About this file

This document is a Questions and Answers (Q&A) Set 02 for the Automated Digital Network System (ADNS) Multiple Award Contract (MAC) Solicitation N0003925R9510. The Q&A set addresses 42 specific questions from potential offerors, covering topics such as technical requirements, testing procedures, business systems, proposal format, and contract data requirements. Key amendments include revisions to the Statement of Work, clarifications on business system approvals, updates to Contract Data Requirements List (CDRL) references, and modifications to inspection and acceptance terms. The government responses indicate changes will be made to the solicitation through Amendment 0003, addressing contractor concerns about system configurations, testing documentation, small business participation, and operational security (OPSEC) plan requirements. Offerors are advised to review the detailed government responses carefully, as many questions result in solicitation changes that could impact proposal preparation.

ADNS MAC Solicitation: N0003925R9510 QA Set 02

No. Section # Section Title Page # Question / Issue Government Response Will Result In RFP Change?

27 Section L, 3.2.4 55

Letter (b) of the Contractor Responsibility section lists several business systems requirements, with sections (b)(1) and (b)(2) allowing for an offeror to explain why its business systems have not been reviewed or why documentation cannot be provided.

However, the other business systems do not include similar language/ability to clarify the status of business systems. Of particular note, sections (b)(3) and (b)(7) that pertain to property control system and purchasing system, respectively. Many qualified contractors have not been subject to these types of DCMA or DCAA audits or surveillance reviews since such approvals are not contractor-initiated; contractors cannot self-select or request audits or system determinations independently. As a result, the lack of a prior approval does not necessarily mean there is an inadequacy; rather, can merely be a reflection of prior contract type, scope, and government resource availability to perform these reviews. In the spirit of fair opportunity and broaden the competitive landscape for this acquisition, will the Government consider revising or tailoring the requirements related to approved business systems (specifically the requirement for pre-award Property Control System and Purchasing System approvals by the cognizant ACO or DCMA) to allow offerors to provide background information and justification similar to what is already permitted under (b)(1) and (b)(2). Additionally, we respectfully recommend that contractors awarded under this effort be subject to business system audits and approval determinations as part of post-award administration. This approach maintains Government oversight while enabling participation from capable firms that have not previously operated under the oversight framework required for these major systems.

The Government updated Section L, Section 3.2 Volume II - Contract Documents, Section 7: Contractor Responsibility to allow Offerors to document adequacy of their property control system and purchasing system that have not yet been audited or reviewed by DCMA. See Amendment 0003.

Yes. See Amendment 0003

Section L, 3.1.3 Factor 3

Factor 3 lists the 4 systems that are to be used for the technical response. What are the top-level part numbers for these 4 systems? We also, appear to be missing some separate parts lists (example, 0247600 note 1 calls out PL0247600). Can these be provided?

1. The Virginia Class Submarine system is due 300 days after award

2. The CVN system is due 420 days after award

3. The first DDG system is due 434 days after award

4. The second DDG system is due 448 days after award

The top-level part numbers are as follows:

- Virginia Class Submarine: 0313790

- CVN and DDG: 0314100

The Government confirms that all parts lists have been provided with the TDPs and they are included in the final pages of each drawing document. For the purpose of proposal response, Offerors are to bid to Parts List within the provided drawings.
