Schedule Model Review: An LMA-led event, SMR is a review of the IPS (in its current state) and thorough discussion of any predicted challenges, constraints, schedule efficiencies, etc. The SMR will begin at A-59, or on first business day following the IPTD WPER. The contractor shall discuss the schedule in sufficient detail to support understanding of time and space constraints, critical and controlling path work, and items requiring integration. The anticipated duration of this meeting will vary depending on work package scope, but notionally between 2-6 days. The agenda should not be for full days, allowing time for both formal large-group discussions, smaller follow-on discussions, and for individuals to reach back to their parent organizations to resolve any questions or issues that may arise during the more formal meeting hours.

The primary purpose of the SMR is to conduct a thorough discussion of any predicted challenges, constraints, etc., and to establish working relationships and encourage collaboration among all execution stakeholders. This should include a review of assumptions included in the schedule development for accuracy and group understanding, to aid in resolving conflicts and discussion of issues identified during the meeting until group feels a feasible solution is in the works or a follow-on meeting is scheduled

The LMA is responsible for:

· Determining the SMR dates, meeting duration, and agenda

· Arranging meeting logistics (to include, but not limited to: sending meeting invitations, distributing advance materials, and securing a venue). Venue should be of sufficient size to accommodate a minimum expected number of participants based on ship class, as outlined in the table below:

Ship Class
Minimum Expected Participation
Combatants
25
AMPHIBs
50
Other
20

· Providing all required information, references, and visual aids needed to facilitate the SMR discussions, as outlined below.

· Facilitating the meeting and updating the schedule as needed to ensure smooth integration of the various work items

1. Required Participants:

a. LMA Management Team

b. Government Project Management Team

c. Key LMA Subcontractors

d. Trade personnel (as required)

e. AIT OSIC

f. Intermediate Maintenance Facility (IMF) Ship’s Superintendent

g. Ship’s Force (Commanding Officer or Executive Officer (optional), one representative from each department, and Ship’s Maintenance Officer)

h. Other government work representatives (e.g. FIFO/IDIQ), if available

The NSA will provide contact information for government employees as needed.

2. Topics of Discussion:

a. LMA presentation of the current version of the IPS for review. The IPS review should be in sufficient detail to support understanding of time and space constraints for all activities. Ensure all contractor and government work is discussed.

b. Discussion of precedent requirements for critical path or controlling work items.

c. Time phased review of impacted spaces on the IPS, regardless of the entity performing the work, to identify and resolve any potential work conflicts.

d. Discussion of preliminary lists of PCPs, access cuts, and required Open and Inspect reports

e. Material delivery impacts to schedule

3. Deliverables (submitted 1 week post-SMR via CFR):

a. Meeting minutes, to include schedule changes discussed

b. List of action items with responsible parties and due dates
