About this file
This is a First Article Test Procedure for Electromagnetic Compatibility (EMC) testing of the IM-272A/WDQ Radiacmeter, an Air Monitor for Radioactive Particles, under Contract No. N00167-19-C-0005 issued to Spectral Labs Incorporated (SLI). The procedure establishes the testing framework required to verify that the equipment meets electromagnetic interference control requirements for installation aboard naval ships, specifically conforming to MIL-STD-461G for below-deck equipment.
The test procedure requires eleven distinct EMC tests covering both conducted and radiated emissions and susceptibility across frequency ranges from 30 Hz to 18 GHz. Tests include CE101 and CE102 (conducted emissions on power leads), CS101, CS109, CS114, CS115, and CS116 (conducted susceptibility across various configurations and frequency ranges), RE101 and RE102 (radiated emissions), and RS101 and RS103 (radiated susceptibility). The test article must be configured with front cover and access door installed, connected to 115 VAC and 28 VDC power supplies, with an external isolation valve controller and two automatic isolation valves (Government-furnished property) in the open position. Acceptance criteria specify that the equipment exhibit no deviations or anomalies during susceptibility testing, with no Rad Alarms, system faults, or GUI anomalies permitted. Testing occurs under standard laboratory environmental conditions and can be conducted in any sequence. A Functional Test must be performed immediately before and after the complete test suite. Test results must be recorded on provided data sheets with detailed documentation of anomalies, thresholds, and test observations, including photographs of test setup and performance data.

1.0 Introduction
This document describes the Electromagnetic Compatibility (EMC) test for the IM-272A/WDQ Radiacmeter, Air Monitor for Radioactive Particles (radiacmeter).
1.1 Purpose of Test
The objective of this test is to ensure that the IM-272A/WDQ meets the requirements for the control of electromagnetic interference as may be encountered aboard naval ships.
1.2 System to be Tested
1.2.1 Nomenclature
Radiacmeter, Air Monitor for Radioactive Particles (radiacmeter)
1.2.2 Model Number
IM-272A/WDQ
1.2.3 Type of Test
First Article, Production Inspection (CE102 and RE102 only).
1.2.4 Applicable Performance and Testing Specification Reference Requirement Paragraphs: 3.2.3 Electromagnetic Compatibility (EMC). The radiacmeter shall conform to the requirements of MIL-STD-461 for below deck equipment (tests CE101, CE102, CS101, CS109, CS114, CS115, CS116, RE101, RE102, RS101, and RS103)
Test Paragraph: 4.5.4 EMC test. The requirements of 3.2.3 shall be verified by tests performed in accordance with MIL-STD-461. For this testing, the radiacmeter shall provide 115 VAC power and 28 VDC power via Jack J3 to an external isolation valve controller that is connected to two automatic isolation valves, with the valves in the open position. An isolation valve controller and two automatic isolation valves will be provided by the procuring activity.
For production inspection only, tests CE102 and RE102 shall be performed.
1.3 Test Requirements
1.3.1 Test Article Configuration
The IM-272A/WDQ test article shall have its front cover and access door installed and secure during all EMC testing. A power cord shall be connected to supply power and the external valve control cable shall be attached for all tests. The unit will be operated in its normal operating mode during all EMC tests with the Diagnostic screen selected for visual detection of anomalies during testing. The unit shall be configured to log counts per second data every second (CPS Log) and the entire data set log (Full Log) every minute during susceptibility testing to support anomaly detection and determination of anomaly root cause.
1.3.2 Required Tests:
MIL-STD-461G for below deck (surface ship and submarine) equipment (tests CE101, CE102, CS101, CS109, CS114, CS115, CS116, RE101, RE102, RS101, and RS103)
Spectral Labs 2019 DISTRIBUTION STATEMENT C: Distribution authorized to US Government Agencies and their contractors; Administrative/Operational Use: 31
October 2019. Other requests for this document shall be referred to Naval Sea Systems Command (NAVSEA 04ND).
1.3.3 Acceptance Criteria:
For susceptibility testing, anomalies will be determined by watching the Front Panel during all testing, either in person or through video monitoring. A Rad Alarm, system fault, or anomalous behavior of the GUI screen or front panel indicators will constitute a test failure. Rad Alarms and Fault Codes are latched and can be recorded and then acknowledged following the completion of the test or sub-test in which they occurred. The CPS Log and Full Log will be viewed where indicated in the test procedures to identify any anomalous behavior in the detector signal chain or ancillary circuits. All figure references below can be found in MIL-STD-461G.
1. CE101: Limits per figure CE101-2, relaxed based on load current as described in the figure. For example, if the fundamental current is 2A, the relaxation is 20 Log 2 = 6 dB.
2. CE102: Limits per figure CE102-1, relaxed by 6 dB for 115V equipment per the figure.
3. CS101: No deviations or anomalies with applied voltage and power limits per figures
CS101-1, curve #1 (source above 28V) and CS101-2.
4. CS109: No deviations or anomalies with applied signals per figure CS109-1.
5. CS114: No deviations or anomalies when subjected to an injection probe drive level calibrated to the appropriate current limit from Figure CS114-1. Use the limits for Ships (Metallic) (Below Decks) from Table VI. Note: the values for Submarine (Internal) also apply but are less stringent than the Ships (Metallic) (Below Decks) requirement, so can be ignored for this test.
6. CS115: No deviations or anomalies when subjected to a pre-calibrated signal having rise and fall times, pulse width, and amplitude as specified in Figure CS115-1 at a 30 Hz rate for 1 minute.
7. CS116: No deviations or anomalies when subjected to a signal having the waveform shown in Figure CS116-1 and having a maximum current as specified in Figure CS116-2.
Compliance shall be demonstrated at the following frequencies: 0.01, 0.1, 1, 10, 30, and 100 MHz. The test signal repetition rate shall be no greater than one pulse per second and no less than one pulse every two seconds. The pulses shall be applied for a period of five minutes.
8. RE101: Magnetic field emissions shall not be radiated in excess of the levels shown in Figure RE101-2 at a distance of 7 cm.
9. RE102: Electric field emissions shall not be radiated in excess of those shown in Figure RE102-1 (Below Deck) or Figure RE102-2 (Internal). Above 30 MHz, the limits shall be met for both horizontally and vertically polarized fields.
10. RS101: No deviations or anomalies when subjected to the magnetic fields shown in Figure RS101-1.
11. RS103: No deviations or anomalies when subjected to the radiated electric fields listed in Table VII and modulated per paragraph 5.20.3.4. Use the limits for Ships (Metallic)(Below Decks) from Table VII. Note: the values for Submarine (Internal) also apply but are less stringent than the Ships (Metallic)(Below Decks) requirement, so can be ignored for this test. Up to 30 MHz, the requirement shall be met for vertically polarized fields. Above 30 MHz, the requirement shall be met for both horizontally and vertically polarized fields. Circular polarized fields are not acceptable. Note: testing beyond 18 GHz has not been required by the procurement agency so will not be conducted.
