About this file
This document contains a statement of work for a manufacturing study of an advanced material tailcone assembly for the Naval Surface Warfare Center, Carderock Division. The contractor shall perform a manufacturing study to identify alternative production strategies that may optimize manufacturability, reduce costs, and improve timelines for the tailcone assembly. The study report must include a flowchart of the recommended manufacturing strategy, a redlined version of the drawing identifying any required changes, an analysis of estimated labor and material impacts, and a comparison of costs and durations between original and proposed production methods. The contractor must deliver the study report and comply with manpower and eCraft reporting requirements. The period of performance is six months from award.
This related federal contract opportunity posting is a request for proposal for propulsor demonstration hardware for the Naval Surface Warfare Center Carderock Division. The anticipated contract type is cost-plus-fixed-fee and the ordering period is five years. Proposals will be evaluated based on best value. The solicitation and some exhibits are available while other documents require a joint certification program approval to access.

Attachment 1 - Delivery Order 1 Statement of Work (SOW)
AM Tailcone Manufacturing Study
1 Background The Advanced Propulsor Management Office (APMO) in the Naval Architecture and Engineering Department of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for managing the Research and Development (R&D), design, testing, and delivery of United States Navy submarine propulsors.
2 Scope The contractor shall perform a manufacturing study to identify areas where alternative production strategies may be implemented to optimize manufacturability of the Advanced Material (AM) Tailcone assembly, reduce cost, and improve production timelines. The objective of this requirement is to perform a manufacturing study of the AM Tailcone Version 2.
It should be noted that the offeror MUST meet the performance requirements. There are many acceptable detailed procedures on how to achieve the requirements in the drawing, and that is what the Government would like to assess. The manufacturer may recommend changes to the high-level manufacturing and assembly process, as long as the part still meets form-fit-function requirements in the drawing.

3 General Requirements
3.1 The contractor shall develop a manufacturing study report (CDRL A002). The manufacturing study report shall include the following:
• Flowchart describing the offeror’s recommended manufacturing strategy for the fabrication and assembly sequence. In addition, include 3-dimensional sketches and models for illustrative purposes.
• Red-lined version of Reference (a) which identifies deviations and/or drawing changes required to execute the recommended manufacturing strategy.
• Discussion of change (reduction or increase) in estimated production labor and/or assembly material (i.e. total part count/list of items) associated with the recommended manufacturing strategy.
• A detailed comparison of the difference between the Offeror’s estimated cost and duration for the original production methods, processes, and fabrication sequence(s); and the estimated cost and duration for the offeror’s proposed modifications.
Note: The metallic components shall not change, however the manufacturer may recommend different composite materials that meet the same performance requirements in Reference (a)
4 Deliverables
4.1. The contractor shall deliver the following Contract Data Requirements Lists (CDRLs) for this task order in accordance with Section J of the base contract.
CDRL Title Data Item Description A002 Technical Report DI-MISC-80508B
5 Security The Base Indefinite Delivery, Indefinite Quantity (IDIQ) DD Form 254 applies to this order.
6 Period of Performance Period of Performance shall be for six months after contract award.
7 Contractor Manpower Reporting Application (CMRA) The contractor shall comply with the CMRA reporting requirements specified in the Base IDIQ Statement of Work.
8 eCRAFT The contractor shall comply with the eCRAFT requirements specified in the Base IDIQ Statement of Work.
9 Travel The contractor shall host a post-award meeting in accordance with Solicitation clause C-242-H002.
