About this file
This document outlines a technical scenario for a federal contract opportunity to provide support services for an underwater electromagnetic measurement trial. The contractor will be required to provide daily checks on range marker buoys, conduct seawater physical property measurements, and utilize small boats and crew for range clearance, tracking, and equipment transfers. The scenario details a ten-day measurement trial involving eight days of surfaced signatures and six nights of submerged signatures. Resources that will be provided include an onshore range control facility, research vessels, security boats, and digital charts. The contractor must address how available resources can be efficiently allocated while ensuring safety and continuous data collection, and describe recovering a detached buoy, in compliance with laws and regulations.

Scenario Response: Offerors shall provide a response to the following scenarios:
Scenario 1: Typical Task (Normal Operations) - Virginia Class (VACL) Underwater Electromagnetic (UEM) Measurement Trial Support
Task Overview
SFOMF requires support for a ten (10) day Virginia Class (VACL) Underwater Electromagnetic (UEM) signature measurement trial. Eight (8) days of surfaced signature measurements will be held during daylight hours in 65-feet of seawater (fsw). Six (6) nights of submerged signature measurements will be conducted offshore at a depth of 540-fsw. One (1) day during the middle of the test event will be the VACL Commanding Officers (CO) day off. The last day of the event is for transferring riders and equipment from the VACL to shore. The SFOMF Range Control Facility is manned around the clock during UEM signature measurements. In performing the requirement, the contractor is required to:
Provide daily position check on 4 shallow range marker buoys Provide daily seawater physical properties measurements at both shallow and deep range Provide captain and crew for small boat operations, assist in clearing the range for testing.
Provide tracking system operators/radio operators for both daytime and nighttime operations.
Provide captain and crew for R/V Nelson, assist with transferring onboard riders and equipment to shore.
The test event is scheduled to begin on August 16. Late afternoon on Day 5, rough weather causes a range buoy to become detached. The buoy can be seen on radar heading North at 3-knots.
Provide a plan for how you would provide support for the above outlined tasking. Particular emphasis should be placed on the recovery, repair, and re-deployment of the damaged range buoy.
In preparing your response to the above requirement, the below materials and resources are available for utilization:
Government Provided:
Onshore Range Control Facility, Administrative Offices, Warehouse, AUV/ROV Lab, Electronics Lab, Machine Shop, Fabrication Shop, 85-Foot observation tower, 320-foot dock with 17-foot minimum draft, facility located on eastern edge of Port Everglades and along the southern side of the Port Everglades inlet channel.
Range Control Facility capabilities include: Radar Tracking, AIS Tracking, RTK GPS Tracking, HD Video Tracking, Weather Station, VHF Marine radio for public channels (e.g., broadcast notice to mariners (BNM) for ocean operating area restrictions), and private VHF radio channels to maintain OPSEC for SFOMF operations, Secure Communications, secure storage, and cabled to a fully instrumented offshore test range.
Quantity one (1) 46-foot Research Vessel (R/V) Nelson with twin Cummins diesels. Capabilities include: offshore UEM sensor calibration, activating/deactivating subsurface beacons, seawater physical properties measurements, side scan sonar/seabed change detection, and personnel & equipment transfers to/from Navy submarines.
Quantity two (2) 28-foot Harbor Security (HS) rigid hull inflatable boats (RHIB) with twin outboards. Capabilities include: fast response range support, personnel and equipment transfers.
Digital Nautical Charts of buoy positions, offshore operating area, and locations of seafloor mounted equipment.
Logistics Contract Provided:
150-foot offshore multipurpose vessel with dynamic positioning, a large work deck area, and large opening A-frame for deployment and recovery operations.
Mobile cranes for mobilization and demobilization.
Divers to inspect range and attach range marker buoys.
In responding to the scenario, including the response to the detached buoy event, please address at minimum the following:
How can the available resources, including personnel, boats, and equipment, be strategically allocated to maximize efficiency while minimizing costs during the UEM trial?
Discuss safety considerations, requirements and challenges. How is safety ensured for the personnel involved in the UEM trial, especially during challenging weather conditions and recovery operations?
What risk management strategies are in place? In particular, identify potential capabilities or redundancies which can be efficiently and effectively leveraged to insure accurate and uninterrupted data collection is achieved during this trial? Identify specific challenges to data collection of this type and address them particularly as part of your response.
Requirements to comply with all publicly available laws and regulations.
Likely environmental conditions, including weather and sea conditions.
Describe the step-by-step process of recovering, repairing, and re-deploying the damaged range buoy.
Include a discussion outlining your process for post-test event debriefing, incorporation of lessons learned, or identification of possible process improvement.
