About this file

This is a Contract Administration Plan template that outlines the organizational structure and responsibilities for administering a federal contract post-award.

The plan designates four primary entities responsible for contract administration. The Procuring Contracting Officer (PCO) handles all pre-award matters, Freedom of Information inquiries, changes to contract scope or terms, post-award conference arrangements, Contracting Officer's Representative (COR) monitoring, and annual performance reviews with the COR. The Contract Administration Office (CAO) manages matters specified in FAR 42.302 and DFARS 242.302, except where otherwise designated in clause G-242-W001. The Defense Contract Audit Agency (DCAA) performs audit verification and provisional approval of invoices, along with final contract audits prior to final payment. The Paying Office processes approved provisional invoices and final payments. The plan references clause G-242-H001 in Section G of the contract for specific government points of contact and detailed responsibility assignments. This template is designed to expedite contract administration by clearly delineating duties and identifying appropriate contacts for various contractual matters throughout the contract performance period.
