Key details include confirmation that resume page limits for key personnel are excluded from volume page counts, clarification that prime contractors must ensure all required subcontractor cost data is provided directly to the government even if the prime does not have access to unsanitized rates, and notification that amended attachments providing an additional key personnel template and updated cost template have been uploaded to the federal procurement system.

(1) Good evening. We have one additional question for your consideration: Per the language in L.2.3.5 immediately before the Cross Reference Table, please confirm the Key Personnel Resumes, with a 2-page limit per resume, are not included in the overall page limit for Volume I. We believe this to be the original intent of the Government as this is the only item listed in the Table with a parenthetical.
Per the language in L 2.3.5, if a document has a page limit but that document’s page count is not to be included in the total page count for the Volume its own page limit will be expressed as a parenthetical. Key personnel resumes are marked as “N” for inclusion in the volume page count and has its own page limit noted in parenthesis.
(2) Section L.4.3 states that all proposed subcontractors provide information at the same level of detail as the Prime Offeror. Typically, subcontractors provide their unsanitized cost information directly to the Government as the means of controlling their proprietary data (indirect rates), and only give the Prime Offeror their sanitized cost information. In this case, L.4.4.7 states the Offeror is to include proposed hours and proposed costs in its Prime Cost Summary calculations for non-major subs. In this case, we have one non-major subcontractor that is a cost-plus fixed fee sub to us. As such, we will not have access to their unsanitized information and will only be able to submit fully burdened information. Please confirm it is acceptable for us, as the Prime, to include our non-major sub’s proposed hours and proposed sanitized (fully burdened) costs in our Prime Cost Summary and have our non-major subcontractor submit their cost detail direct to the Contract Specialist and the Contracting Officer. Otherwise, please advise on how best to provide the required information given that we, as the Prime, will not have access to their unsanitized cost information.
L 4.3 states that it is the prime offeror’s responsibility to ensure that all proposed subcontractors provide information at the same level of detail regardless of the subcontracting pricing arrangement. However, there is no requirement for the subcontractor to provide it to the prime offeror. Subcontractors may submit their unsanitized cost data directly to the Government.
(3) We reviewed the Amendment 0002 Q&A regarding Attachment 3. There is no Attachment 3 posted to SAM. We do have the old Attachment 3 from Oct 30th, and we can manually change the hours to adjust for the Admin Assistant. However, on the “Rates” Tab, we’re required to enter ours and our SubK’s CAGE codes, along with our DCAA Point of Contact in the Header block. Unfortunately, the Template is locked, and there is insufficient room to enter the information in the Header.
An amended Attachment 3 has been uploaded to SAM.gov.
(4) Will there be a new Attachment 9 form reflecting the second Key Person?
An amended attachment 9 has been uploaded to SAM.gov.
