About this file

This document is an Amendment (Amendment 0001) to a federal solicitation for the Automated Digital Network System (ADNS) Multiple Award Contract (MAC) issued by the Navy Information Warfare Systems Command. The amendment modifies two key sections: Section J (incorporating Attachment 5 - ADNS MAC CUI NDA) and Section L (revising instructions to use SAM.gov instead of NAVWAR E-commerce Central).

The solicitation seeks multiple contractors to deliver Build-to-Print (BTP) ADNS production units, including Cyber Threat Upgrades (CTUs), Mission Focused Upgrades (MFUs), kits, modules, components, software, spares, and lab materials for Shore, Surface, Submarine, and Airborne platforms. Key details include an estimated contract award date of 09 December 2025, a proposal submission deadline of 1400 San Diego local time on 29 July 2025, and a requirement for proposals to be electronically submitted via SAM.gov. The contract requires offerors to have capabilities for producing ADNS systems across different naval platforms, with specific production and management requirements, and a goal of allocating 28% of subcontracted amounts to small businesses, including 5% to Small Disadvantaged Businesses and 5% to Woman-Owned Small Businesses.

INCLUDES CUI, BUT DO NOT INCLUDE CTI) (NAVWAR) (APR 2025)

The solicitation is available via the Internet by accessing the System for Award Management at SAM.gov. If assistance accessing the solicitation is required, please contact Ms. Andrea M Cohn, Contract Specialist, by email at Andrea.M.Cohn.civ@us.navy.mil.

The specific requirements for this Solicitation include Controlled Unclassified Information (CUI) and will not be made publicly available. To minimize the volume of individual submissions, the Offeror shall designate a single Point of Contact from the prime offeror to collect and submit the required NDAs to the Government on behalf of the Offeror’s team (including team members and subcontractors).

In order to obtain access to the Controlled Unclassified Information (CUI) ADNS MAC Technical Documents for the purposes of responding to this Solicitation, interested companies shall:

1. Provide a current copy of the approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information; and

2. Complete a Non-Disclosure Agreement (NDA) (Attachment 5)

The DD Form 2345 and completed NDA shall be submitted to the Contract Specialist, Andrea M Cohn (Andrea.M.Cohn.civ@us.navy.mil), and to the Contracting Officer, Susana L Wiker (Susana.L.Wiker.civ@us.navy.mil). The ADNS MAC technical data will be sent by the Contract Specialist to interested companies via Department of Defense Secure Access File Exchange (DoD SAFE) once the DD2345 and NDA are completed.

In order to receive the CUI documents, the Offeror shall provide the information specified above to the Government by the time & date for receipt of proposals as published via the NAVWAR Headquarters Open Solicitations Page.

Failure to do so will not result in an extension of the proposal receipt date. It is the responsibility of the Offeror to provide the correct information and to be prepared to receive the CUI documents when they are sent. The Offeror should immediately verify access and download requested documents (within seven (7) calendar days of Drop-off.

After that, files are automatically deleted from DoD SAFE). Failure to pick up documents from DoD SAFE will not automatically result in the Government resending the documents, and will not result in an extension of the proposal receipt date. The Government will not resend any documents unless specifically requested to do so.

IMPORTANT: For purposes of this solicitation, all documents will be unclassified. However, prime contractors interested in bidding under this solicitation must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary. The Navy will not consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State.

If an Offeror does not receive an award under this Solicitation, the Offeror is required to destroy all copies of the CUI documents and provide notification of the destruction to Susana.L.Wiker.civ@us.navy.mil and Andrea.M.Cohn.civ@us.navy.mil no later than 30 calendar days after notification as an unsuccessful offeror.
