Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I) is responsible for Maritime Platform Engineering, Integration, and Production Execution requirements. Program Manager, Warfare (PMW) 750 is responsible for providing integrated Command, Control, Communications, Computers and Intelligence (C4I) capabilities in support of United States (U.S.) Navy ships.

1.1 Background 4

This contract will support various Navy shipbuilding programs. These programs require integrated C4I capabilities 5 to provide robust communications for maritime operations and flight safety. These programs also require integrated 6 information from various communications links and sensors. The integrated capabilities will provide a given 7 command or ship an extension of the tactical horizon, and provide threat indications and warnings. These 8 capabilities will also provide tactical threat analysis and the capability to target the indicated threat entities. The 9 integrated capability is made up of distributed systems that provide network capabilities, communications, command 10 and control, intelligence, and non-tactical data. 11

1.2 Scope 13

This contract is to provide support for logistics, integration, engineering, procurement, fabrication, assembly, test, 14 inspection, zone integration, and installation of integrated C4I System of Systems (SoS) capabilities aboard new 15 construction (NEWCON) aircraft carrier and large deck amphibious ships, to include Refueling and Complex 16 Overhaul (RCOH) ships. The Contractor shall implement engineering management best practices to improve 17 platform performance and reduce total costs to the Government in shipboard C4I Integrated Baseline systems 18 design, production, testing, and shipboard integration support, as described in this Contract Performance Work 19 Statement (PWS). The C4I SoS capability is developed and produced in five sequential phases of design and 20 integration life cycle: 21

• Phase I – Requirements Determination: During this phase the ship’s C4I systems requirements baseline is 23 established and coordination with NAVSEA on Government Furnished Information (GFI) format and 24 delivery schedule is negotiated. Initial GFI drawing packages and data are typically developed to define 25 systems’ Size, Weight, and Power (SWaP) requirements to allow the shipbuilders to begin design of the 26 infrastructure required to support C4I systems. 27

• Phase II – Design Engineering and Procurement: During this phase the detailed design is more specifically 29 defined. Detailed design drawing packages are developed to include specific rack configurations, cable 30 block diagrams, cable run sheets, and bills of material (BOM). GFI submitted in Phase I is updated as 31 systems designs mature. As the system BOM matures, procurement of integration material begins to 32 support the Test and Integration Facility (TIF) integration efforts in accordance with in accordance with 33 (IAW) the Platform Master Schedule (PMS) or Integrated Master Schedule (IMS). 34

• Phase III – TIF Integration & Test: During this phase the C4I suite of systems is physically integrated and 36 tested in the TIF. This includes cable and equipment rack production. Testing will be accomplished in 37 accordance with MIL-STD-2106A(SH): Development of Shipboard Industrial Test Procedures, and/or 38 Submarine Integration and Test Support System (SIATSS) Integrated Test Procedures (ITP). 39

• Phase IV – Shipboard Installation & Trials: During this phase the C4I systems are installed and tested on 41 the ship. Installation will be accomplished by the shipyard with Alteration Installation Team (AIT) support 42 or by a Contractor’s AIT depending on the hull. This may happen during RCOH and New Construction 43 prior to or after ship’s delivery depending on the ship builder’s schedule. Support for System Operating 44 Verification Testing (SOVT) and trials may also be provided when included in the specific tasking. 45

• Phase V – Post-Delivery: This phase typically consists of executing the latest technical insertions to ensure 47 the most complete ship and systems are delivered to the fleet. It may also include identifying additional 48 system requirements, conducting testing, providing engineering support, correcting trial cards, and 49 finishing SOVTs. 50

Specific tasking will be identified in each Task Order (TO). TOs will be issued and funded at the platform level for 52 one or more of the phases. 53

(CDRL A003) 200

3.1.2 Design Engineering 202

Using GFI, (e.g., IRDs, Installation Control Drawings [ICDs], architecture views, ship specifications, FIDs), the 203 Contractor shall provide engineering and technical support services encompassing C4I Platform design to include 204 performing engineering analyses and evaluations to generate an optimal and achievable Platform Configuration 205 Baseline. The Contractor shall translate the requirements identified, defined, decomposed, and allocated by the 206 systems engineering process into documents and drawings that provide technical direction and specifications to 207 procure, fabricate, assemble, integrate, and install the C4I SoS. (CDRL A003) 208

3.1.2.1 Design Requirements Baseline 210

The primary mechanism used to control design activities shall be the Design Requirements (DR) Baseline. The DR 211 Baseline shall be accessible to personnel conducting design engineering activities and to the Government. The DR 212 Baseline shall list associated ICDs, IRDs, ship contract and guidance drawings, shipbuilding specification change 213 notices, ship and system specifications or equivalent American Bureau of Shipbuilding Naval Vessel Rules (ABS 214 NVR), operations and maintenance manuals, Systems User Guides (SUGs), System Administrators Guides (SAGs), 215 Engineering Direction Memoranda (EDM), and other design inputs and their revisions in effect, authorized for use 216 in design development. The Contractor shall maintain the DR Baseline using the configuration management 217 processes described in paragraph 3.3. (CDRL A003) 218

3.1.2.2 Impact Assessment 220
