This document contains responses to questions from bidders on solicitation number N00024-23-R-5202 for the Surface Ship Undersea Warfare (USW) Combat System Production opportunity with the Department of the Navy Naval Sea Systems Command. The solicitation requires the production of USW combat systems for delivery between years 5-10, with full-rate production to commence in year 3. Key details include confirmation that the quantities in Section B of the solicitation are correct, clarification that the cost-plus-incentive fee and fixed-price-incentive fee arrangements apply at the task order level, and confirmation that future production orders will be repriced based on delivery order requests for proposals rather than the values entered in Section B. The document also provides updates to attachments to address questions and requests for clarification on labor categories, staffing plans, cost elements, and subcontractor information.

RFP Section A, Block

Pg 1

The deadline for proposals is 04 Oct 2023; request the due date be extended by at least 30 days.

The deadline for proposals will not be extended as 60 days was provided for the proposal preparation. The Government also posted a draft RFP in June 2023 to facilitate the proposal preparation process.

RFP Section B, L & Attachment JS‐3

Pg 3, 6 and 138

In Section B, CLIN 0004 states a quantity of 34, however in Section L, 3.2.1 and on Attachment JS‐3, it requires a quantity of 14. In CLIN 0009, Section B states a quantity of 38, but Section L, 3.2.1 and on Attachment JS‐3 requires a quantity of 28. Section L, 3.2.1 requires that the total value for all priced CLINs in Attachment JS‐3 must equal the total amounts filled in by the Offeror in Section B. In addition, CLINs 1004 and 1009 are determined by applying the governments escalation factor only, but state quantities of 19 and 66 respectively. For CLIN 0004, is the correct quantity 34 or 14 and should CLIN 1004 match this quantity? For CLIN 0009, is the correct quantity 38 or 28 and should CLIN 1009 match this quantity?

The quantites in Section B are correct. Please see updated Attachment JS‐3 and Amendment 0001.

RFP Section B, Note

E and F Pg 11 and 12

Will the CPIF formula cost basis for CLINs 0004 and 1004 and FPIF formula basis for CLINs 0009 and 1009 be calculated on a Task Order basis or based on the total CLIN value?

Since each task order will be separately negotiated, the CPIF pricing arrangement is applicable on a TO basis.

RFP Section H, FAR

52.216‐19 Pg 104

Under Clause 52.216‐19 ORDER LIMITATIONS states the maximum order for any combination of items is $400,000,000. Is this the correct ceiling value, or a maximum order for a task order?

The maximum value for a single task order, regardless of whether the order is for a single item or combination of items, is $400,000,000.

6 RFP Section L 2.1 Pg 120‐121 May Volume I appendix material be numbered separately by section rather than consecutively within the volume?

Volume I appendix material can be number separately by section.

7 RFP Section L 2.1 Pg 120‐121

Can the Government please exclude Excel files (e.g., Staffing Plan) and MS Project files (e.g., IMS) from page numbering?

Per Section L 2.1, proposal content designated by this solicitation for electronic submission (e.g. Integrated Master Schedule, Contract‐ wide Staffing Plan, etc.) does not count against the solicitation page limits.

RFP Section L 2.1 and

3.1.1.1.iv Pg 121 and Pg 125

Can the Government please exclude Bases of Estimate and Bills of Material from page count, and may these sections be included in the proposal as appendixes?

Bases of Estimates and Bills of Material are excluded from the page count. See Amendment 0001.

9 RFP Section L 2.2 Pg 122 Can the Government please permit Adobe PDF as an acceptable format for Volume II? Some supporting documents for this volume may natively be in PDF format, for example because they are signed documents.

Adobe PDF is not acceptable format for Volume II.

10 RFP Section L 2.5 Pg 122

L.2.5 states that "For the purposes of this proposal, a significant subcontractor is defined as a subcontractor or supplier whose effort is proposed to be 10 percent (10%) or greater of the total proposed cost to the Government of CLINs x002, x004, x008, and x009 inclusive of prime burdens and fee on the subcontractor proposed cost". Is the 10% threshold on a per CLIN basis, or cumulatively across all aforementioned CLINS?

A significant subcontractor is defined as a subcontractor or supplier whose effort is proposed to be 10% or greater of the cumulative total proposed cost to the Government of CLINs x002, x004, x008, and x009 inclusive of prime burdens and fee on the subcontractor proposed cost.

11 RFP Section L.3.1 Pg 123

"Attachments J‐2 and J‐3 provide a complete list of all Government Furnished Property (GFP) and Government Furnished Information (GFI) that the Government intends to provide under this contract. The Offeror shall not assume the use of any GFP or GFI not listed in Attachments J‐2 and J‐3." Is Attachment J‐2 a completed document?

Please see updated Attachment J‐2.

RFP Section L, 3.1.1.1.vii

Pg 127

This section requires an IMS that shows how the Offeror will be ready to start full‐rate production in Year 3 will the first delivery in Year 5. It further requires details regarding additional milestones to be completed prior to commencing production in the third bullet.

Do all of the milestones listed need to be completed prior to Year 3 or is it anticipated that some of these milestones would be completed from Year 3 to 5? If yes, please provide specifics as to which milestones can be completed after Year 3.

While it is a requirement to hold a Production Readiness Review (PRR) prior to commencing production activities, it is not a requirement that all the events listed in bullet three be accomplished prior commencing production. The PRR milestone is what assesses whether the system design is ready for production and that the vendor has accomplished adequate production planning. It is the vendor’s burden to align the events listed in this bullet in their proposed IMS.
