1) There appears to be a discrepancy between the "Proposal Preparation Requirements" located on page 91 that lists three volumes with the number of original, copies, and CD-ROMs versus the Volumes listed on pages 97 - 110 that define 4 Volumes (Introduction, Technical Proposal, Past Performance, and Cost Proposal). Am I submitting 4 Volumes, broken into 4 separate sets of binders and CD-ROMS or should there be multiple volumes in each set of binders submitted?

A) Section L has been revised to clarify the Volume numbers. The correct volume list is:

Volume I – Introduction Volume II – Technical Proposal Volume III – Past Performance Volume IV – Cost Proposal

Each volume shall be its own binder, but can be submitted as separate files on the same CD-ROM.

2) What volume is the SF-33 included in?

A) Volume I - Introduction

3) Is there a page limit on Volume III: Past Performance?

A) No

4) For weld certificates (Volume 2, Subfactor E), does the proposal need to have copies of the certificates, or just the information on what certificates we have? If full copes of certificates, do these copies count against the total maximum page count of 45 pages?

A) A list of certificates held is sufficient.

5) For the Pre-Prototype Propulsor project, is there a scheduled site visit? I have taken note of the required travel expected for this project and the terms under that category. What percentage of the estimated work is expected to be on-site in Maryland?

A) There is no site visit scheduled, and none of the work is anticipated to be performed at a Government facility.

6) Regarding clause HQ C-2-0037 Organizational Conflict of Interest (NAVSEA) (JUL 2000), paragraph (e):

6a) If future prototype or full-scale production work falls under the category of "systems, components or services furnished pursuant to this contract", and is therefore subject to this clause and preclude our future award of contracts to supply these items

6b) if future prototype or full-scale production work falls under the category of "system, component, or services on the basis of work statements growing out of the effort performed under this contract", and is therefore subject to this clause and requires cognizant contracting officer approval to participate in a subsequent procurement for the same.

6c) if the answers to (1) and (2) above are affirmative, would the Government consider deleting this paragraph so that contractors who are primarily manufacturers, but have significant engineering expertise in this area, may participate without jeopardizing their ability to compete for OEM work?

A) The Government considers any future prototype or full-scale production work to be a separate system, component, or service than what is being completed under this Contract. Additionally, any additional Pre-Prototype efforts will be recompeted and therefore exempt from this requirement as stated in paragraph (e) of the subject clause.

7) In the solicitation it states that the offeror must possess a facility clearance. When bidding on the solicitation, is this a means of applying/obtaining sponsorship of the security clearance? Or does a facility already need to have the clearance? Is the NAVY sponsoring the offeror after the award?

A) As stated in Section L, Instruction, Condition & Notice, Technical Proposal, Volume II, Subfactor F, no award will be made to any Offeror not in possession of a facility security clearance.
