation purposes.
Question 31: Solicitation: N0017426R1021. Document: Solicitation _ N0017426R1021.pdf. Page: 72. Paragraph: Section L 3.1.3. Section L 3.1.3 refers to a Staffing Plan Narrative describing labor-mix rationale and risk mitigation. The Proposal Organization Table states 'Staffing Plan -- No page limit.' Does the 'No page limit' designation apply to both the Attachment 4 Excel spreadsheet and the accompanying written Staffing Plan Narrative in Word/PDF format?
Answer 31: Page 71 of the solicitation specifies "Staffing Plan - No page limit" under Element C: Personnel Approach. This applies to both the Attachment 4 spreadsheet and the associated narrative.
Question 32: Solicitation N0017426R1021, Page 61 of 88: Mission essential text - paragraph c(1) mentions submission of a Mission Essential Contractor Services Plan but paragraph b is blank. Please confirm there are no mission-essential staff.
Answer 32: The Government clarifies that none of the work under this contract is considered mission essential. DFARS clause 252.237-7023 has been removed.
Question 33: Solicitation N0017426R1021, DD254: Consider including OCONUS travel to provide additional flexibility in execution (e.g., decontamination work required in another location than currently anticipated).
Answer 33: This contract is not intended to perform any work OCONUS nor does it have that in its DD254.
Question 34: Solicitation N0017426R1021, Attachment 7: Ordnance Specialist and Engineering/Explosive Technician (DECON) labor categories both require five years of experience. Consider revising Engineering/Explosive Technician (DECON) to require one year of D3 experience to allow flexibility in execution and the ability to train new employees and retain knowledge if another employee is retiring or similar.
Answer 34: The Government agrees to revise the qualification requirements for the Engineering/Explosive Technician (DECON) labor category to provide greater staffing flexibility while maintaining strict safety standards. Attachment 7 is amended accordingly.
Question 35: Solicitation N0017426R1021, Page 16 of 88 states "The minimum level of protection for all CUI must be adherence to CUI protection standards. Distribution Statements (DS) and warning labels, such as the Arms Export Control Act Warning, identify additional protection requirements for a given document and are listed in DoDI 5230.24, Distribution Statements on Technical Documents". Please confirm there will be no EAR or ITAR data for this contract.
Answer 35: This contract requires CMMC Level 2 (Minimum requirement for CUI). DFARS 252.204-7021 and 252.204-7025 have been updated to reflect the change.
Question 36: Solicitation N0017426R1021, Reference Page 4 of 88, Section B, Note A: - This section says offerors may deviate from the labor category hour distribution provided in the RFP as long as the total number of hours per year remains unchanged. This instruction will result in bidders proposing different labor mixes that may or may not be realistic for the Program. For the government to receive consistent and realistic proposals across bidders, would the government consider removing the sentence "Offerors may deviate from the provided labor mix but must propose a total of 48,96 total hours per year."?
Answer 36: As stated on page 4, "Offerors may deviate from the provided labor mix but must propose a total of 48,960 total hours per year, respectively." This will not be revised .
Question 37: Solicitation N0017426R1021, Reference Page 74 of 88, Section 3.3.1 - Bidders may pay wages to their applicable employees that exceed the Service Contract Act (SCA) Wage Determinations. In these instances, Bidders will use actual labor rate information and not SCA rates in their pricing. It is reasonable that companies will provide annual raises for these employees. To avoid unrealistic and inaccurate pricing, bidders should be allowed to apply escalation to SCA categories, provided the escalated rates exceed the Wage Determinations. Would the government consider removing the sentence "In accordance with federal labor standards, proposed direct labor rates subject to Service Contract Act (SCA) Wage Determinations shall not be escalated in future option periods."?
Answer 37: The Government agrees to this request. The specified sentence is hereby deleted from Volume III, Section 3.3.1, Paragraph B (Pricing).
