About this file
This document summarizes questions and answers related to a draft request for proposals (RFP) for contract N00039-17-R-0043 for C4I testing, integration, and installation follow-on services. The Navy seeks these services to support shipboard command, control, communications, computers, and intelligence systems integration and testing at land-based facilities and aboard ships. Questions covered key areas like experience requirements, facility needs, tasking details, evaluation criteria, contract structure and terms. Answers provided clarifications but also noted language would be updated in the final RFP. Offerors should monitor FedBizOpps and the Navy E-Commerce website for additional information and the estimated October 2019 award date.

(Q1) There are only two prime contractors that have specific Gate Criteria experience required under Volume I: Gate Criteria: Corporate Experience. Is it the government’s intent to limit this MAC procurement to those two contractors by including requisite past TIF experience required by PWS 3.1.2.7, 3.1.4.5, 3.1.5.2 as part of the Gate Criteria?
Draft_RFP_Sections_L and M_07112018
SECTION L
L-TXT-04.7 PROPOSAL
FORMAT - Volume I: Gate
Criteria: Corporate Experience
L-5 through- L-6 Lines 154 - 211 (A1) The gate criteria language will be modified such that an offeror may use land-based system of system test and integration experience in lieu of TIF experience.
(Q2) Page L-5, Lines 176-181 require that the one contract reference involving the simultaneous SOS installation, integration and testing of at least 10 C4I POR systems on a single US Naval warship, including CANES or ISNS integration and testing at the SCI level. Since CANES/ISNS and other C4I systems testing for in-service ships has traditionally been government-accomplished with support from the contractor, this requirement limits competition to the incumbent contractors. Request that requirement be changed to “One POR must have supported testing through Stage 7…” and “One POR must be CANES or ISNS and one POR include testing support of a POR C4I system at the SCI level.”

L-TXT-04.7 PROPOSAL
FORMAT - Volume I: Gate
Criteria: Corporate Experience
L-5 Lines 176 - 181 (A2) The Government has reviewed and will address the requirement in the final RFP.
(Q3) Page L-5, Lines 181-182 require offerors to complete Attachment 9, Hull POR Summary, identifying by hull number the 10 POR systems and test work completed. Would the government allow submittal of multiple Attachment 9s and associated increase in page count to assist the Government in assessing the offeror's experience across multiple hulls/platforms?

L-5 Lines 181 - 182 (A3) The Government has reviewed and will address the requirement in the final RFP.
(Q4) Regarding Page L-5, Lines 156-160, request the government confirm that the 3 contract references will be evaluated in aggregate as a whole vice individually with regard to assessing performance within the PWS areas and magnitude (invoice value).

FORMAT - Volume I: Gate
Criteria: Corporate Experience
L-5 Lines 156 - 160 (A4) The Government will aggregate the 3 contract references as a whole vice individually with regard to assessing performance within the PWS areas and magnitude.
(Q5) Regarding Page L-5, Line 156, request block 15 of Attachment 6 be revised to state “Provide a summary description of Afloat C4I systems integration…” vice “Provide a summary description of Shipboard C4I integration……” since many of the PWS requirements listed are associated with work at a TIF or other locations and does not allow for inclusion of relevant work accomplished at these locations or other land-based sites and/or platforms where work on these Afloat C4I systems is accomplished

(Q6) Regarding Page M-1, Lines 834-835, can the government quantify the number of PWS areas accomplished by contract references (Attachment 7) that must be addressed in order for an offeror to obtain an acceptable gate criteria rating (e.g., 10 of 12 PWS areas successfully addressed)?

M-TXT-03 Evaluation Criteria and Basis for Award (Best Value) -
Volume I Gate Criteria:
Corporate Experience
M-1 Lines 834 - 835 (A6) Each contract reference must address at least one area of the PWS; the aggregate of all contract references does not need to address all 12 areas of the PWS.
(Q7) To facilitate labor category mapping against the government-specified labor mix, will the final RFP provide labor category descriptions for the FLSA Exempt categories?

L-10 Lines 422 - 427 (A7) The RFP will be amended to include labor category descriptions for the FLSA Exempt categories.
(Q8) Will the government clarify which SCN availability anticipates CANES S/W load strategy where CICD1 will no longer be performed at the NIEF, but instead on board ship? Is this a contingency for CVN newcon or applicable to LHA newcon and CVN RCOH as well?

(2) Subfactor 1.2: Single
Ship Availability Planning (2)1.a.xi
L-8 Line 330
(A8a) The Government clarifies that the CANES CICD1 is shipboard for this instance. (A8b) The CANES S/W load strategy for LHA newcon and CVN RCOH is not pertinent to this evaluation factor.
DRAFT RFP Q&A N00039-17-R-0043 (CTII-FO)
DRAFT RFP Q&A N00039-17-R-0043 (CTII-FO)
(Q9) Will the government clarify each platform scope and composition of ‘C4I Sos’ at the TIF? C4I SoS is all encompassing and could include distributed/network systems, comms, and applications that have not been the traditional C4I configuration integrated and stage-tested at the TIF. Please confirm the C4I SoS term in the PWS 3.1.5.2 context relates to various RCS configurations for newcon CVN, RCOH, and newcon LHA as defined in NAVSEA 7300 forms.

PWS_09JUL2018
3.1.5 Production/Integration
3.1.5.2 Platform TIF
(paragraph (a))
23 Line 783 (A10) There is no intention to incorporate the Distributed Systems for integration with communications suite at the TIF.
(Q11) The Gate Criteria indicates experience with specific Program of Record (PoR) systems is a requirement for bid qualification: “One POR must be Consolidated Afloat Networks and Enterprise Services (CANES) or Integrated Shipboard Network System (ISNS) integration and testing at the SCI level.
One POR must be a Naval SATCOM system listed in Attachment 8 to include above and below deck integration. One POR must be Tactical Variant Switch (TVS) or Automated Digital Network Switch (ADNS).”
The inclusion of this language will significantly limit competition. Will the Government consider removing the quoted text above from the Gate Criteria?

(A16b) The Government will evaluate past performance as stated in Factor 2: PAST PERFORMANCE.
(Q17) Subfactors 1.1 and 1.2 each require a one-page Integrated Master Schedule (IMS). Based on the formatting guidance in the draft, it is assumed that the IMS will conform to one-page, 12 point font requirements. These formatting restrictions do not seem to allow for an IMS that encompasses 25 C4I systems, 150 racks, 4,800 cables, and five Phases. Would the Government consider revising the requirements to allow for a Microsoft Project file to Work Breakdown Structure (WBS) X (Government direction) with no page limit?
