About this file
This document contains questions and answers related to a solicitation for propulsor demonstration hardware. The solicitation seeks proposals for the fabrication of a rotor component according to provided drawings. It clarifies that offerors are responsible for manufacturing the rotor only and will provide their own raw materials. While one drawing specifies assembling a component from six segments, offerors should assume three segments for the sample task. Components cannot be fabricated as single piece forgings except for the sleeve. The solicitation requires visual, penetrant, and volumetric testing on final welds as specified in the drawings and referenced specification.

Propulsor Demonstration Hardware Questions – Round 3
1. Please provide 245-8541843 (ZTP2 Lifting and Handling Gear).
Answer 1: Drawings have been provided as an attachment to Amendment #2. The Government would like to clarify that offerors shall only be responsible for manufacturing the rotor.
2. Drawing 8541632 – ZTP2 Weldment and Assembly calls out QTY 6 Cone Segments of NI-AL-BRZ plate in the BOM, but the drawing shows there is only QTY 3 segments. Is QTY 6 in the BOM a typo?
Answer 2: For the purpose of this solicitation, the Offeror shall assume QTY of 3 segments for Sample Task 3 (Attachment 4).
3. Should we assume the Sleeve (2-1), Cone (2-2), and Ring Segments (2-3) of the ZTP2 will be government furnished material as stated in the drawing? Or should we rely on the language in Section 4.3.6 of the solicitation states “the contractor shall provide raw materials necessary to fabricate the propulsor and components”.
Answer 3: The Offeror shall provide raw materials necessary to fabricate the propulsor and components.
4. Note 308 in Drawing 8541632 states that Item 2-1 may be fabricated as a single piece forging. Could Item 2-2 (Cone) be fabricated as a single piece forging as well? If we opt to fabricate the Sleeve (2-1) as a single piece forging rather than 3 rolled plates, will it still be considered government furnished material?
Answer 4: Item 2-2 may not be fabricated as a single piece forging; the drawing specifies that Item 2-2 is to be assembled from three segments. As to the Sleeve (Item 2-1), it is not government-furnished material, regardless of whether it is fabricated as a single piece forging or in 3 segments.
5. About the NDE requirements, the drawing calls for VT/PT on the final welds. However, drawing note 401 calls for the welding to be compliant with NAVSEA-AR-GIB-010/278 Class M-1, which requires a volumetric inspection on the final welds (RT or UT). There is a conflict between the drawing and the note. Can you please clarify this?
Answer 5: The Government requirement is for 3 inspections on the welds. It requires VT and PT on surface of the final welds, per the drawing; and either RT or UT for the volumetric inspection per the spec.
