About this file

This document is a Personnel Qualifications section from a federal contract solicitation for explosives/energetics decontamination, demilitarization, and demolition (D3) operations support at Naval Surface Warfare Center, Indian Head Division (NSWC IHD) in Indian Head, Maryland.

The solicitation requires a total of 48,960 annual labor hours distributed across nine Key Personnel positions (17,280 hours) and supporting staff. Key Personnel positions include: Program Manager (1 FTE), Lead Project Manager (1 FTE), Lead Decontamination Supervisor (2 FTE), Lead Ordnance Specialist (1 FTE), Quality Assurance/Safety Specialist (1 FTE), Lead Senior Engineer (1 FTE), Lead Engineer (1 FTE), and Lead Engineering/Explosive Technician (1 FTE). Additional non-key personnel include Ordnance Specialists, Senior Engineers, Engineers, Engineering/Explosive Technicians (DECON), Scientists, and Technical Writers allocated 9,600, 1,920, 1,920, 9,600, 1,920, and 1,920 hours respectively. All personnel must work 100% on-site at NSWC IHD with no remote work authorized due to the nature of D3 operations.

Qualifications are stringent across all categories. The Program Manager requires a bachelor's degree, 15+ years of explosives/energetics experience, demonstrated ability to manage large-scale Government contracts across multiple competency areas, subcontractor management, and technical personnel supervision, plus HAZWOPER (40-hour) and Military Munitions Rule certifications. Lead positions require 7+ years of relevant D3 experience with various specialized certifications including DOT Explosive Handler physical certification, HAZWOPER training, and Naval Explosives Safety certifications. Non-key personnel have proportionally reduced experience requirements but must include minimum D3 experience (1-5 years depending on role) and applicable certifications. The Government strongly recommends adherence to the specified labor mix but permits deviations if explained in the Staffing Plan Narrative, with unexplained deviations potentially resulting in cost adjustments or proposal weaknesses during evaluation.

Personnel Qualifications

A. Recommended Labor Mix

Offerors' proposals may not deviate from the total number of hours included in Section B.

Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the SOW in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. The Offeror may deviate but such deviation shall be explained in the

Offeror's Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided above, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. If the Offeror does not explain deviations from the above labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.

The Government strongly recommends offerors provide the following labor mix, which includes all Key Personnel:
