1. Under the heading "Non-Key Personnel," Program/Project Manager has the descriptor of (Key Personnel) next to it. Please advise if both MANP2 and MANP1 are both Key Personnel.
Solicitation has been amended to identify both program manager’s as key personnel.
2. There are 2 Administrative Assistant positions listed on the Rates tab. Is this intentional or should 1 be removed? For reference, it does not match the other tabs with the labor category listings.
The labor category was removed and a revised Attachment 3 is attached to this amendment.
3. Given the added holiday in the past 2 years (Juneteenth), should 1912 be used instead of
1920 for 1 FTE?
For purposes of generating proposals, the Government will continue to utilize the 1920 labor hour FTE model.
4. In cell D9, the hours are different from the previous years and the advanced years. Is this intentional or should the hours be the same across the years? It also does not comport with the Prime total tab or the RFP p. 2, 3 and 7.
In answering this question, the Government assumes the referenced cell is on the LOE HOURS tab. The labor hours have been updated and an amended Attachment 3 is included in this amendment.
5. CLINs 0100, 0200, 0300, 0400 and 0500 (p. 2 and 3) and chart on p. 7 show hours for each year as 33,840. LOE tab on Attachment 3 only shows year 2024 as 33,840. Please advise which is correct.
Annual LOE total across all labor categories for each performance period totals 33,840.
6. Should 2023 be removed and 2028 be added?
All tabs on attachment 3 have been updated to reflect 2024 through 2028.
7. Please advise on what should be included in this tab? Is this the overall indirect rate? For example, if the Government site rate for fringe, G&A, and OH, are respectively 10%, 10%, 10%, should the cells show 30% for total? Also, should Fee be included? Or should the rates be partitioned by year and indirect categories?
Please see Section L paragraph 4.4.4 for pricing details. Please complete the table within the referenced tab.
8. Should 2022 and 2023 be removed and 2027 and 2028 be added?
See answer to 6.
9. For the ODCs, they are slightly different from the RFP ODC numbers at $60,000 vice
$58,700 in the RFP document. Please advise which numbers to use.
RFP amended to match Attachment 3.
10. Are Offerors permitted some latitude to modify the Attachment 3 Cost sheet modestly to accommodate Offerors formatting and methods?
For the sake of conformity and clarity please propose in accordance with the terms and conditions outlined in section L of the RFP.
11. (1) SOW Section 5.0 states that access to NNPI may be required. DD 254, Block 10.k ‘Other (Specify)’ does not include NNPI. Offeror recommends NNPI be removed from SOW para
5.0 or annotated in the DD 254 with Blocks 10.b and 10.k checked.
This answer will be upcoming shortly.
12. In Section L.4.1.2.1, Transition Plan, the list of specific elements to discuss includes: “CSWF clearance, certificates, etc.” However, CSWF is not addressed in the SOW nor in other Sections as a performance requirement. Please confirm CSWF is only referenced as an example of certificates and not as a requirement of performance.
CSWF is not required on this contract and its mention is merely a boilerplate example.
13. (3) The LOE for the Administrative Assistant on the Attachment 3, LOE Tab are listed for each year as 1880, 1920, 1880, 1880, 1880. The subsequent total number of labor hours for each year are 33,800, 33,840, 33,800, 33,800 and 33,800. However, on the PRIME Total tab, the hours for the Administrative Assistant are 1920 hours for each year, with the total LOE equaling 33,840 for each year. Please confirm the Administrative Assistant LOE is 1,920 hours per year.
Error on the sheet has been addressed.
14. SOW Section 5.0 states that access to NNPI may be required. DD 254, Block 10.k ‘Other (Specify)’ does not include NNPI. Offeror recommends NNPI be removed from SOW para
5.0 or annotated in the DD 254 with Blocks 10.b and 10.k checked.
NNPI is required for performance on this effort. The award DD 254 will be amended to reflect this requirement.
