23 L-204-HQ0003 2.1.2 Proposal Format
46-48 In section “L-204-HQ003 Submission of Electronic Proposals,” (p.46), the submission instructions state: “(b) Each electronic file shall also be clearly marked to show the L-204-HQ0003 Volume E-File Type Suffix, solicitation number and Offeror’s name,” and “Offerors shall submit one “PDF” file per Volume (e.g., Volume I and Volume II).” Then, on
p. 48, it states “Electronic copies of the proposal must be provided in separate Technical and Contract Documents files. Each proposal section shall be labeled with the Volume/Section Suffix provided in the table in Paragraph 2.1.2 above.” Section 2.1.2 Proposal Format (p. 47) includes a table with rows for Vol 1 Sections 1 – 5, Vol II Sections 1 – 9, and a “Volume E-File Type Suffix” column. The use of the terms “marking” and “labeled” implies marking the Volume documents in their headers, while the term “E-File Suffix” implies that these sections should be provided as separate documents with file names that include respective E-File Suffixes.
We request that the Government clarify which of the following three options Offerors should follow for proposal submission:
Option 1: Submit the proposal as 14 PDF files in one Zip file titled “PROPOSAL.ZIP,” with the file name for each Section containing the E-File Type Suffix from the table in Section 2.1.2., the solicitation number, and the Offeror’s name. Within the header of each of these files, include the E-File Type Suffix, solicitation number, and Offeror’s name.
Option 2: Submit the proposal as 14 separate PDF files in two Zip files: Technical Volume Sections in a zip file titled “VOLUME I_PROPOSAL.ZIP”, and Contract Document Volume Sections in a zip file titled “VOLUME II_PROPOSAL.ZIP”. The file name for each Section will include the E-File Type Suffix (per the table starting on pg. 47), the solicitation number, and the Offeror’s name. Within the header of each of these files, include the E-File Type Suffix, solicitation number, and Offeror’s name.
Option 3: Submit the proposal as two separate PDF files. Name the Technical Volume “Volume I_Solicitation Number_Offeror Name.pdf” and name the Contract Documents Volume “Volume II_Solicitation Number_Offeror Name.pdf”. Within the header of each of these files, include the E-File Type Suffix, solicitation number, and
