About this file
This document is a Questions and Answers (Q&A) Set 04 for the ADNS MAC Solicitation (N0003925R9510), containing 75 questions and responses related to the Automated Digital Network System (ADNS) Multiple Award Contract. The Q&A addresses technical, procedural, and documentation clarifications, with several key points of note: the government confirmed that system changes would only be required during production at the contractor's facility, not after packaging; security clearance submission requirements were clarified with references to specific RFP sections; and no additional technical data will be provided beyond what has already been released. Some responses will result in RFP changes, particularly around security clearance levels and documentation submission requirements, which will be detailed in Amendment 0005. The document also includes clarifications on file size limits for PIEE uploads and confirms the previously issued amendments to the solicitation.

ADNS MAC Solicitation: N0003925R9510 QA Set 04
No. Section # Section Title Page # Question / Issue Government Response Will Result In RFP Change?
Reference Q&A Set 003, #53
The Government’s response to this question (referencing question 41 on CDRLs) does not address the original question about changes to the PBL.
In Factor 2 and 3, there are multiple references to account for any technology, engineering, or design changes that may be required during delivery of ADNS systems. Please confirm changes would only be required during production at the contractor’s facility and not after the systems have been packaged for shipment to the Government.
The Government confirms that changes would only be required during production at the contractor’s facility and not after the systems have been packaged for shipment to the Government.

Reference Q&A Set 003, #65, Section L3.2.4
With the Government’s release of Amendment 0004, the Security Clearance Level instructions in Section 4: RFP Sections C through J are now duplicative to the instructions found in the new Vol II- Section 11 – Security Clearance Levels. In order to prevent discrepancies and confusion during evaluation, please confirm Offerors should only submit this information in Section 11.
The Government confirms that the Offerors are to submit Vol II - Section 11 - Security Clearance Levels. The Government has revised Section L 3.2.4 - Section 4: RFP SECTIONS C THROUGH J. See Amendment 0005.
Yes. See Amendment

Is the Government intending to release additional technical data under this solicitation?
The Government confirms that no additional technical data will be provided in relation to the extension to 1400 PDT August 5, 2025. Offerors are to bid to Technical Data that has been provided.

Section L. Vol I,
2.1.2 Factor 5
and 3.1.5 Factor
Proposal Format/Page Limitations
The page limitations section indicates that the DCMA Compliance Letter is excluded from the page count. However, upon review of Section 3.1.5, there does not appear to be a requirement to submit a DCMA Compliance Letter. Could you please confirm whether the reference to the DCMA Compliance Letter under the page count section is an error and will be removed, given that it is not a stated requirement in the RFP?
The Government confirms that DCMA Compliance Letter under the page count section is not an error and will not be removed.
No.
Section L. Vol II, Sections 3.2 4 and 3.2.11
Section 4: RFP Sections C through J, Section 11:
Security Clearance
55, 57
Upon review, both sections of the RFP request the same information, confirmation that the contractor possesses, at a minimum, the security clearance levels required by the RFP (ADNS MAC Security Classification, DD Form 254).
This appears to be a duplicative requirement. We respectfully request that the Government consider amending the RFP to remove the redundancy from one of the sections. Alternatively, please confirm if the intent is for offerors to respond to both sections as currently written, despite the duplication.
Clarification on this matter would help ensure consistency in our response and alignment with the Government’s expectations.
See answer to question #68. See Amendment 0005.
Yes. See Amendment
72 Section L 3.2.4 RFP Sections C through J
Revised response to QA Set 01 question #13:
This section requires offerors to submit RFP Sections B through J as part of Volume II, Contract Documentation. Are offerors required to complete the fill-in portions of Sections B through J?
The Government revised Section L 3.2.4 - Section 4: RFP SECTIONS C THROUGH J. Offerors are to complete the applicable fill-in portions of Section C through J, if any. See Amendment 0005.
Yes. See Amendment
73 Section L 3.2.2 Exceptions to the
RFP
Do Offerors need to submit a file for Volume II Section 2 (exceptions) even if they plan to take no exceptions? Can they just state that they take no exceptions to the RFP in the Cover Letter?
The Government confirms that Offerors are to submit Volume II Contract Documents, Section 2:
Exceptions to the RFP stating that they plan to take exceptions or take no exceptions, as applicable.
