Question 1: Would NAVSEA consider a 3 week extension to the due date for this proposal to allow the bidders more time to quote the three sample delivery orders plus delivery order 1?
Answer 1: NAVSEA is extending the due date from 27 Jan 2020 to 10 FEB 2020 at 1200 ET.
Question 2: Section L.4.2.2 – We are unable to access the CPARS reports referenced in Section L.4.2.2. Could NAVSEA please confirm that it is acceptable that they not be included in the proposal? Also, could NAVSEA also confirm that any CPARS reviewed by NAVSEA for this proposal will only look 3 years into the past?
Answer 2: The solicitation was updated to state that if a CPARS report is not accessible by the Offeror, the Offerors shall notify the Government in its proposal and complete Attachment 7 so that the Government can review the reports in CPARS. In the event that the Offeror does not have any CPARS reports, the Offeror shall submit Attachment 8 – Past Performance Questionnaire. For this proposal, recency is defined under M.1.2.6 as, “Past efforts will be considered “recent” if they were performed for at least six months during the past three years prior to the due date of proposals.”
