N00167-20-R-0009 – Propulsor Demonstration Hardware Q/A Round 2
Question 1: Please provide the NAVSEA tech manual propulsor paint preservation specification
(S9245-A4-TSM-010)
Answer 1: The Government has uploaded specification S9245-A4-TSM-010 under the Solicitation N00167-20-R-0009 on Contracting Opportunities.
Question 2: The ZTP2 weldment and assembly drawing (8541632, Rev. B) BOM does not align with the ZTP2 hub (8541629) BOM and the ZTP2 Hardware (8541631) BOM. The assembly drawing BOM includes some items from the detailed drawing BOMs. Should we only be pricing out material in the assembly drawing BOM or should we also be pricing out material that is only in the detailed drawing BOMs?
Answer 2: The Offerors shall only price the BOM to drawing 8541632, Rev B.
Question 3: Please provide CAD models of the ZTP2 in SOLIDWORKS native files, if possible.
(This will significantly accelerate our ability to respond to the RFP.) Otherwise we will create our own models from the drawings provided.
Answer 3: A CAD model does not exist for the ZTP2.
Question 4: Will all delivery orders fall under the same CLIN?
Answer 4: For future awards, all orders will utilize the Base Contract’s CLIN structure. CLIN 0001 will be used for labor, material, and other direct costs (not including travel), CLIN 0002 will be used for travel, and CLIN 0003 will be used for CDRLs.
Question 5: Please share any expectations for the delivery of the three sample tasks. For the purposes of the proposal, can we assume that the delivery orders will be placed sequentially vice in parallel?
Answer 5: For the proposal planning purposes, the Offerors can assume that the Government intends to order the sample tasks sequentially.
Question 6: The solicitation requires a 20% small business percentage. Since we are only pricing out delivery order 1 and sample order 3, does THAT pricing have to have 20% for SBP, or can the 20% include future activities? We anticipate we will have more opportunities for SBPs on other delivery orders.
Answer 6: The 20% small business subcontracting goal is for the value of the entire contract.
Question 7: In Section L.2.3.5 of the solicitation, in the table at the top of page 93, there is no page limitation stated for line L.4.1.4, Personnel Qualifications (Subfactor D). Is this section part of the 75 page limit?
Answer 7: The solicitation has been amended to include Subfactor D in the 75 page limitation for Volume I.
Question 8: Request EB-Spec 4941
Answer 8: The Government has uploaded specification EB-Spec 4941 under the Solicitation N00167-20-R-0009 on Contracting Opportunities.
Question 9: References 3.13 and 3.14 are called out in SOW paragraph 5.3.1 but are not listed in the references. Please add the references.
Answer 9: Section C paragraph 5.3.1 has been revised on Amendment 2 to change 3.13 to 3.8 and 3.14 to 3.12.
Question 10: Are the requirements in Section 6 of the SOW intended to comply with the guidance set forth in the Under Secretary of Defense memo dated 14 November 2019 (Subject:
Assessing Contractor Implementation of Cybersecurity Requirements)?
Answer 10: The requirements under Statement of Work 6.3 – 6.7 implement Navy Marine Corps Acquisition Regulation Supplement (NMCARS) Annex 16, which was created as a result of the 28 Sep 18 Memorandum from Assistant Secretary of the Navy James Geurts titled, “Implementation of Enhanced Security Controls on Select Defense Industrial Base Partner Networks.”
Question 11: Would NAVSEA consider an extension of 45 days from the 10 Feb 20 proposals due date?
Answer 11: NAVSEA has already extended the due date from 27 Jan 20 to 10 Feb 20 allowing for a 61-day proposal submission timeline from the solicitation release date of 11 Dec 19.
Therefore, no further extensions will be provided.
