About this file

This is a Scope of Work (SOW) document for the retesting and return of Air Particle Detector (APD) valves and controllers. The document is BPMI-VAE-SOW-0347, Revision One, dated June 11, 2020, prepared by Bechtel Plant Machinery, Inc.

The scope requires testing and return of two ½-inch APD valves and one APD controller provided as Government Furnished Equipment (GFE). Upon receipt, the vendor must complete receipt inspection including nameplate verification, visual inspection for damage, and for the controller, verification that the fuse is not broken and that indicator lamps and lenses are intact. After the vendor completes their testing program, specific electrical and performance examinations must be performed: APD Valve Electrical Examination (coil resistance test within ±10 percent of 400 ohms at 25°C, insulation resistance minimum 10 megohms, and inductance within 3600–4900mH), and APD Controller Performance Examination verifying DC power provision, switch operations, protective elements, and indicator lamp functionality. Final visual inspection must confirm no damage to threaded areas or connector pins and that equipment is clean with no internal debris. The vendor must deliver two ½-inch APD valves and one APD controller along with documentation certifying all requirements are met. Preparation for delivery requires components to be clean and dry, with valves sealed and packaged per MIL-PRF-23199 in green polyethylene envelopes, and the controller packaged per MIL-PRF-23199/1. The seller must request shipping documents and destinations from the buyer for final disposition.

3.0 REQUIREMENTS

Two ½-inch APD valves and one APD controller, as noted above, will be provided as GFE for use in vendor testing program. Upon receipt of the equipment, Section 3.1 should be completed. After the vendor has completed their testing program, Sections 3.2 through 3.4 shall be performed to verify component operability.

3.1 Receipt Inspection. The following should be completed upon receipt of the equipment.

Any deviations should be reported to the buyer. Packaging materials can be saved for possible reuse when shipping back equipment. Any paperwork included in the original packaging shall be saved to be repacked with the equipment in Section 4.0.

3.1.1 Nameplate. Verify conformance between nameplate identification data for the component received and any identification or certification papers received with the shipment.

3.1.2 APD Controller Only. Verify that the fuse is not broken by removing it from the fuseholder and inspecting. Inspect the "POWER ON" and "VALVES OPEN" indicator lamps and lenses for breakage.

3.1.3 Visual Inspection. Valves and controller shall be given a visual inspection for any damage that may have been sustained in shipment. Particular attention shall be paid to threaded areas and connector pins.

3.2 APD Valve Electrical Examination. The electrical examination shall consist of the following tests and examinations. Prior to testing and examination, the valve and coil shall be at ambient temperature. All electrical tests shall be performed with the solenoid assembly installed on the valve.

3.2.1 Coil Resistance Test. The direct current (d.c.) resistance of the solenoid coil shall be measured and the temperature at which the measurement is taken shall be recorded. After temperature compensation to 25oC, the d.c. resistance of the coil shall be within plus or minus 10 percent of 400 ohms.

3.2.2 Insulation Resistance Test. The insulation resistance test shall be in accordance with MIL-E-917. After temperature compensation to 25oC, the insulation resistance shall be a minimum of 10 megohms.

3.2.3 Inductance. The inductance of the coil shall be measured. The inductance shall be within 3600 to 4900mH.

3.3 APD Controller Performance Examination. Unless verified through vendor use of the controller, verify the following controller functions. MIL-E-16400 may be used for guidance for verifications if necessary.

o Providing dc power to (simulated) solenoid coils o Check “CLOSE VALVES” and “OPEN VALVES” switches negate and provide power to solenoids o Operation of protective elements (on-off switch) o Operation of indication devices ("POWER ON" and "VALVES OPEN" indicator lamps). “VALVES OPEN” lamp will only light when circuit is loaded (attached to the valves).

3.4 Visual Inspection. Valves and controller shall be given a visual inspection for any damage that may have been sustained. Particular attention shall be paid to threaded areas and connector pins. Equipment shall be visually clean. If valve nozzles have been uncapped there shall be no debris internally.

3.5 Report of Findings. Any nonconformance found in the components shall be reported to the buyer for disposition. Additionally a document certifying that all of the previous checks were performed shall be provided to the Buyer.

4.0 PREPARATION FOR DELIVERY

4.1 Requirements for Shipping APD Valves.

4.1.1 Cleanliness. Components shall be clean and dry to commercial standards prior to shipping.

4.1.2 Packing, Packaging and Marking. Prior to shipment, valve nozzles shall be sealed in accordance with MIL-PRF-23199 as applicable. Shipping plugs provided with the hardware may be reused if there is no visual evidence of damage. The valve shall be packaged in accordance with MIL-PRF-23199, in green polyethylene envelopes. Packaged valves shall be packed and marked in accordance with MIL-PRF-23199. Any paperwork contained in original packaging of the valves shall be packaged with the valves along with a copy of the certification detailed in 5.3.
