Section C - Descriptions and Specifications
STATEMENT OF WORK
Section C. Descriptions and Specifications
1.0 Background
The Naval Surface Warfare Center, Carderock Division (NSWCCD) Signatures Department develops, operates, and maintains major research, development, test and evaluation (RDT&E) sites, including the South Florida Ocean Measurement Facility (SFOMF) located in Dania Beach, Florida. SFOMF operates and maintains an underwater electromagnetic (UEM) signature acquisition range in support of fleet asset UEM silencing and stealth performance requirements.
1.1 Scope
NSWCCD Detachment Dania, FL, (Code 756), also known as the South Florida Ocean Measurement Facility (SFOMF), requires technical and administrative services in support of South Florida Waterfront and Maritime Operations (SFWMO). Service requirements include support for operating and maintaining data acquisition systems, providing deck crew for offshore test range infrastructure deployment and recovery onboard a 150-foot multipurpose vessel, installing, maintaining, and repairing shore based sensors and systems, operating, maintaining and repairing small boats, forklifts, and various vehicles such as a golf cart. Maintaining and repairing remote operated vehicles (ROV), equipment shelters, and corrosion research equipment, weight handling equipment (WHE), observation towers, and tracking systems for SFOMF RDT&E activities. Providing these diverse services requires coordination between SFOMF and other on-site contractors (e.g. Logistics contract). Although most of these services can be scheduled in advance, sometimes services are required with little advance notice (i.e., emergent support/services).
Such emergent support requirements must be addressed as soon as contract support can be arranged, often on the same day they are identified, but no later than the next day. Such emergent support is required to efficiently and effectively deal with the effects of the tropical marine environment, where high temperatures, high humidity, salt-air corrosion, intense lightning, and destructive weather can impact the site scheduling, equipment, and structures.
Immediate action is required to repair damage and resume operations after destructive weather events. Similarly, one of SFOMF’s primary functions is supporting fleet submarine trials, which require flexible support to adjust to fleet schedules and real-time changes in trial support schedules.

Also during the meetings, the Contractor shall provide updates on costs, services, and delivery schedules. The Contractor shall provide reporting on progress, milestones, financial status (CDRL A001), and any issues emergent or anticipated. By the end of the phase-in period, the incoming Contractor shall have assumed full responsibility for all work requirements under the contract.
8.2 Phase Out
During the 30-day period immediately prior to the end of this contract, including options if exercised, if the incumbent Contractor is not awarded the subsequent contract for these services, the incumbent Contractor shall permit its successor to observe and become familiar with all operations under this contract. The incumbent Contractor shall remain responsible and liable for the requirements of this contact to the final day of this contract.
The incumbent Contractor shall fully cooperate with the successor Contractor and the Government, and shall not interfere with their work or duties to ensure a smooth transition.
8.2.1 Phase Out Plan
The incumbent Contractor shall provide the PCO with a phase-out plan no later than 45 days prior to the contract end date. This plan shall detail disposition action for all Government Furnished Information (GFI) and Contractor held documentation with minimal Government input, outlining the incumbent Contractor’s approach to fulfill the requirements of this contract.
8.2.2 Government Furnished Property (GFP)
Government Furnished Property (GFP) includes Government Furnished Material (GFM) and Government Furnished Equipment (GFE). The list of GFP provided under this Contract is provided as an attachment in section J.
