What are the formatting requirements for each training material?
As specified in SOW section 3.4.4, the Contractor shall provide training over one (1) business day that covers the EPD detection method, maintenance, repair and performance verification.
CDRL A009 Training Material references the Data Item Description (DID), DI-PSSS-82354, which states the following:

Section L, 1.7.5 is revised to separate the Index of Terms language out as a new paragraph under subsection ii.

The following are examples extracted from the Request for Proposal for illustration purposes only: IUID - Item Unique Identification (section 3.4.1, page 23); MIL-STD-130N - Military Standard 130 Navy (section 3.4.1.5, page 24).

Section L.1.14.2, Page 86 (Attachment 4) Can Offerors submit a CPAR in lieu of the Past Performance Questionnaire (PPQ) Attachment 4?
The Government will not accept the submission of a CPAR in lieu of Attachment 4, Past Performance Questionnaire (PPQ). The Government may consider past performance information obtained from sources other than those identified by the Offeror to include CPARs, as specified in Section M, 2.15.2.
CDRL A001 - A017; CDRL
B001 - B005; CDRL C001;
CDRL D001 - D004
Each CDRL provides the timeline for when the requirement is due, as well as the media requirement for submission. The CDRL doesn't include the detailed scope of work, format structure, procedure, etc. The Scope of Work and Level of Effort is necessary in order to state compliance with each CDRL as well as to determine price. Can the US Navy provide the scope of work for each CDRL?
Or, is the scope of work contractor defined?
Each CDRL includes a Data Item Description (DID) in Block 4. The DID, along with the Statement of Work (SOW), provides the content and the format for the data deliverable. DIDs can be found at https://quicksearch.dla.mil/qsSearch.aspx. The website is also identified in section C - SOW under Applicable Documents section page 20, of the RFP.
